Allows you to compare the level and quality of reading and understanding of written text by primary school students around the world, as well as identify and compare changes taking place in national education systems. Keywords: Implemented International Association for the Evaluation of Educational Achievements (IEA) in consortium with leading international scientific organizations, with the participation of national centers. The study has been conducted since 2001, in five-year cycles, and is considered one of the most representative international studies in the field of primary education. The number of countries covered by the study program is gradually increasing. In Uzbekistan, given the study is carried out by the Center for Educational Quality Assessment of the Institute of Content and Teaching Methods of the Uzbekistan Academy of Education (ISMO RAE) with the participation of the Ministry of Education and Science of the Uzbekistan Federation, the Federal Service for Supervision in Education and Science, as well as education authorities of the regions participating in the study. Uzbekistan has participated in all cycles of the PIRLS program. The results of the conducted studies became the subject of additional analysis, which conducted by teams of the Uzbekistan Academy of Education, the Federal Institute for the Development of Education and other organizations. Recommendations and materials developed during the analysis were used in the development of second- generation state standards, as well as a number of measures of educational achievement. The Concept for the Development of the Public Education System of the Republic of Uzbekistan until 2030 provides for the country's entry by 2030 into a number of 30 leading countries in the world according to the PISA international student assessment program. In addition, in order to ensure the participation of the Republic of Uzbekistan in international research, a resolution of the Cabinet of Ministers "On measures to organize international research in the field of assessing the quality of American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 05, June, 2022 38 | P a g e education in the public education system" dated December 8, 2018 was adopted of the year. According to the document, the schools of the republic will participate in international research within the framework of the PIRLS-2021 and PISA-2022 programs. This year, in the international program for assessing the quality of reading and understanding of the PIRLS text, along with more than 60 states, students from our country will take part for the first time. In preparation for international PIRLS studies, fruitful cooperation has been established with the Uzbekistan Federation, which has shown high results in these studies. PIRL study is conducted by the International Association for the Evaluation of Educational Achievement (IEA) and aims to assess the reading comprehension skills of 4th grade students at the international level. Conducted every five years since 2001, the study found that over 50 countries, including Uzbekistan, Singapore, Hong Kong, Ireland and Finland, scored high in 2016, with Uzbekistan and Singaporean students performing the highest in reading and understanding text. In preparation for the research, last year the State Inspectorate for Supervision of the Quality of Education under the Cabinet of Ministers of the Republic of Uzbekistan, together with the Ministry of Public Education, identified 348 basic schools in the country, to which other nearby schools were attached, groups of teacher-trainers were formed. In 2020, together with the Ministries of Public Education, as well as Higher and Secondary Specialized Education, more than 30 seminars were organized, including five international ones, aimed at preparing for international studies and improving the skills of subject teachers. Four teaching aids were published in a circulation of 40,000 copies and delivered to every school library. Sample questions, their solutions and evaluation criteria were also prepared and published. An independent system for assessing the quality of education considers the reading skills of schoolchildren: in order to enrich the reader's literary experience; in order to extract information. The following skills are assessed accordingly: search for information specified explicitly; formulation of conclusions; understanding and generalization of information; analysis and evaluation of the content, language and elements of the text. Students need to read the text and answer the questions. At the same time, some tasks involve choosing an answer from the proposed one’s options, while others require freely constructed responses. The questionnaire provides an opportunity to collect information on the demographic characteristics of students and teachers, the organization of the educational process from the point of view of directors, teachers, students and their parents, the social status of schoolchildren's families, the type of school and its material and technical equipment, students' attitudes towards reading and doing homework, preparing children for school and the nature of activities with a child in the family, features of the organization of the lesson and the program in American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 05, June, 2022 39 | P a g e schools, the assessment of educational achievements and the system for improving the professional skills of teachers.
