INTRODUCTION Our nation, which is on the path of development of the new Uzbekistan, is achieving great success in all aspects of social and economic life. Today, the place and position of Uzbekistan in the world community is increasing in every field. The Address of the President of the Republic of Uzbekistan Shavkat Miromonovich Mirziyoev to the Oliy Majlis and the people of Uzbekistan is the fruit of these efforts. The petition contains information on all reforms carried out in the Republic of Uzbekistan during 2022 and plans for the upcoming year 2023. In the petition, the ongoing reforms, shortcomings in the state management system, socio-economic spheres and plans for their elimination are analyzed. RESEARCH METHODS In the petition, in the center of the state policy carried out in Uzbekistan, ensuring the human and his interests, improving the quality of education were defined as priority tasks. President Shavkat Mirziyoyev, while explaining about the tasks planned for the next year, proposed naming 2023 as “Year of attention to people and quality education” in our country. Today, the Petition has attracted the attention of the general public. The representatives of all sectors show great interest in the summary of the reforms carried out in Uzbekistan during 2022 and the plans for 2023, the shortcomings and problems in the system, and the tasks set for their elimination. It can be seen that doing all things with advice is a sign of a person's strong will, intelligence and outlook [1], which was proved in the appeal. 6 directions are covered in the application for the specified tasks. The President of Uzbekistan Shavkat Mirziyoyev proposed the transition to a compact and efficient public administration system in the first direction, he spoke about the fundamental reform of public administration, the need to change the way the government works, the need to reduce the number of ministries, the need to improve the work method and increase the efficiency of the Parliament, and practical reforms on these issues. The second direction, called the construction of the new Uzbekistan on the basis of the principle of “social state”, stated that this issue should be strengthened in the Constitution. In addition, the need to form students' free and creative thinking, teamwork and communication skills, youth, education, medical issues, today's problems in these areas and strategies for solving problems in the future were touched upon. It is planned to build 70 new schools next year, expand 460 schools, start 100 school construction projects with the participation of private investments, and increase their number to 1 thousand in the next five years [2]. In 2023, resources will be doubled and 1.7 trillion soums will be allocated to preferential educational loans for university students, and 1.8 trillion soums will be allocated to science and innovation [3]. It is planned to establish additional 140 family doctor's centers and polyclinics, 520 compact medical centers in remote and remote areas, increase the volume of construction of new housing for the population by 1.5 times to 90,000. The head of our state named the third direction as establishing reliable protection of human rights and freedoms as a constitutional obligation of the state, and said that this direction includes reforms in the judicial system, issues related to the investigation process, and the creation of relief for our people in legal matters. No one has the right to forget - the requirements of the law and human rights are the highest value for us. In the future, separate laws were adopted to fight against corruption and legal frameworks were created. All loopholes that allow artificial monopoly, closed schemes, corruption in general will be eliminated, says the head of state in his speech. In this direction, preserving nature, keeping water, air, and the environment clean will become a culture and practical action of the residents of each neighborhood in the coming year, and in order to change the current situation in this regard, efforts to protect ecology and the environment, in particular, discussed issues such as strengthening work within the framework of the “Green Space” nationwide project. In the petition, it is stated that a system of open accounting of water will be introduced, and in the next three years, about 13 thousand water management objects will be digitized. At the same time, 16 large pumping stations will be modernized and converted to alternative energy on the basis of public-private partnership [4]. In 2023, 100,000 hectares of additional arable land with good water supply will be allocated to the population. About 350,000 new farms will be created due to this. In general, $1 billion will be allocated in 2023 for projects to create a high added value chain in the agricultural sector. The issues of the fifth direction, introduction of free market mechanisms, healthy competition and protection of private property, support of entrepreneurship are widely promoted, and these issues should have a special place in the Constitution. The President openly stated the situation in the fifth direction, the supply of electricity and gas to the population. In order to overcome these problems in the next year, it has set the goal of completing 11 large projects with a capacity of 4,500 megawatts. In particular, an additional 14 billion kilowatts of electricity will be produced at the expense of solar and wind power plants to be built in Bukhara, Jizzakh, Kashkadarya, Navoi, Samarkand, Ferghana and Tashkent regions. Through this, the electricity supplied to households will increase by 50 percent, he suggested solutions to the problems in the sector. Starting next year, districts and cities will be divided into 5 categories based on their existing conditions, potential and opportunities. In particular, 26 districts that are comprehensively developed for entrepreneurship - category 1; 46 districts with good infrastructure – to category 2; 76 districts with relatively satisfactory conditions - to category 3; 40 districts with insufficient attractiveness – to category 4; 20 districts with severe conditions belong to the 5th category [5]. Now, depending on the category, the economic development of the districts is determined. Subsidies, loans and compensations for entrepreneurs are allocated based on categories. The tax rates for them will be different. The sixth direction covers issues of further improvement of conditions for increasing local and foreign private investments in the economy [6]. Continuing his speech, President Shavkat Mirziyoev emphasized that strengthening the spiritual foundations of our society, developing the cultural sphere, supporting the activities of scientific and creative organizations and our respected intellectuals will be one of our priorities. CONCLUSION These sentences have become important for many intellectuals who are selflessly working for science and conducting research in their field. Since the head of the state pays such great attention to science, the scientists and intellectuals of this country develop feelings of pride and pride. At the same time, they have a great responsibility. Conceptual thoughts and ideas, defined goals and tasks, important problems, their nature and importance in Uzbekistan, which were stated in the speech of the President of the Republic of Uzbekistan Shavkat Mirziyoev in his Address to the Oliy Majlis and the People of Uzbekistan, have become important issues for all of us today.
