The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China emphasized that "the whole party and people of all ethnic groups in China should unite and strive for the realization of the Tenth Five-Year Plan" and clearly put forward the task of "fully mobilizing the enthusiasm, initiative and creativity of the whole society to participate in Chinese modernization". This important requirement profoundly reveals that the core of promoting Chinese-style modernization and realizing high-quality social development lies in rallying the joint efforts of the whole society. Fully mobilizing the enthusiasm, initiative and creativity of all kinds of social subjects to participate in Chinese modernization is the key driving force to solve the development problems, stimulate social vitality and promote the cause, and profoundly reveals the core value of the coordinated participation of social forces in the process of modernization. Connotation Expansion of People-orientedTheory inModernization Practice The value concept centered on "people are the main force of social development" is an important perspective to understand social progress. Guo (2025) argues that in the practical process of Chinese modernization, by activating the enthusiasm, initiative and creativity of the subject, the deep transformation from subject cognition to practical motivation is realized, which shows the practical significance and rich connotation of this concept in contemporary practice.the key actors must possess the capability to mediate between the interests of both parties and achieve a smooth resolution in conflicts arising from both upward and downward empowerment.In other words, this requires people to actively adjust the upward and downward relationship, and it is inevitable to fully mobilize people's www.scholink.org/ojs/index.php/ape Advances in Politics and Economics Vol. 8, No. 1, 2025 Published by SCHOLINK INC. 156 enthusiasm, initiative and creativity. Enthusiasm is the active recognition and participation consciousness of social subjects to the law of modernization development. Social development is an objective process in which productive forces and relations of production, economic base and superstructure co-evolve. As the main body of practice, the essence of social members' positivity lies in their rational cognition and value recognition of the inevitability of modernization development, which is an organic unity of objective laws and main body needs. On the one hand, the enthusiasm is reflected in the deep understanding that Chinese modernization is the inevitable trend of social development, and that modernization is the only way to improve the quality of life and realize social progress; On the other hand, enthusiasm stems from the dialectical unity of individual development and overall social development, and is an internal recognition of the concept of "development achievements are shared by all members". The motivation of this enthusiasm is essentially the subjective transformation of social members' personal struggle into the torrent of social development, and then forms the conscious consciousness of actively participating in economic construction and social governance, which is a vivid embodiment of human social nature in the process of modernization. Initiative is the practical responsibility and exploration consciousness of social subjects to break through the bottleneck of development. From the perspective of social development, initiative is embodied in the active practice of social members to solve development problems and break through institutional and institutional obstacles on the basis of following the law of development. This initiative stems from an accurate grasp of the development needs, and it is a practical character of forming a clear understanding of what needs to be done, what can be done and what should be done on the basis of clearly understanding the development requirements of the times and responding to the realistic needs of society. In the process of Chinese modernization, initiative is manifested in the pioneering spirit of various social subjects in development practice, which is the practical vitality of breaking through path dependence, getting rid of experience constraints and actively exploring the practical development path, confirming the basic cognition that social subjects are the core force to promote development and change. Creativity is the core strength and value realization of social subjects to promote social progress. Creativity is the dialectical unity of productivity development and individual all-round development, and its core feature is to break through the existing development level and optimize social relations and production mode through practical activities. From a practical point of view, creativity is not only an innovative force to break through the traditional development model, but also a constructive force to build a new development pattern. Enthusiasm is the premise of initiative and creativity, which provides cognitive and emotional support for follow-up practice; Initiative is the key intermediary between enthusiasm and creativity, which realizes the transformation from cognition to practice; As the highest form of the two, creativity is not only the inevitable result of their joint action, but also its ultimate value destination. Luo and Ding (2025) pointed out that, based on the laws of modern development, in order to successfully advance modernization, it is necessary to focus on tapping into the endogenous resources of modernization and cultivating an endogenous power system for modernization.Fully mobilize the enthusiasm, initiative and creativity of the whole society, profoundly grasp the essential attribute of social subject, not only adhere to the core position of "social subject is the fundamental driving force for development", but also combine the practical needs of Chinese modernization, enrich the theoretical understanding of the driving force for development, and provide a profound practical foundation and strong power support for promoting modernization. Safeguarding the subject status is the fundamental premise of activating "enthusiasm, initiative and creativity". The Third Plenary Session of the 20th CPC Central Committee (2024) emphasized upholding the principle of putting people first, planning and promoting reforms from the perspective of the overall, fundamental, and long-term interests of the people.The core essence of Chinese modernization is people-oriented modernization. As the practical subject and value subject of modernization, the protection of social members' subjective status is the logical starting point to stimulate endogenous motivation. Only in the whole process from system design to practice promotion, the rights of participation, expression and development of social members are guaranteed, so that individuals can truly feel the same frequency resonance between their own struggle and social development, can we fundamentally awaken the enthusiasm of active participation, cultivate the initiative of being brave in exploration, and then continuously release the creative vitality of solving problems and promoting progress in practical scenes such as industrial upgrading, improvement of people's livelihood and social governance. This not only conforms to the development concept of "development for the people, relying on the people and sharing the fruits by the people", but also realizes the high degree of unity between the main driving force and the development goal, and injects the deepest and most lasting source of strength into modernization. Respect for practice initiative is the key support to mobilize "enthusiasm, initiative and creativity". During the early stages of industrialization, a large amount of rural resources, talent, technology, and other production factors were invested in cities, enabling them to rapidly develop substantial productive capacity within a short period and drive economic and social development.[3]Enter a new era,the initiative spirit of social subjects is rooted in grass-roots practice, from the practical experience and wisdom accumulated by the masses in solving practical problems, and is an important source to promote system optimization, technological innovation and social progress. In the process of promoting Chinese modernization, we must always respect the initiative spirit of social subjects, fully tap the wisdom and strength contained in the masses, and fully summarize and popularize the innovative experience in grassroots practice. Activating creative vitality is a long-term guarantee for the continuous release of "enthusiasm, initiative and creativity" Labor is the fundamental way to create a better life, and innovation is the core means to improve the quality of development. At present, the key to promoting high-quality development, improving people's well-being and promoting common prosperity lies in stimulating the enthusiasm, initiative and creativity of the whole society. The core is to provide good conditions and environment for social members to start businesses, so that everyone can become a participant, contributor and beneficiary of development. We must rely on the wisdom and strength of the whole society to create a good atmosphere that encourages exploration and tolerates trial and error, so that the vitality of various development factors such as labor, knowledge, technology, management and capital can fully flow. With the improvement of the training system of skilled talents, the extensive coverage of creative space and incubation platform, and the continuous smooth channel of innovation transformation, social members are not only witnesses of development, but also promoters of progress. Only by continuously breaking the institutional and institutional obstacles that constrain innovation and improving the development pattern of co-construction, co-governance and sharing can creative vitality be continuously released in the process of modernization. 3. Practical Path to Promote theWhole Society to Participate inModernization in Coordination Consolidate development consensus and build a solid ideological foundation.Studies by Sakiko et al. (2019) indicate that the growing economic importance of developing countries has generated debate about the future of global governance, and the role that they play in shaping global institutions and norms. It is necessary to deeply explain the core significance of mobilizing the enthusiasm, initiative and creativity of the whole society to promote Chinese modernization through diversified and grounded communication methods, so that the development concept can enter the grassroots and be deeply rooted in the hearts of the people. For example, relying on community propaganda, online popular science platforms, industry exchange forums and other carriers, we can interpret the internal relationship between the goals and tasks of modernization and individual development in easy-to-understand language and break down cognitive barriers. Adhere to the people-oriented development orientation, always take the realization of people's longing for a better life as the starting point and the end result of all work, and systematically build an all-round and wide-ranging social participation system. At the institutional level, we will further improve the grass-roots mass autonomy system and the democratic management system of enterprises and institutions, enrich the specific forms of democratic consultation and decision-making, and broaden the participation channels of online and offline integration, so that members of society can express their demands and participate in public affairs conveniently and efficiently. In the scene of grass-roots governance, we should fully respect the people's pioneering experience, encourage and support urban and rural communities to carry out self-governance practice innovation in light of their own reality, such as promoting community chamber and residents' proposal system, so as to enhance the people's ability of self-management and self-service. At the same time, we will promote the development of public services in the direction of equalization and precision, optimize the service supply structure according to the different needs of different groups, and improve the resource supporting policies in the fields of education, medical care and old-age care. Through various measures such as policy guidance, financial support and technical empowerment, the endogenous motivation of the whole society to participate in modernization will be fully stimulated, and finally a vivid development situation will be formed in which everyone is responsible, everyone is responsible and everyone enjoys it. Optimize the development environment and cultivate fertile ground for innovation. (Fukuda-Parr & Muchhala, 2020) Thus, focus on the whole chain demand of talent growth and innovation practice, and accelerate the construction of a systematic, coordinated and efficient institutional environment and guarantee system. In terms of talent cultivation, the establishment of a hierarchical and classified training mechanism not only strengthens the systematic cultivation of talents in basic disciplines, but also pays attention to the precise cultivation of applied and skilled talents to match the talent needs of different industries. At the same time, we should improve the use mechanism of talents, break the restrictions of identity, region and industry, provide a development platform for fair competition for all kinds of talents, improve the incentive mechanism for competing for growth, closely link innovation achievements with personal income and career development, and enhance the sense of acquisition and accomplishment of talents. In the construction of fault-tolerant mechanism, we should uphold the principle of respect and tolerance, clarify the fault-tolerant boundary, and relieve the worries of the subjects who dare to explore and innovate.
