The draft of the President's decision "On additional measures for the development of the system of vocational training of students" was announced. On the introduction of a new system of vocational training of students in general secondary educational institutions of the Ministry of Public Education, Ministry of Higher and Secondary Special Education, Ministry of Economic Development and Poverty Alleviation proposals are accepted. The following are defined as the main directions of the implementation of the new system: - determining the need for competitive professions in the domestic and international labor market and determining the necessary skills; - self-employment of students starting from the 7th grade by specialists of general secondary education institutions by providing services (doing work) through the Internet to determine their interests and create a database of such students; - integration of the database of students with a high interest in vocational training and freelancing with the electronic database of employment of graduates of general secondary educational institutions, creation of an information system for online monitoring; - based on the analysis of the professional inclination of students of general secondary education institutions, students who can study in vocational schools for specific working professions in the future after the 9th grade to carry out vocational guidance among; On the basis of lists approved by the Ministry of Neighborhood and Family Support, 10th grade students who are children of low-income families will be trained in all state and non-state organizations that teach professions and freelancing based on the consent of their legal representative. issuance of documents (vouchers) covering winter expenses; development and implementation of educational plans and programs, procedures for internships, educational and methodological manuals for graduates in relevant American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 11, Dec., 2022 76 | P a g e professions; development and implementation of effective forms of career guidance for students of general secondary educational institutions; 10-11th grade students of general secondary education institutions are guided to a profession on the basis of the (variant) curriculum in the field of elective subjects; in cooperation with interested ministries and agencies, local government bodies and business entities to help provide employment to 11th grade graduates of general secondary educational institutions with certificates in vocational fields; in cooperation with the educational organizations of the republic, on the basis of advanced foreign experience, to organize professional training and retraining courses for vocational guidance and training of students of the graduating class of general secondary educational institutions. The following: A mechanism for directing young students to professions based on the new system; Based on the new system, the mechanism of vocational training of 10-11th graders will be approved. It has been determined that self-employed persons who are self-employed by providing services (doing work) through the Internet will be given the right to take into account the length of service and use incentive benefits if they receive the status of a resident of the Center. The following are defined as the main tasks of the center: coordinating vocational training, retraining and professional development of students of general secondary educational institutions; conducting tests for the purpose of assessing the professional skills of freelancers who have graduated from preparatory courses and students of general secondary educational institutions and graduates of preparatory courses and issuing the appropriate type of certificate; maintain a single registry of web freelancers in terms of their profession, experience, service price, and support their employment, evaluate the quality of services (goods) provided and rate them through consumer feedback; to establish cooperation with international and foreign certification organizations operating in developed countries in the field of evaluation and certification of qualifications and skills. The Ministry of Public Education together with the Youth Affairs Agency, the State Assets Management Agency, Namangan region and Tashkent city hokimities will establish model vocational training centers for school graduates in unused areas of 2 general secondary educational institutions for a three-month period. . In this case, it is determined that the creation of all necessary conditions for training the graduates of the relevant schools in future professions will be carried out at the expense of the funds allocated for these purposes by the Youth Affairs Agency. The current stage of economic reforms underway in Uzbekistan is characterized by the development of small business and private entrepreneurship, giving it wide economic freedom. In this regard, special attention is being paid to the development of small business and entrepreneurship in our republic. Because the development of small business and entrepreneurship is considered as a strategic task of the economic policy of our country. Small business, as an economic activity that does not require a lot of funds, provides high rates of resource turnover in the conditions of capital shortage, formation of the consumer market and its filling in the conditions of economic restructuring, economic instability and limited resources. solves the problem quickly and economically. Small enterprises immediately adapt to changes in consumer demand and thereby ensure the necessary balance in the consumer market. Small business plays an important role in solving the problem of unemployment by creating new jobs. At present, this sector takes a leading position not only in accelerating the growth rate of the economy, but also in solving the issues of increasing employment and income of the population, which are extremely important for our country. In recent years, the number of enterprises engaged in small business and private entrepreneurship is increasing year by year in our republic, which indicates the consistent development of the industry. Entrepreneurship is a special type of economic activity, the initial stage of which is usually associated with thinking activity or its result, only then it takes a material form. Entrepreneurship is defined by the presence of creativity in the field of introducing innovations, changing the production of goods or organizing an enterprise (including a small enterprise). Creative aspects of entrepreneurial activity are expressed in the implementation of new methods or new technologies of production organization in a new system of management. The entrepreneur himself is the main subject of business activity. But the entrepreneur is not the only subject, in any case, he is forced to interact with the state as a consumer of produced goods or services, and in various situations as an assistant or opponent. Both the consumer, the state, and the temporary (employee) employee are among the subjects of business activity. In the interaction between an entrepreneur and a consumer, an entrepreneur belongs to the category of an active subject.
