Therefore, it is an urgent issue to systematically impart knowledge about modern technologies and information communications in all fields, including in the field of military education up to the draft. In this article, the author dwells in detail on the reforms and analyzes of the development of professional competences of students of pre-draft military education on the basis of information and communication technologies. INTRODUCTION Of course, there is no need to emphasize today the role and importance of training the future soldiers and officers of our army in the period before the draft, and how important it is for them to consciously approach the choice of this difficult profession. By widely introducing new information and communication pedagogical technologies, electronic textbooks, and multimedia tools into the educational process, to fundamentally improve the quality of teaching in the schools of vocational colleges, lyceums and higher educational institutions of our country, to improve the educational and laboratory base of educational institutions. It consists of strengthening with modern educational and laboratory equipment, computer technology, as well as further development of an effective system for material and moral stimulation of the work of teachers and trainers. Further development of modern information and communication technologies, digital and wide-format telecommunication communication tools and the Internet system, their introduction into the life of every family and their widespread adoption are becoming one of the most urgent topics today. Continuing the reforms in the Armed Forces of the Republic of Uzbekistan, the head of our state Sh. The provision of military education to young people involves teaching them the exercises, actions and actions performed in the training and combat activities of the troops as close as possible to those of the military units. As a result of repeating this exercise many times, the young people will have a solid military knowledge and skills. Implementation of state policy, development and implementation of regulatory and legal documents in the field of protection of the population and territory from emergency situations in peacetime and wartime; forecasting possible emergency situations on the territory of the republic, assessing their socio-economic consequences; development and implementation of targeted and complex scientific and technical programs aimed at preventing emergency situations, ensuring people's safety, reducing the risk of dangerous technologies and production, increasing the stability of economic sectors and other organizations; ensuring the constant readiness of management bodies and forces and means designed to prevent and eliminate emergency situations; collecting, developing, exchanging and providing information in the field of protection of the population and the territory from emergency situations; prepare the population, officials of administrative bodies, forces and means of FYDT to act in emergency situations; creation of reserves of financial and material resources to overcome emergency situations; implementation of state expertise, control and testing in the field of protection of population and territory from emergency situations; Eliminating emergency situations is one of the primary tasks of the military sector. The army is one of the state mechanisms, which determines the fate, internal stability, place and role of the multilateral state. The Armed Forces ensure the territorial integrity of the state and the peaceful life of its citizens. Under the conditions of reforms in the military sphere, the Armed Forces are gaining a new quality. Structural changes have been carried out in our army, military doctrine is aimed at defense and its development on the basis of quality and intellectual priorities. In this regard, today every fighter of our Motherland is required to work hard, have a high sense of patriotism, conscientiously fulfill his military duty, and take personal responsibility. Maintaining a high level of combat readiness, improving combat skills, strengthening order and discipline is the share of every soldier in ensuring the country's defense power. High and responsible tasks before the Armed Forces of the Republic of Uzbekistan can be performed only by a person who is healthy, physically strong and resilient, mentally formed, has high moral and fighting qualities, and is ready to fulfill his patriotism and civic duty in the defense of the Motherland. In the conditions of the army, the soldier's ability to effectively use his physical, mental and spiritual qualities in the process of military service depends to a large extent on the effectiveness of the training of teenagers before and during the draft. As our first president I.A. Karimov said, "Educational centers have a special place in raising the young generation to be loyal, faith-believing, brave and courageous, highly qualified and highly moral people." . In order to educate young people in our country in the spirit of patriotism, to form in them a high sense of respect for the history and spiritual values of our people, to be always ready to defend the Motherland, to ensure its national security, territorial integrity and sovereignty, and to prepare them for military service, the Cabinet of Ministers decides : 1. The Regulation on the organization of initial training before the convocation and the procedure for its implementation should be approved in accordance with the appendix. 2. Center of Secondary Special Vocational Education of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan: ➢ In accordance with this decision, in agreement with the Ministry of Defense of the Republic of Uzbekistan, secondary special, vocational take measures to provide teachers with higher education, professionally well-prepared, as well as high experience and qualifications for the positions of heads and teachers of vocational education institutions. ; ➢ In cooperation with the Ministry of Public Education of the Republic of Uzbekistan, the transfer and reception of the educational and material base of primary training in general education schools up to the current convocation to the balance sheet of secondary special and vocational education institutions is carried out. increase 3. Interested ministries, offices and organizations should harmonize their normative legal documents with this decision within one month. The main directions of the initial training before the draft are aimed at educating the growing generation in the spirit of physical, spiritual and moral, patriotism and readiness for state defense and work. The main tasks of preparing young people before the draft include basic military knowledge, physical training, studying the military history and symbols of their country, forming a warrior and a patriotic citizen. The task of the course "Initial training of young people before conscription" is to teach young people the following during the educational process: ➢ To understand their constitutional rights and obligations, to know the constitution of the Republic of Uzbekistan, about the protection of the Motherland and its protection from armed aggression; ➢ that the military doctrine of the Republic of Uzbekistan is focused on defense; ➢ Duties of the Armed Forces of the Republic of Uzbekistan and other troops; ➢ Laws of the Republic of Uzbekistan "On Defense" "On General Military Obligation and Military Service", the Decision of the Cabinet of Ministers of the Republic of Uzbekistan "On Organization of the Service of Citizens of the Republic of Uzbekistan", "O the main provisions of "Inclusion and exclusion of citizens of the Republic of Uzbekistan from the military list, criminal and administrative liability for committing a war crime and refusing military service"; ➢ To study and understand the basic requirements of the Regulations of the Armed Forces of the Republic of Uzbekistan and the military oath; ➢ to get acquainted with the weapons and military equipment of the military unit, the lifestyle and location of the personnel; ➢ to acquire the basics of military work, the necessary military knowledge and practical skills, as well as physical training and to be mentally and American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 17, June, 2023 40 | P a g e spiritually strong; ➢ mastering the basics of civil protection and medical knowledge; The process of training young people before the call-up is to ensure that young people fulfill their constitutional duty in the military service and master modern combat weapons and military equipment assigned to them in a short period of time. In providing military training to young people, it is envisaged to teach them the exercises, actions and actions performed in the combat training activities of the military units as close as possible to the combat training activities of the troops in the military units. General leadership and control over the preparation of young people before the draft is entrusted to the Ministry of Defense of the Republic of Uzbekistan and the Military Education Department of the Minister of Defense. The control of military training before the call-up is carried out by the Joint Staff of the Ministry of Defense of the Republic of Uzbekistan, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Ministry of Public Education, the State Committee for Physical Education and Sports of the Republic of Uzbekistan, "Vatanparvar" will be carried out based on the plans of the Central Council of the organization and other interested ministries and agencies. In conclusion, we must emphasize that today the field where information communication has not penetrated means that it is lagging in all aspects. This issue is considered a priority, including in the military sphere. In the process of military training of young people before the draft, we prioritize such goals as providing information and communication technology education to students, increasing the culture of using social networks in them, and implementing military reforms using modern communications.
