INTRODUCTION Large-scale changes and reforms in our country are primarily aimed at ensuring human interest, people’s approval, and the well-being of our people. During the years of independence, serious reforms are being carried out to strengthen the legal status of local self-government institutions of citizens, and to make them the main institutions of civil society. RESEARCH METHODS In Chapter XXI, Article 105 of the Constitution of the Republic of Uzbekistan, the activity of the neighborhood as an institution of self-government of citizens is strengthened. Currently, more than 10,000 self-governing bodies have been formed in our country, and 9,370 of them are neighborhood citizens' assemblies. In the process of building a legal democratic state in our country, the role of the neighborhood, which is considered an important component of civil society, is incomparable. RESULTS AND DISCUSSIONS In order to carry out systematic work on the implementation of the reforms being carried out in Uzbekistan, our president Sh.M. Mirziyoev is carrying out effective work on strengthening the legal foundations of the neighborhood institution in determining its place in the society. As we all know, the mahalla institution has been developed in our country for thousands of years as a social phenomenon that has grown deep roots and unites the population. Especially in the current conditions of New Uzbekistan, we can clearly see that it is taking place as a factor of preserving the customs, traditions and values of our people, uniting people, and strengthening the feelings of sympathy between them. At the same time, exemplary works are being carried out on the implementation of the social protection system based on identifying the population in need of assistance, including women, young people and persons with disabilities, and including them in the “Iron notebook”, “Youth notebook” and “Women’s notebook”. In the decree of the President of the Republic of Uzbekistan Sh.M. Mirziyoev “On the development strategy of New Uzbekistan for 2022-2026” strengthening social protection of citizens and reducing poverty is defined as a priority direction of state policy, providing the population with new jobs and a guaranteed source of income, qualified medical and educational services, providing decent living conditions to a new level in terms of quality was put on the agenda as a priority task. In order to ensure the implementation of this decree, increase human dignity and systematically implement the further development of a free civil society, 100 important goals have been identified, and the first goal is to increase the effectiveness of the activity of the neighborhood institute, to turn it into a key link of public management and control. On October 11, 2022, under the chairmanship of Sh.M. Mirziyoev, a video conference was held regarding the priority tasks for the development of neighborhoods and solving the issues of concern to the population. At this selector meeting, our president emphasized the following points and elaborated on the idea that “People should always feel the results of reforms in their lives, in their neighborhoods”. It is worth noting that in the 2022 state programs, about 29 trillion soums have been allocated from the budget for the development of 4 thousand 100 neighborhoods, kindergartens, schools, health care, water, electricity, sewerage. Based on the principle of “Movement strategy to development strategy”, internal roads were repaired in 434 neighborhoods, drinking water networks were built in 672 neighborhoods, 34 new schools were built, 338 were reconstructed, and 360 were repaired, in order to provide social protection to the population, with an additional 78,000 an opportunity for education was created for one student. Also, 500 transformers, 20,000 km of networks were renewed, and 1.5 million people in 413 neighborhoods improved their access to electricity. In fact, the works being carried out to satisfy the population of the rapid development of New Uzbekistan and feed them with confidence for the future are showing their results. Therefore, we think that it is appropriate to further revitalize the activities of the mahallas, to find solutions to the problems defined in their road maps, and to pay attention to the following aspects: American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 09, Oct., 2022 315 | P a g e -Determining and systematically solving “growth points” of neighborhoods: - Further development of private entrepreneurship and family business in the neighborhood: -Further development of homesteading in the suburbs, full provision of its legal basis: - Systematic implementation of beautification and green space works in the neighborhood in cooperation with sponsors and enterprises: - Step-by-step implementation of works to provide the population with natural gas and clean drinking water in the neighborhoods: -Finding solutions for measures to develop social infrastructure of the neighborhood based on science; -Strengthening and supporting the social protection of low-income families included in Iron Notebook, Women’s Notebook, and Youth Notebook; -Creating new jobs in the neighborhood, solving the employment problem on this basis; -Using effective means of perfect organization of spiritual-educational and legal education in the neighborhoods; - Ensuring and establishing the use of modern means of providing medical care to citizens; - Ensuring full involvement of young people in sports and health promotion; CONCLUSION The most important aspect is that in the conditions of the modernizing Uzbekistan, in the implementation of the 7 priority directions defined in the development strategy, the neighborhood institute is entrusted with enormous tasks, and it is natural to be weak in ensuring the development of our society and the well-being of the people. So, the role of the community assembly of citizens, which is a unique management office that has no equal in the world, is very important in the development of New Uzbekistan, in the formation and development of civil society on this basis.
