Introduction From the historical progress of mankind, it is known that the growth of the younger generation of society and the state in modern conditions and the elevation of worldview, intellectual potential, education, etiquette, spirituality, which is the day of Tomorrow, was considered as an urgent social, political process. One of the important tasks in the process of building a new Uzbekistan is to bring special attention to the leadership skills that are taking shape in our youth, to grow the emerging younger generation into full-fledged people, and to regulate youth reforms to reform the youth sphere and carry out systematic work "on September 14, 2016, the law of the Republic of Uzbekistan on-son decision". Comprehensive work is carried out in the process of implementing state youth policy in our country. Section 3 of the law in the" juvenile public policy order " sets out the following way. "The state policy on youth is a system of socio — economic, organizational and legal measures that provides for the creation of conditions for the social formation of young people and the maturation of their intellectual, creative and other potential, youth (young citizens)-persons under the age of fourteen and not more than thirty years." "The word leader in English "Leader" means leader, Chief, Leader - Leader, Leader-Leader of any political party or organization" . "Leadership (English: Leader - from the word leader, beginner) is the process of social influence that unites the help and character of others in the performance of a common cause." What characteristics should a leader have? What should be manifested in the peculiarities of leadership itself? The main characteristics of leadership, that is, leadership, are as follows: Leading youth developed a desire to be responsible, able to make decisions in difficult times and processes, as well as to take proper responsibility for the decisions they make; The leader has the ability and competence to always think, care about the interests of people and teammates in constant movement and in the interests of people, and not for personal gain during youth activities; Leader young people should have the ability to lead a team on a completely voluntary basis, according to the desire and strength of the goal in them; Leader Youth charisma and gaining the power of natural influence; It is necessary for the leader young people to have the knowledge and skills that can make them feel confident in the leader by the group and the presence of strong authority; Leader youth the ability to recognize mistakes and take responsibility for the situation, from which to look for personal mistakes. Leadership at first glance may seem like leadership. Partially correct, but they have different aspects. First, the leader always moves behind the curtain and is self-identified, while the leader is formally appointed. Secondly, the leader is a representative of a certain group closely related to him, and the leader (leader), in most cases, is separated from the group. Thirdly, the primary area of the leader is interpersonal relations, while the leader is formal relations. But the leader has a lot of external data at his disposal, legal sanctions can be applied, that is, he is an official. In scientific language, a formal leader who exerts a strong and influential influence on a group, i.e., his influence on "subordinates"if it is positional. An informal leader is a person who provides leadership regardless of the place he occupies in the company. The essence of his movement is social, and it will be aimed at his "followers". The features listed above are formed on the basis of years of experience and innate talent in a person. From the above data, it can be understood that leadership is a derivative of the socio-political, spiritual and educational processes that the individual has been increasing over the years, the formation and development of leadership in young people is one of the necessary and important issues. The essence of the youth policy conducted today is that it is important at all times to increase the number of leading youth in our society, mobilize in the interests of society and the state. Youth is an important layer that determines the future, potential of each state. Today, all conditions and opportunities are being created in our country on the way of education of young people, vocational training, growing up as mature people. Particular attention is paid to the realization of their dream goals, progressive initiative and support of their ideas. Therefore, in our country, young people, who are recognized as an active layer of society, are expressed confidence in the country as a great power, a strategic resource of the state, providing the prosperity of the country. As a result, highly educated, modern-minded, young people with a strict position are becoming a decisive force in the country's tomorrow's development. As a result of ensuring the employment of young people, supporting their business projects, their lifestyle is improving. In the following years, a separate system was created for the comprehensive support of young people, the protection of the rights and legitimate interests of young people, the upbringing of enterprising, American Journal of Business Management, Economics and Banking Volume 25 June - 2024 P a g e | 58 www.americanjournal.org ambitious young people who are able to take responsibility for the prospects of our country. Through this system, we are witnessing today that in the process of educating our young people as harmonious, perfect people, we are taking large-scale measures on all the conditions of bringing youth policy to the top. Non-profit organizations and public institutions responsible for the field of youth policy "Youth Affairs Agency of the Republic of Uzbekistan, Youth Parliament under the chambers of the Supreme Assembly, Youth Academy under the Ministry of innovative development of the Republic of Uzbekistan was established. Effective work is being carried out to ensure healthy growth of the younger generation, quality education and upbringing as a competent person, as well as to introduce "five important initiatives"aimed at comprehensively supporting the interest of young people in culture, art, sports, information technology and reading books. New state and non-state preschool organizations, secondary schools, universities, branches of prestigious foreign universities, modern IT parks, cultural institutions and sports facilities, educational institutions of a completely new pattern "presidential schools", "Timurbek School", "Creative Schools" serve to educate a new generation of mature personnel capable of competing in the conditions of globalization today. "President of Uzbekistan Shavkat Mirziyoev addressed the parliament on December 29, 2020, declaring 2021 as the year of youth support and strengthening the health of the population. In order to radically reform and further develop the youth support system, "the president in his speech spoke about the relevance of youth support. The proposal received public support. "Of course, it is very difficult to name the year ... we prepared a lot for it. The current environment has once again shown that local councils, local leaders, should pay attention to young people. Secondly, if today we do not continue to work to improve the health of the population, which began during the pandemic, it will be late tomorrow if we do not solve these issues today. We, our people, suffered greatly from these shortcomings during the pandemic, especially in the countryside. We did not panic, but we suffered," the president said. "In general, a decisive role in the development of any society is played by the healthy and harmonious development of the younger generation, on which the future of this society depends. Therefore, in matters of expanding our reforms and further improving its effectiveness, we consider our energetic , enterprising, comprehensively developed youth with modern knowledge and skills as our base," said the head of state. "Our top priority should be to set ambitious goals and create competent youth to achieve them. Only then will our children become a real force that will fulfill the long-standing dreams of our people," the president said. "I am sure that together with such educated young people with powerful creative potential , we will build a new Uzbekistan," said the head of the state. In order to develop effective solutions to problems in the field of youth, as well as to ensure the implementation of tasks related to bringing to a new level the state youth policy of the president of the Republic of Uzbekistan to the Supreme Assembly of the Republic of Uzbekistan and to our people, which was established in December 2020, a number of tasks were assigned to the Including; more than 1,000 vocational training centers will be established in the neighborhoods from next year, with subsidies of up to Rs. Temporary unemployment benefits are increased up to 3 times, and the old bureaucratic procedure, in which 6 documents are required, is canceled. Today, youth of Uzbekistan are actively involved in the life of the state and society. Youth policy in our country is carried out in harmony with international generally recognized international law and norms. There are all opportunities for young people to realize their intellectual, spiritual and physical potential. "Another important issue that always makes us think is the etiquette, the gait of our youth, in a word, the worldview. Today The Times are changing rapidly. Who makes these changes feel more than everyone else – young people. May young people be in harmony with the demands of their time. But at the same time, do not forget about oneself. Let the call to who we are, what a generation of glory we are, always resonate in their hearts and encourage them to remain true to their self. What do we achieve this at the expense of? At the expense of upbringing, upbringing and only upbringing" . In recent years, all conditions have been created for our youth to receive quality higher education in our country. In particular, it is first of all gratifying that in the 2023-2024 academic year the indicator of youth inclusion in higher education institutions was increased to 42 percent. "The Ministry of Higher Education, Science and innovation provided information on the number of OTMs in the Republic and the number of students studying in it. It is noted that a total of 211 universities are operating in the Republic and it is envisaged that approximately 1 million 200 thousand students will study in them. There are 950,000 students enrolled in the second year and above and 250,000 students enrolled in the first year. Students are taught by 39,533 faculty members. The average scientific potential of the universities is 39.8 percent. To date, 193,761 young people have been admitted to 116 public institutions of higher education in the first phase, bringing coverage with higher education to 42%. 7,232 young people were enrolled in the magistracy in 105 state universities" . We are witnessing that the active participation of young people in the economic, social, political and spiritual spheres in our country is being emphasized today as the most important task, rather than every refugee. In particular, a new worldview that is taking shape in young people, as well as a tendency to innovations in their mentality, aspiration and enthusiasm for life, the process of reform in our country gives strength and spirit to young people. Today, the work of protecting the interests of young people and the implementation of their dreams has been designated as one of the priorities in state policy. "We are carrying out a large-scale work to strengthen the Civil position and activity of the younger generation, to educate our children as competent individuals, mature professionals who think independently, master modern knowledge and professions and can compete in the international arena." It is important to increase the participation of young people of New Uzbekistan in innovative processes. In order to organize the work of the educational system in accordance with modern requirements and educate our youth in every way harmoniously in the spirit of love for the motherland, national pride, pride and national independence ideas, many effective works are carried out. Leadership in youth also plays an important role in the performance of primary tasks in the education of skills and abilities. We can safely say that young people perform the most important tasks in the formation and development of a wide variety of human, professional and leadership skills, such as American Journal of Business Management, Economics and Banking Volume 25 June - 2024 P a g e | 60 www.americanjournal.org analyzing the problem through the socio-humanitarian Sciences, cooperating in the interests of themselves and their lives, taking on vital tasks and responsibilities, making decisions and solving problems in the course of their life The place of socio-humanitarian Sciences in the life of a person, society and leader Youth, theoretical and methodological issues of their training in the educational system have been in the attention of scientists of the world at all times, in this regard, specific scientific views, theories and teachings have been created. As a result of their thorough study, it can be said that the strategic goal of the activity of the institutional system of educational education according to its fundamental socio-philosophical essence is not only the training of specialists – personnel for one area or another, but, in a broad sense, the upbringing of a person, that is, the formation of bio-social characteristics in Accordingly, the main issue in the educational system should not remain only a specialist-cadre cultivation in various fields, such as mathematics, physics, chemistry or engineering, doctor, teacher, these are the issues that stand in the second or later. In this place, human qualities, not knowledge, qualifications, skills and information related to a profession or specialty, come first. For society, for social life and development, it is not knowledge, qualifications and skills that first belong to one profession or another specialty, genuine human qualities and qualities are more important. That is, before becoming a human engineer, doctor or agronomist, it is definitely necessary to be human. Because it is possible to extract an engineer, doctor or agranom from a person, not a person, from an engineer, doctor or agronomist. In conclusion, all conditions have been created in our country today for the development of leadership characteristics in young people. This can be seen in the law of the Republic of Uzbekistan "state policy on youth", the law "on education"and the resolution of the Cabinet of Ministers "on the right to approve the concept of development of State Youth Policy in Uzbekistan until 2025"of January 18, 2021 No. 23".
