The ultimate goal of all its reforms is an indicator of the organization of decent living conditions for its citizens. That is why the upbringing of a spiritually perfectly developed person is becoming one of the most important tasks. Therefore, from the first steps, it was aimed to bring the national education system to the level of world standards. The implementation of such glorious tasks could not have been achieved without the reform of the existing system of continuing education in the country. In this article, opinions and comments will be made about what the dual education system is and its importance and role in the training of specialists. Introduction Dual education system is a specialized type of Education, which allows the student to acquire theoretical knowledge in an educational institution, and practical skills directly at work, that is, in an organization. The main purpose of Dual education is to improve the quality of vocational training of students by combining the efforts of the educational institution and employers as the main factor of practical training. Continuous education aimed at the purpose of training competitive personnel in our country is described as follows: "continuous education is the basis of the personnel training system, the priority sphere providing the socio-economic development of the Republic of Uzbekistan, satisfying the economic, social, scientific-technical and cultural needs of the person, society and the state. In ensuring the stable and rapid development of the economy of the Republic, priority tasks and directions, plans and programs of socio-economic development with wide coverage, reasonable basis for the future are being developed. The new market relations, which are being formed in our country and deepening in many areas, are having their impact on the continuous education system, including the activities of professional educational institutions that serve to increase the number and capacity of highly qualified personnel. The Dual education system is effective and flexible, which allows enterprises of different industries to train qualified specialists in high demand in the modern conditions of the market economy. The draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan “on the establishment of a dual system of teaching in professional education of the Republic of Uzbekistan” was placed for discussion on the portal of discussion of projects of normative-legal documents. According to him, the regulation on the procedure for the establishment of a dual system of training in professional education of the Republic of Uzbekistan is approved. The Ministry of higher and secondary special education, together with the concerned ministries and departments, coordinates the normative legal acts adopted by them in this decision. According to the draft regulation, the Council of Ministers of the Republic of Karakalpakstan, the authorities of Regions and Tashkent, ministries and departments, as well as higher education institutions determine the enterprises (organizations)to be implemented dual education based on the need for secondary education personnel in the relevant professions (specialties)and submit the list to the Ministry of Higher and secondary special education. In this, independent operating enterprises (organizations) can submit proposals to the Ministry of Higher and secondary special education on the introduction of dual education. The theoretical, practical part of the Dual education and training program is organized in a professional educational institution, the practical part associated with the production on the formation of qualifications and competences is organized in the enterprise (organization; Dual education program is a set of documents consisting of educational standards, qualification requirements, curriculum, educational program (modules), educational and production practice programs that determine the main content of professional education preparation aimed at qualified performance of professional activities in a particular profession or specialty to a graduate in an educational institution and enterprise (organization). The directions of continuing education include the following: increasing the potential of personnel in the educational system, the professional prestige of educators; development of state and non-state educational institutions; radical restructuring of the educational system, educational programs; ensuring the transition from compulsory general secondary education to secondary specialized vocational education; establishment of new types of educational institutions integrated in science and production; ; promote the role of international funds, charities, public American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 06, July, 2022 197 | P a g e organizations in the acquisition of education; develop cooperation with foreign organizations related to education and science; and others. And the forms of continuous education are as follows:  Training in case of separation from production (daytime);  Training without separation from production (correspondence, evening, distance);  Dual learning;  Education in the family and independent education;  Teaching adults and teaching them;  Inclusive education;  Training of personnel in the field of defense, security and law enforcement activities. It should be noted that the fact that the content of school education has a historical and synonymic nature has been manifested in all stages of the development of personality society. Because, in all periods of the past, at all stages of Social Development, the content and size (parameters) of education was determined by that period, the ideology of that socio-economic system, the requirements and needs, the level of development of Science and technology. Today in secondary schools, new concepts of school education are needed to develop the student as a healthy and creative person. In studying the issue of quality of education, it is very important that the teachers themselves study their views on the quality of school education, which allows them to adjust the purpose and content of the process of professional development. To achieve this goal, within the framework of the platform of the innovation cluster of pedagogical education, which was created in Tashkent region, a number of surveys and questionnaires were conducted among teachers in a number of schools in the region. The organization of the integration of Science, Education and production in continuous education on the basis of a cluster model is an innovative management of education, in which the elimination of conflicts in cooperation on the basis of acceleration of innovative processes is one of the important conditions. It is known that the purpose of Management in education is to increase the level of knowledge of students in the field of Education, an indicator of the formation of skills of using this knowledge in practice. Summary The implementation of the cluster approach in the dual education system strengthens the continuity and communication in the educational system, the integration processes between types of Education. This is one of the most important tasks facing the academic community in the education system to develop its implementation processes, looking directly at it as an innovative approach to education. The cluster approach allows to radically change the content of the state educational policy, to look at the relations of subjects by the criteria of development and efficiency.
