Attention is also paid to the issue of factors affecting the formation of duties and responsibilities of citizens of our country. Introduction Formation of the younger generation in our country today as a perfect, high-spiritual person, upbringing of potential, loyal to its duty as responsible citizens has become one of the main tasks of our society. Because in the 21st century, when the global processes are intensifying, the fact that the protection of young people from the influence of moral threats (destructive ideas), the formation of ideological immunity in them, is an extremely urgent problem facing the world community, is repeated bot- bot. The main thing is that this issue has risen to the level of public policy of the new Uzbekistan. Today, more than 60 percent of the population of our country is made up of young people, and these young people, in turn, are the basis of the development of our society in the future. So, today The future strengthening of the foundation of the new Uzbekistan requires the correct understanding of our policy in the field of youth of today and the correct approach of every citizen involved in these processes to the duty of society. In this regard, the president of Uzbekistan Shavkat Mirziyoyev points out that "new Uzbekistan needs educated and resolute young people who deeply understand the dreams of our people, who know faithfully serving him as his sacred duty and responsibility". Hence, today "the active movement of citizens is a force that ensures the development of every country. In fact, today it is necessary to approach the laws of self-esteem from the quality of self-esteem to the possibility that this mandatory process is not even possible. A. Today, the effectiveness of our policies, which we are able to effectively integrate the sense of duty and responsibility into young people, is increasing. In particular, in the "Explanatory Dictionary of the Uzbek language"on duty is described as "duty obligation", which is a duty that must be fulfilled. In the book of the new Explanatory Dictionary of military terms, it is written that "legislation on the liability of subjects of civil law consists in the provision of certain actions (for example, payment of money, finding of goods, service of performance of work) by the subject of the content of the obligation imposed on the habits of the contract case subject or refrain from Failure to perform or comply with the duty imposed on him by the subject shall constitute an appropriate civil legal liability." In the legal Encyclopedia of Uzbekistan, published in 2010, it describes the duty of citizens in this way – "The Citizen fulfills his duties in accordance with the legislation and as a subject of obligation of the law". If we pay attention, the main duties of citizens of the Republic of Uzbekistan are determined in Chapter XI of the Constitution of the Republic of Uzbekistan we can establish that all citizens fulfill their duties as prescribed in the Constitution, including: "all citizens fulfill their duties as prescribed in the Constitution" (47-th); citizens are obliged to comply with the Constitution and laws, to respect the rights, freedoms, honor and dignity of other people (48-th); citizens are obliged to protect the historical, spiritual and cultural heritage of the people of Uzbekistan. Cultural monuments are under state protection (49-th); citizens are obliged to treat the environment with caution (50-th); citizens are obliged to pay taxes and local fees established by law (51-th); Protection of the Republic of Uzbekistan is the duty of every citizen of the Republic of Uzbekistan. Citizens are obliged to pass military or alternative service in accordance with the procedure established by law (52-th) In addition to duty, we can see that responsibility is also important. In some sources, "responsibility "is a word borrowed from the Arabic language, which means" responsibility"," accountability". According to the Explanatory Dictionary of the Uzbek language comes in the meaning of" responsibility is a responsibility for a job, the consequences of a behavior, the consequences". As can be seen from the analysis of the above sources, the formation of duty and civil responsibility in youth today is one of the most important issues facing the state and Society of our time.
