INTRODUCTION Many politicians and experts acknowledge that trade and diplomatic relations between Uzbekistan and the Republic of South Korea have developed significantly in recent years. In particular, the state visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Republic of Korea on December 16-18, 2021 opened a new page in the development of Uzbekistan-Korea relations, and there is no doubt that its results will serve to bring our countries and peoples closer together. As a result of studies carried out as part of the Master's thesis, the Republic of Korea was one of the first to recognize the independence of Uzbekistan, that is, at the end of 1991, diplomatic relations were established in accordance with the Protocol of January 29, 1992, during the past period 17 high-level meetings were held between the heads of state of both sides. RESEARCH METHODS At each of these meetings, the parties reached important agreements on the development of political, trade-economic, cultural-humanitarian relations [1]. RESULTS AND DISCUSSIONS In this decision of the governor of Andijan region, in order to organize construction and repair work for the joint enterprise "UzDEUAVTO" in the area of Asaka city of Andijan region, to train specialists necessary for the activities of the joint enterprise, to form groups of talented students and to teach them Korean and the task of organizing special courses for them to learn English is defined [3]. As a result of the studies, it can be seen that later the decision of the Cabinet of Ministers No. 509 dated November 5, 1992 served as the basis for the establishment of Uzbek-Korean joint enterprises producing components for cars. As an implementation of this decision, "Oz-Koram Co." joint enterprise, according to the decision No. 208 dated June 4, 1996, archive documents about the establishment of the enterprise "Uz-Dong Yang Co" can be viewed [4]. Warm international relations in the early years of independence led to the establishment of the Embassy of the Republic of Uzbekistan in Seoul, Republic of Korea on September 21, 1996. South Korea is one of the 5 countries with a high share in Uzbekistan's foreign trade. Special emphasis is placed on the results of the High-level meetings held during the last four years, the results of cooperation in new directions, and relations within international organizations. After gaining independence, the Republic of Uzbekistan became an equal member of the world community. In foreign policy, independent Uzbekistan emphasizes close cooperation with all countries of the rapidly developing world, as well as with the Republic of Korea. Uzbekistan and the Republic of Korea signed a Joint Declaration on Strategic Partnership in 2006 in order to further strengthen relations. In 2014, a joint declaration on further development and deepening of strategic partnership was signed. This document made it possible to raise relations between the republics to a new level in terms of quality in the political, trade-economic and cultural-humanitarian spheres. Over the past four years, Uzbekistan-South Korea relations have reached a qualitatively new level, based on the rich and meaningful political dialogue between the leaders of the two countries. The total amount of intergovernmental agreements and commercial contracts signed as a result of the mutual state visits in 2017 and 2019 amounted to 22 billion dollars. In 2019, the relations between our countries were raised to the level of "special strategic partnership". The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, at the invitation of the President of the Republic of Korea, Moon Jae-in, took part in the Second International Forum of Northern Economic Cooperation held in the form of a video conference in Seoul on October 30, 2020. On January 28, 2021, the President of Uzbekistan Shavkat Mirziyoyev held another videoconference meeting with the President of the Republic of Korea, Moon Jae-in. The heads of state emphasized further strengthening of special strategic partnership and comprehensive expansion of cooperation in bilateral relations. Current and prospective programs of cooperation in the fields of higher, vocational and preschool education, healthcare, digitization and restoration of cultural heritage objects were reviewed. Relations between the two countries in the field of culture continue consistently. In 2014, Seoul Park was established in a part of the "Friendship Park" area in Tashkent. In October 2017, the "Korean Festival - 2017" festival was organized as part of the Uzbek-Korean culture days dedicated to the 25th anniversary of the establishment of diplomatic relations between Uzbekistan and the Republic of South Korea and the 80th anniversary of the presence of representatives of this nationality in our country. participants visited Andijan region, within the framework of the festival, meetings were held with the participation of representatives of education and culture, national centers, pupils and students, young artists, media workers in cooperation with the embassy of the Republic of Korea in our country and the hokim of Andijan region. The films "The King's Tailor" and "Always" were shown[5]. In October 2018, "Uzbekistan Culture Week" was organized in Seoul. In March 2019, the creative groups "Navroz" and "Lazgi" participated in the international festival "Navroz in Seoul", organized by the secretariat of the "Korea-Central Asia" cooperation forum. In April 2019, Korean culture and art in Tashkent One of the streets in Tashkent was named "Seoul". In the field of tourism, starting from February 10, 2018, a visa-free regime for citizens of the Republic of Korea for up to 30 days was introduced in Uzbekistan. During 2020, 6,489 Korean citizens visited Uzbekistan (in 2019 - 35,524, in 2018 - 27,269). Cooperation in the field of culture is also reflected in the field of archives in Uzbekistan. According to the decision of the President of the Republic of Uzbekistan dated August 21, 2008 No. PQ-949 "On reconstruction of the central state archives of the Republic of Uzbekistan and their technical modernization measures with the involvement of large funds of the government of the Republic of Korea" The tasks of expanding cooperation in the field of information technologies between the Republic of Uzbekistan and the Republic of Korea, strengthening the material and technical base of the republic's central state archives and establishing electronic archive funds, equipping them with modern equipment for digitalization and restoration of archival materials have been set and today the decision has been made performance is ensured. Today, as a new direction of cooperation, in order to equalize the imbalance of foreign trade between the Republic of Uzbekistan and South Korea and to diversify the nomenclature of export-import operations, the two countries signed a Free Trade Agreement negotiations are underway. On December 31, 2020, the President of the Republic of Korea made a special mention of the signing of the Free Trade Agreement with Uzbekistan in his New Year's greetings to the people of Korea. For information: Free trade agreement is a type of international integration, according to the international agreement, customs duties, taxes, fees, as well as quantitative restrictions are abolished in mutual trade between the participating countries. On September 24, 2022, the Deputy Minister of Investments and Foreign Trade of the Republic of Uzbekistan B. Abidov and the General Director of Free Trade Agreements of the Ministry of Trade, Industry and Energy of the Republic of Korea Yang Gi-wook held a video conference on the draft Agreement on Free Trade held the next intersessional negotiations. The parties reviewed the draft Agreement and discussed the prospects of simplifying restrictions applied to certain goods. At the same time, South Korea is helping the Republic of Uzbekistan to become a member of the World Trade Organization. In particular, the working group established for Uzbekistan's membership in the World Trade Organization is chaired by the permanent representative of the Republic of Korea at the World Trade Organization, Mr. Lee Tae-hon. In August 2020, 5 rounds of Working Group meetings were held with the WTO Secretariat. On the other hand, it is certainly gratifying that a lot of news on the topic of cooperation with Uzbekistan appeared in the Korean mass media. For example, the newspaper "The Korea Post" published an article entitled "Cooperation between Uzbekistan and Korea is rapidly developing since the establishment of diplomatic relations". The article covers the mutual relations of the two countries, including political, trade-economic and transport-logistics cooperation. The state visit of President Shavkat Mirziyoyev to Seoul on November 22-25, 2017 opened a new page in the relations between Uzbekistan and Korea, the article says. - The Korean experience is being widely introduced into the preschool education system in Uzbekistan. Branches of higher educational institutions were opened in Tashkent. Also, the article published in the newspaper "The Korea Post" focuses on the economic reforms of the two countries, in particular, cooperation in the areas of grant projects, trade, and logistics[6]. CONCLUSION In general, since the establishment of diplomatic relations, the Republic of Korea has become a proven and reliable strategic partner of Uzbekistan in all directions, especially in the ongoing economic and social changes, international issues. On the other hand, it is in the interests of the Korean side to establish broad relations with Uzbekistan on the political and economic fronts.
