Introduction In Uzbekistan, the importance of the life-giving idea «From national revival to national upsurge» in the development of the rule of law and civil society is growing. Despite the important work being done in this direction, a number of systemic problems remain that impede the effectiveness of spiritual and educational reforms in the process of renewal in the social, economic and political spheres. Today, all spheres of life in New Uzbekistan have become a field of profound reforms. In this process, one cannot but say excitedly about the changes in the education system, which is considered the basis of the social sphere. The beginning of the ongoing reforms, primarily in the field of preschool education and upbringing, implies the incomparable role and importance of the preschool education system in the life of our society, which is considered the most important link in the upbringing of children. in the process of globalization. Also today, new modern kindergartens are being built in our large cities, remote areas, villages and farms. In a short period of time, that is, in four years, the number of kindergartens in our republic has tripled, and the enrollment rate for kindergarten- age children has increased from 28% to 54%, as a result of such practical actions. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 08, Sep., 2022 178 | P a g e Through the introduction of a public-private partnership mechanism, 7.4 thousand private kindergartens for more than 223 thousand places have been created. For these purposes, 1 trillion 850 billion soums of preferential credit funds were allocated, about 20 thousand new jobs were created. Until recently, teacher teachers, and in some places even students, were sent for four months to harvest cotton, cotton and yagana, as a result, the teacher had to teach an average of 80 hours per month, there was a situation where 320 hours were lost in four months . As a result of the reforms, such negative situations were eliminated. Over the past four years, the monthly salary of school teachers has been increased one and a half times, the number of teachers awarded state awards has increased, the number of reports prepared by the teacher and the amount of paperwork have sharply decreased. reduced even at this stage of education, served as the basis for huge positive changes. About 15,000 male teachers have returned to schools across the country as a result of the reforms and changes. Reforms are in full swing aimed at fundamentally improving school education and improving its quality, and creating decent conditions for teachers. 2 trillion soums will be allocated from the budget for the construction of 30 new schools, the repair of 320 schools and the improvement of their material and technical base, provided for by the State Program “Year of Support for Youth and Promotion of Health of the Population”, the only “electronic” program in the republic. sectoral measures, such as allocating 250 billion soums over the next 2 years to introduce the “education” system, a 50% salary increase for teachers traveling to a remote school in another district, and a 100% salary increase for those who travel working in another region ensures the effectiveness of reforms on the ground. The main part of the reforms carried out in the field of education are, of course, reforms in the higher education system. In particular, the Concept for the Development of the Higher Education System of the Republic of Uzbekistan until 2030 serves as a prelude to new reforms in this area. This document was based on such tasks as the development of the integration of science, education and production in order to accelerate intellectual development, train competitive personnel, effectively organize scientific and innovative activities, and strengthen international cooperation. The content of the concept reflects the priorities of reforming the system of higher education in our country. It includes expanding the coverage and improving the quality of education in higher education institutions, introducing digital technologies and educational platforms, attracting young people to scientific activities, forming innovative structures, commercializing research results, achieving international recognition and other improvements. Plan well-defined directions. All this serves to raise the educational process to a new qualitative level. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 08, Sep., 2022 179 | P a g e Today, new higher educational institutions and branches of the world's leading universities are being created. For example, over the past 5 years, 47 new higher educational institutions have been created in our country, including branches of foreign universities, and the number of higher educational institutions has reached 125. It is no coincidence that the President of our country began his activity as head of state with a meeting with academicians, leading scientists and people of science in general, and focused on harmonizing the development of science with the development of production in our republic. . After that, the leader of our country will improve the healthcare system, develop a system for printing and distributing book products, increase reading, create new free economic zones in the republic, implement the Action Strategy for the further development of the country, develop the concept of «Development of Science until 2030», create the Imam International Center Termizi and many other decisions, decrees, orders, the popularization of science as one of the main issues was also a practical expression of this attention. Reliable protection of intellectual property is of particular importance in the process of developing science and innovation, turning their achievements into products with high added value. According to the data, the share of intellectual property is 45% of the gross domestic product in Europe, 12% in China and 7% in Russia. The meeting chaired by the President of the Republic of Kazakhstan on October 12, 2020 was dedicated to the topic “Protection of intellectual property - serves as a reliable foundation for the Third Renaissance”. At that time, the head of our state paid special attention to the need to ensure cooperation between patent holders and entrepreneurs. In this sense, a strategic plan was announced aimed at developing human capital in order to achieve the ambitious goal of including Uzbekistan in the ranking of the global innovation index by 2030 among the top 50 countries in the world. At the initiative of the President of the Republic of Uzbekistan, the provision of academic and organizational, as well as financial independence to higher education American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 08, Sep., 2022 180 | P a g e organizations and the expansion of the powers of the Councils, the implementation of state policy in the field of education, the provision of quality educational services, and in this regard, the President and our government determined. It creates ample opportunities for training potential personnel who determine the development of our country through the full implementation of the tasks set. In particular, there is no integral system for organizing spiritual and educational processes, insufficient organizational, practical and research work is being carried out to protect our people, especially young people from spiritual threats, in this direction, state organizations, civil society institutions, the media and social cooperation of private sectors have not been established effectively. “Education cannot be separated from education, and education cannot be separated from education – this is an Eastern view, an Eastern philosophy of life,” says I. Karimov’s book “High spirituality is incredible power” [13, p.61]. ]. “We should not forget that the foundation of our future is created in the fields of knowledge, in other words, the future of our people depends on the education and upbringing of our children today” [13, p. development of society over the centuries. There are many examples. Unfortunately, it is imperative that our citizens, our people, especially our youth, fully understand that in a society of independence, freedom and prosperity, education is always at the center of attention. At the beginning of the 20th century A. Avloni, who emphasized that «education is a matter of life - or death, or salvation - or death, or happiness - or disaster for us», classifies education as follows: - Physical Culture; - Formation of thought; - Consists of moral education. A. Avloni said that “a healthy and strong part of the body is the most necessary thing for a person. Because in order to study, teach, study and teach, a person needs strength and a healthy body. People who do not have a healthy body are imperfect in their deeds, labors and prayers” [14, p. 5], that is, parents should not be careless when their children get sick, they should quickly consult a doctor and take measures to be treated, one must look. “Education of thought is the most necessary, sacred thing, which has already been destined many times, entrusted to the attention of teachers, entrusted to their conscience” [14, p.5]. Thought leads a person to initiative, innovative creativity, enthusiasm. “Ethical education: the most important thing is moral education, which gives more honor and high status to people. In the previous lesson, we said that there is a difference between learning and teaching because it means that the learner is the learner and the learner is the doer. Even if there is a slight difference between education and training, they are inseparable, the human body is like soul and body enriched by one” [14, p. 5]. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 08, Sep., 2022 181 | P a g e In recent years, improving the quality and efficiency of the education system in our country, forming modern knowledge and skills among kindergarteners, pupils and students, close interaction between the education systems and the field of science and systematic work is being carried out to ensure the integration, integrity and continuity of education. At the same time, the current state of the domestic education system consists in its modernization based on the requirements of the time, educating young people as highly educated, physically and spiritually healthy people, strengthening the authority of leaders and teachers of educational institutions, requires consistent measures to create the necessary conditions for their effective work. Decree of the President of the Republic of Uzbekistan dated November 6, 2020 No. PF-6108 “On measures to develop the fields of education and science in the new period of development of Uzbekistan” [10], March 26/2021 No. PQ- No. 5039 “On the formation of a trust fund to support spirituality and creativity ” [11], No. PP-5040 dated March 26, 2021 “The Spiritual and Educational Decision [12] on measures to radically improve the system of work will solve existing problems, increase the efficiency and effectiveness of spiritual and educational work, and further expand the scale and scope of countries. It is very important to strengthen the sense of belonging to the ongoing reforms in the hearts of the population, first of all, to create a unified system for coordinating work in the field. In this decision, «the creation of a national education system capable of withstanding today's fierce global competition, the improvement of textbooks and teaching aids, taking into account the requirements of the time, the creation of a new generation of them, the optimization of curricula and standards» [14, p. development of civil society, “expanding the role of the private sector in the provision of educational services, creating a competitive environment through the creation of non-governmental educational organizations in the regions, developing public-private partnerships in the field of education” [14, p. 6], i.e. social partnership [9], defines issues such as management-based. In a word, education is a continuous process, interconnected, directly or indirectly influencing each other. Secondly, the fundamental reform of education and its modernization plays an important role in the implementation of the tasks of building a civil society in our country. Thirdly, the need to apply modern innovations fundamentally changes the context of the main tasks of the teacher in the pedagogical process. There are new requirements for its management. Management includes leadership, task setting, training, assistance and support, as well as counseling, directing, monitoring, demanding and instructing. In education, it is important to rely on the national spiritual values of the sages and thinkers of our people. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 08, Sep., 2022 182 | P a g e Fourthly, changes in the educational process also pose an important task for students and youth. This is due to their ability to search, independently search for the necessary knowledge, collect information and use it. In general, in the period of new development of our country, it is important that the educational process meets the requirements of the time and does not lag behind them. This is of decisive importance in the implementation of the tasks of building a civil society in our country. Achievements in the field of education are a guarantee of development, attention and recognition in the field of education is an important guarantee of the new development of Uzbekistan.
