Independent Researcher Abstarct Established as an experiment based on the decision of the head of our state on August 20, 2018, the Tashkent city "Ishga Marhamat" monocenter has been providing its services to the residents of all regions of our country. The decision of the head of our state dated August 11, 2020 "On additional measures aimed at attracting the poor and unemployed population to entrepreneurship, increasing their labor activity and vocational training, and ensuring employment of the population" became a normative basis for the establishment of monocenters in other regions. Even now, I cannot say that many people have a complete understanding of the activities of monocenters. The reason is that if someone comes to study for a profession, he comes to acquire skills in order to start another business. Monocenters provide short-term vocational training as well as other services. In particular, training and retraining for the unemployed population in technical, general construction, agricultural fields, digital technologies and other professions that are in high demand in the domestic and foreign labor market and professional development, teaching foreign languages, teaching the basics of entrepreneurship, development and popularization of working professions, knowledge, skills, qualifications and skills required for the implementation of professional activities, personal and professional knowledge, assessment of skills, abroad training citizens who want to work temporarily in professions and foreign languages, carrying out pre-adjustment measures with them. Young people are the main support of our nation. For this reason, necessary conditions are being created in our country for ensuring the rights and interests of young people, for their education, work, realizing their knowledge and abilities, and starting their career. In this regard, a comprehensive system is being created in our country, helping the realization of business initiatives, ideas and projects of young people, thereby ensuring their employment. According to a number of decrees and decisions of the President, preferential loans are of high importance for young people to engage in entrepreneurship. Introduction Through this, our young men and women provide work for themselves and their peers. During the last 9 months of 2023, preferential loans of 2 trillion 438 billion soums were allocated for the business projects of 121 thousand 547 young people. Educational programs have been prepared in this direction, and promising projects of 91 young people worth 44.3 billion soums have been financed to date. Over the past period, 95,000 young people have been placed in permanent jobs. A new procedure of state support for teaching modern professions, information technologies and foreign languages - "Future professions" project - was introduced. Also, 43 thousand 554 young people were trained in professions through "Ishga Marhamat" monocenters and vocational training centers. In this regard, the "SkillsCamp" project, which aims to guide students of educational institutions to professions and teach them professions that will be in high demand in the labor market in the future, in order to ensure the employment of young men and women . Within the framework of this project, a thousand people will be trained in the fields of IT, cyber security, artificial intelligence, media, PR, SMM, tourism, branding, foreign languages, business, startup, education, pedagogy, international law and relations, finance, economy, architecture and landscape, interested young people were included. At the same time, in order to interest young people in learning a trade and to ensure their employment, starting from 2023, within the framework of the "Five Initiatives Olympiad", for the first time, a "Competition of Professions" will be organized in 4 stages in the fields of tailoring, hairdressing, cooking, confectionery and crafts. 9 billion in total to encourage 4 thousand 160 young people who participated 160 mln. funds were allocated in the amount of soums. Only in 9 months of this year, through this system, 29 thousand 534 hectares of land were leased to 79 thousand 594 young people for 30 years through an open electronic competition. Also, self-employment of 501,000 youth employed in the informal sector was achieved in the social, industrial, agricultural, information communication, production and service sectors. In general, the ultimate goal of the systemic reforms being carried out in our country is to support young people in every way, to expand their activities to young entrepreneurs, by creating the necessary conditions for their safe and free work, by creating new jobs, ensuring their employment and is a meaningful organization of work time. Ishga Merhamat" monocenters have established training for short-term professions, foreign language courses, digital technologies and entrepreneurship courses. It is taught in monocenters for a period of 1 to 4 months. To a person who looks at the process superficially, this period may seem very short, but the training periods and hours set for each course take into account the relevant industry experts, employers, the standard of the WorldSkills community, the demand, supply and needs of the labor market. developed. Training sessions are organized based on practical sessions. For information, it is permissible to say that training sessions in monocenters are 30% theoretical and 70% practical. The weekly training load for teaching courses is 36 hours. In order to properly organize the activities of monocenters and to improve the quality and efficiency of vocational training, the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated April 5, 2021 "Improving the system of vocational training of poor and unemployed citizens" and the decision on additional measures to increase the efficiency of labor bodies' activity serves as a legal program. The decision also specifies the legal status, goals and tasks, rights and obligations of the monocenters, the regulation of organization and financing of their activities. According to the decision, the "Ishga Marhamat" monocenters operate as state institutions, and the "Ishga Marhamat" monocenter in Tashkent is the main institution is determined to be. Also, in order to coordinate the activities of monocenters in other regions, to develop educational and methodological materials for training them in professions, foreign languages and entrepreneurship skills, to coordinate the activities of monocenters in the structure of the monocenter "Ishga Marhamat" of Tashkent city and Department of educational and methodical provision was established. Currently, the administration is organizing sample educational and regulatory documents, educational and methodological manuals, and training organization manuals for the "Ishga Marhamat" monocenters for specializations and foreign language courses. guidelines and recommendations were created and provided. In order to effectively organize training sessions, various innovative methods of teaching in monocenters are being created, taking into account the age, social status and physical condition of monocenter listeners. In addition, it regularly organizes the training of workers in the professions required as a result of monitoring the demand and needs of the internal and external labor market. Students who studied at the monocenter are given a certificate of the state standard, equivalent to the level of a diploma of secondary special education. Short-term vocational training in monocenters is organized taking into account the desire, talent and ability of the applicant. The purpose of education in the monocenter is its result. We know very well that Uzbek workers work without any degree or qualification in different regions of our country and the countries of the world. This is explained by the fact that professional knowledge is not correctly evaluated, the professional level is not determined, and as a result, the work is not paid. In order to eliminate such problems and establish a fair assessment of the level of knowledge, skills, and qualifications of the population, the above-mentioned decisions envisage the establishment of a Professional Competence Assessment Center in the "Ishga Marhamat" monocenters. A worker who worked without knowing the value of his work now has the opportunity to become an expert with his professional qualifications. Under the leadership of the President of the Republic of Uzbekistan, the tasks specified in the meeting of video selectors held in an extended manner on February 26, 2021, as well as ensuring the employment of women in need of social protection included in the "Iron Book" and "Women's Book", which have become an urgent issue of today, In order to support them so that they can find their place in life, systematic works are also being carried out in monocenters. For example, at the "Ishga Marhamat" monocenter in Tashkent city, more than 200 women and girls from 50 neighborhoods located in our city and in remote areas, included in the "Women's Register", are being trained in the "Art of Hairdressing" profession. In order to attract the population, especially young people, to entrepreneurship, educational courses "Fundamentals of Entrepreneurship" have been organized in all monocenters of the republic. In this case, the unemployed population, in particular, the citizens included in the "Iron Register", "Women's Register", "Youth Register", regardless of age and gender, citizens who want to start their own business, to start entrepreneurship, self- necessary knowledge for employment, in particular, the formation of skills such as the technology of being successful in entrepreneurship, researching the market in marketing research, choosing a business idea for successfully starting a business and analyzing it, choosing the legal status of an enterprise in entrepreneurship, and important skills of entrepreneurship special importance is attached to the issues of increasing legal and financial knowledge.
