To do this, the necessary legal framework was created, the relevant laws corresponding to the mentality of our people, national and historical values were developed on the basis of world best practices. At the same time, the legal knowledge and literacy and culture of our compatriots are growing. It is known from history that a people who knew their rights well were in the front lines of development at all times. In this sense, the world recognizes that our country, which is protected by human interests, Rights, provides ample opportunities for citizens to live and work freely, is growing day by day. Introduction The purpose of communication with the people is to enter the people, hear their problems, reliably protect their interests. The concept of dialogue and interest is based on the principle that "the people should serve our people, not government agencies." There is no doubt that people's receptions will be an important step in bringing the situation in each territory, first of all, the implementation of laws, decrees and decisions to a wide segment of the population, further increasing their effectiveness. These efforts are significant in the fact that they serve to ensure human interests, to be among the developed countries of the world, to increase the quality and level of life of our people. At the same time, our President Sh.M.Mirziyoyev's proposal to introduce a system of reporting to the population of Governors, prosecutors and heads of internal affairs bodies of all levels since 2017 will undoubtedly play an important role in strengthening control over the activities of Public Administration bodies, supervisory and law enforcement structures, in the implementation of the procedure for conducting public reporting of law enforcement bodies in practice. After all, such an order is an important guarantee and prerequisite for the protection of human rights and freedoms, the fight against formalism and corruption in the judicial sphere. The established" people's receptions " serve to become an effective mechanism for the further rapprochement of heads of government agencies, political parties with a wide layer of the population. The appeals are studied by specialists, some of the problems that afflict citizens, hinder their activities in various fields are finding a timely solution, and some are being considered within the framework of laws. This increases the confidence of the population in our state and Justice Departments. Moreover, behind each appeal lies the benefit of a person, his fate. It is from this that no appeal is ignored. An example of this is the complex of institutions of virtual receptions and people's receptions established in our country, the functioning of the system of government bodies that use them is the dialogue attitude in the life of society, that is, the importance of the dialogue established between the people and heads of State, which is a necessary tool in finding solutions to Initially, it began as a virtual reception of the Prime Minister of the Republic of Uzbekistan, and later, as a result of the continuation of its activities as a virtual reception of the president, it became an effective mechanism for cooperation between state authorities and management, economic management bodies, authorities of all levels and citizens, allowing to solve the most pressing problems. The analysis shows that the vast majority of appeals are related to the elimination of barriers and gags that interfere with the development of business entities, the abolition of departmental decisions contrary to legislation, employment, health care, free use of bank loans, issues of improving the quality of Housing and communal and road services, the activities of local government bodies, judicial, law enforcement and With the effect of these actions, the needs of many citizens are satisfied. In short, the activities of people's receptions, the system of communication with the people serve to raise the development of the country to a higher level. This, of course, plays an important role in ensuring the rule of law in our society, protecting human rights and interests. To substantiate our opinion, below we will briefly dwell on the work carried out as a result of improving the dialogue process in the development of social networks in Uzbekistan. As a result of communicating with the people, radical reforms are being carried out in the health care system. The fact that the admission of students to medical institutions under the Ministry of Health is based on the Republican section and the allocation of separate seats to each region in order to fill the missing personnel in the regions is a result of conducting a dialogue. In addition, measures are being taken to further improve the provision of the population with medicines and medical products. Practical work is underway to protect the rights and legitimate interests of business entities. Thanks to this, in order to form small and medium-sized businesses, entrepreneurs are provided with preferential loans, which are financially and legally supported. After all, the desire to improve the quality of education, the uniformity of educational programs and templates for integrating regions, the implementation of the strategy of "continuing education throughout life" are becoming an important factor in the deepening and improvement of globalization processes. As we all know, in the development of the basic principles of the organization and development of continuing education in our country, special attention is paid to the orientation of education to the organization in the national spirit, the formation of a spiritually rich person who has comprehensively matured and developed. Therefore, the openness of education to everyone within the framework of modern state educational standards is based on the fact that the educational system is of a secular nature, compliance with the principles of harmonization of state and public administration in the educational system. In order to improve the quality of education, the Republic of Uzbekistan is developing multilateral cooperation with various countries and international missions. The international legal base of cooperation in the field of training of personnel is being created, joint educational structures are being developed, the exchange of teaching personnel is taking on a wide range. In particular, the establishment of branches of Westminster University of England, the Singapore Institute, the Turin Institute of Italy, the Gubkin Polytechnic University, the Lomonosov MSU, the Malaysian Institute, the Plekhanov University of economics mean that education is one of the important factors in strengthening interaction and cooperation between states. To carry out similar targeted processes, it is required to exchange experience by entering into a dialogue with higher educational institutions with a high rating. To this end, it is advisable to send students of Higher Educational Institutions of Uzbekistan to foreign countries for "internships"on the basis of academic mobility. This ensures the participation of interstate dialogue, students not only enrich their knowledge, but also increase their life experience. Today, Education has become a transnational concept, serving as a universal means of mastering the necessary knowledge for the formation of professional skills in a world that is changing over countries, continents. The national program of Personnel Training provides for-a creative approach to the issues of ensuring the needs of society for highly qualified scientific and scientific-teaching personnel, satisfying the creative interests of a person in the field of education and profession. To this end, efforts are being taken to find the optimal way to reform the education system, as well as to educate young people on this basis. In order to keep the educational institutions under the Ministry of public education, the Ministry of Higher and secondary special education aware of the innovations of modern education, work is underway to establish cooperation with foreign educational institutions on the basis of interaction. The student serves to form a direct dialogue between students, to improve their practical skills in language learning, experience, quality of knowledge. The social sphere is directly related to dialogue. President of the Republic of Uzbekistan Sh.M.Mirziyoyev achieved the organization of the dialogue of the leaders of Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan in 2017-2018 to organize mutual social cooperation and beneficial partnership. As a result of this, 2018 was declared the year of Uzbekistan in Kazakhstan. A new scale of cross – country borders, trade, cultural and social cooperation has been opened. In 2017 alone, as a result of the dialogue, an investment of $ 60 billion was brought to Uzbekistan. As a result of these works, in 2017 President of the Republic of Uzbekistan Sh.M. Mirziyoyev's decision to establish the committee on" interethnic relations and friendly relations with foreign countries "was announced, which testifies to the fact that the SAI movement, aimed at increasing the possibility of working with diaspora abroad through people's diplomacy, is" Uzbekistan – our common home " for representatives of all nationalities operating in our country. Today, the organization of the activities of people's diplomacy has an important socio-spiritual and political significance. So, based on the above points of view, it should be noted that the importance and priority aspects of improving dialogue in the development of social spheres in Uzbekistan serve as a program, firstly, in the rational solution of urgent problems of our country, secondly, in the education of a sense of patriotism in the younger generation, strengthening national independence, and thirdly, in the Without dialogue, humanity, society cannot be.
