Introduction At the beginning of 2022, there were more than 107 thousand farms operating in the country, up from more than 40% in 2017. Farms play an important role in ensuring the safety of the country's food. In 2021, they produced 81.1% of gross grain yield, 23.2% of potatoes, 36.5 percent of vegetables, 42.2 percent of fruits, 43.3 percent of grapes, and 51.1 percent of melon crops. Over the past 5 years, farm production has increased by 10%. Over the next five years, the legislative framework has been improved in strengthening the legal foundations of farming activities, creating a healthy competitive environment for them to work on the market, and ensuring freedom and independence of economic activity. In accordance with the FarmIng Act, targeted efforts are being made to transform farms, the main producer of agricultural products, into a strong social and political force capable of taking responsibility for further development of agriculture and other industries, as well as improving its level and quality. As a result, an increase in the quality and quality of life of the population was achieved in rural areas. In 2021, measures were taken to organize the Support Fund for Farmers, Agriculture and Unscrupulous Landowners. The main purpose of the fund is to provide financial support to farmers, agricultural and unscrupulous landowners, expand access to credit resources, support the innovative activities of farmers, encourage the production of new types of agricultural products, and promote the development of new effective technologies for agriculture. (Matthew 24:14; 28:19, 20) In addition to the production of agricultural products, it is understood that in addition to the production of agricultural products, the processing, storage and sale of agricultural products, the production of industrial products, the performance of jobs, the provision of services, and other activities not prohibited by law. Establishment of large-scale farms is a key factor in ensuring a stable socio-economic situation in rural areas and enriching regional markets with the necessary consumer goods and services. The incentive for the development of farms is explained by subsidies, the development of a system of concessional loans and the provision of tax benefits for some small areas of agriculture. Liberating grain cultivation in the framework of the implementation of the agricultural development strategy ensures the proper introduction of a market mechanism. This led to a shift in economic incentive for further development of farmers and increased economic productivity. A preliminary step was taken to ensure the widespread implementation of market mechanisms in agriculture, and the May 28, 2022, issue of the United Nations Declaration on the Elimination of All Forms of Discrimination against Women was adopted. The country's average grain yield in 2020 was 57 cents per hectare and 64 cents in 2021, reaching 67- 70 cents in 2022. Over the past 3 years, more than three large private grain enterprises with a capacity of about 160 million tons have been launched in the regions, ensuring an increase in the share of the private sector in the industry. Last year, the country produced about 3.5 million tons of flour, of which 54% was owned by private grain enterprises. This year, the minimum purchase price of 1 tonne of wheat by the government has been increased from 1.55 million gallons [1.55 million L] last year to 3 million gallons [3 million L] of 2022 crops, or almost double. Grain clusters and farms benefited greatly from the timely decision. Our current task is to establish a market mechanism for the production of cotton, to further improve the functioning of classrooms in agriculture, and to establish a system that provides clusters and government guarantees for the purchase of cotton. The growing support for entrepreneurs in the field of agriculture, the august 20 deadline for "Entrepreneurs' Day" and the awarding of representatives of the agricultural sector are a clear example of the growing attention paid to industry representatives. In an open dialogue with businesspeople, our President emphasized the importance of business development for the prosperity of our country and put forward initiatives to support representatives of this industry in five directions. Analysis and Results The first direction is to divide enterprises into categories and establish a separate approach to supporting them. The third direction is that lending is only one side of the issue, and it takes adequate conditions, infrastructure, and a guaranteed market for business to go. Therefore, first of all, separate approaches are introduced for business based on the conditions of districts and cities. The fourth direction is the issue of protecting the property rights of entrepreneurs. From now on, the abolition of land and property allocation decisions is carried out only and only in a court order. Summary Decisions on property rights are not allowed to be overturned by the authorities, which means that only the court will be able to find the document authorizing it invalid. Another practice that afflicts businesspeople is to memorize property during the investigation. For example, in the past 3 years, twice as much property has been memorized as the damage identified by investigators ($1,5 trillion). Now the validity of each letter is considered by the court, the decision is made only by the court. The fifth direction is related to the control and accountability of entrepreneurs.
