The paper provides an overview of the textile industry, identifies its key characteristics and current challenges. Then a theoretical overview of the concept of clusters and their importance for the development of the industry is proposed. Based on these data, a methodology for assessing the economic potential of clusters is being developed, as well as an empirical analysis of the current state of clusters in the textile industry. As a result of the study, conclusions and recommendations are formulated aimed at improving the effectiveness of cluster initiatives in the textile industry and determining further research directions in this area. Introduction In the economy of the Republic of Uzbekistan, the concept of clusters has begun to develop actively in recent years, and this is a key moment for further stimulating the growth of industries. The cluster approach allows to reduce production costs, increase the competitiveness of enterprises, stimulate innovation and improve access to resources and markets. In the context of globalization and Uzbekistan's integration into the world economy, clusters are becoming an important tool for attracting investment and developing not only the textile industry, but also other sectors of the economy. The textile industry plays a key role in the economy of Uzbekistan, providing a significant contribution to GDP and providing labor resources [1]. In the context of the cluster approach, textile clusters become the basis for the development of the country's industrial complex. Clusters in the textile industry contribute to optimizing production processes, improving product quality and competitiveness in global markets. The purpose of this article is to assess the possibilities of increasing economic potential in clusters of the textile industry using an industry-specific approach. Ultimately, the article aims to develop recommendations for improving the effectiveness of cluster initiatives in the textile industry and identify strategies for the development of this sector based on an industry-specific approach. It is especially important to note that textile clusters of the Republic of Uzbekistan can be an important factor for the socio-economic development of the regions where they are located. The creation and development of clusters in the textile industry contributes to the creation of new jobs, infrastructure development and improvement of the standard of living of the population [2]. The purpose of our study is to assess the increase in economic potential in the clusters of the textile industry of the Republic of Uzbekistan based on an industry-specific approach. To achieve this goal, we set ourselves the following tasks: - to analyze the current state of textile clusters in Uzbekistan - identify the main factors influencing the economic potential of clusters in the textile industry - to evaluate the effectiveness of the cluster approach for the development of the textile industry - to offer recommendations for improving the work of textile clusters and increasing their economic potential The study of these issues will reveal the prospects for the development of the textile industry in the context of the cluster approach and identify strategies to achieve sustainable economic growth in this key sector of the economy of the Republic of Uzbekistan. Despite significant achievements, the textile industry of Uzbekistan is facing a number of challenges. One of the main challenges is the need to modernize production and introduce new technologies. It is important to increase production efficiency, improve product quality and reduce production costs [3]. Another important aspect is the diversification of export markets. Representatives of the textile industry of Uzbekistan should actively seek new markets in order to reduce dependence on a limited number of partners. The lack of qualified personnel and infrastructure is also a problem. It is necessary to invest in education and training of specialists, as well as in the development of logistics infrastructure to improve transport accessibility. To effectively overcome the challenges facing the textile industry in Uzbekistan, it is important to develop a cluster approach. Clusters are networks of interconnected enterprises and organizations specializing in a particular industry. They facilitate the exchange of knowledge, experience and resources, as well as joint work on solving common problems. The development of clusters in the textile industry can lead to increased production efficiency, improved product quality and competitiveness in the global market. In addition, clusters can contribute to the innovative development and modernization of the industry. II. Main part The economic potential of a cluster is defined as a set of resources, competencies and opportunities available to enterprises and organizations within the cluster to achieve competitive advantages and sustainable development[4]. This includes not only material resources, but also human capital, technological knowledge, innovation potential and institutional support. The increase in the economic potential of the cluster depends on a number of factors 1. Cluster policy and development strategy: Having a clear cluster development strategy supported by government policy helps to strengthen its potential. Innovation and technological development: The active introduction of innovations and new technologies into the cluster's production processes contributes to its competitiveness. 3. Interaction between cluster participants: Cooperation and exchange of knowledge and experience between enterprises, scientific institutions and government agencies within the cluster helps to create synergies and increase efficiency. 4. Human capital development: Education, professional training and skills development of cluster employees play an important role in increasing its potential. When assessing the potential of clusters in Uzbekistan, it is important to take into account the sectoral characteristics and needs of the country's economy. The industry-specific approach makes it possible to more accurately identify the strengths and weaknesses of clusters in the context of specific industries, identify key success factors and develop effective development strategies. The application of the sectoral approach will make it possible to more accurately determine the potential of clusters in Uzbekistan and develop targeted measures for its implementation, which contributes to the sustainable and accelerated economic development of the country[5]. To assess the economic potential in textile industry clusters, it is necessary to identify key success indicators. These can be: - production and export volume: estimating the volume of production and exports of textile products is a key indicator of the success of the cluster. - competitiveness level: analysis of the competitiveness of cluster products in the global market. - innovation activity: assessment of the level of innovation activity in the cluster, including the introduction of new technologies and the development of new products. - economic effect: calculation of the economic effect of cluster activities, including profits, tax revenues and employment. Various models can be used to assess the economic potential of textile industry clusters, including: - competitiveness assessment model: assessment of the competitiveness of the cluster using various indexes and analysis methods. - production efficiency assessment model: analysis of production efficiency in the cluster, taking into account costs, production capacity and product quality. - innovation potential assessment model: assessment of the cluster’s potential for innovative development, taking into account the availability of scientific research, patents and other innovative assets. Despite some challenges, several successful cluster initiatives can be identified in the textile industry of Uzbekistan that contribute to the development of the industry[6]. One such example is the creation of specialized textile parks, which combine production enterprises, infrastructure and services on one territory for the development of textile business. Such parks provide entrepreneurs with access to modern infrastructure, training and advice, which helps increase production capacity and improve product quality. An empirical analysis of clusters in the textile industry of the Republic of Uzbekistan allows us to identify both the successes achieved and the challenges faced by clusters in the country. Understanding these factors is necessary to develop effective cluster development strategies that promote sustainable economic growth and increase the competitiveness of the Uzbek textile industry. Based on the results of the study, the following practical recommendations have been developed to increase the economic potential of clusters in the textile industry of Uzbekistan: - continue to modernize production and introduce new technologies to improve efficiency and product quality. - strengthen cooperation between enterprises within clusters to ensure more efficient use of resources and jointly develop innovative solutions. - increase the level of qualifications of personnel through education and training, which helps to increase the productivity and competitiveness of clusters. For further in-depth study of the economic potential of clusters in the textile industry of the Republic of Uzbekistan, it is recommended to pay attention to the following areas of research: - studying the potential for the development of new types of textile products, taking into account global trends and market needs. - analysis of the effectiveness of existing cluster initiatives and identification of successful practices for their further scaling. - studying the impact of cluster development on the socio-economic indicators of the regions of Uzbekistan and developing recommendations for a more even distribution of development throughout the country. In general, based on the above conclusions and recommendations, we can conclude that a systematic approach to the development of clusters in the textile industry of Uzbekistan is necessary, taking into account the specifics of the industry and the needs of the country’s economy.
