Introduction All the Resolutions and Decrees adopted after the independence of our country are aimed at the development of our republic in all areas, to become one of the most developed countries in the world. This decision is important for the recently adopted "Action Strategy for the five priority areas of further development of the Republic of Uzbekistan for 2017-2021." This document is a program for the development of our country, including the fourth priority of the document is the further development of culture and arts, and the fifth priority is to protect society from various cultural threats. The Republic of Uzbekistan has entered a new stage of socio-economic development. All aspects of this process, such as music and instrumental performance, which are an integral part of this process, must enter a fully productive stage of development. An important document for this is the "Action Strategy for the five priority areas of development of the Republic of Uzbekistan for 2017-2021." [1] In this sense, the document identifies two new factors for the further development of the art of music and its instrumental performance. These two factors consist of Action and Strategy. According to him, the Movement factor represents the development of music and all its directions on the basis of a well-thought-out map plan, programs on an organizational and spiritual basis, and the Strategy factor represents the development of the industry with promising and real results. To do this, you need to focus on the following: -Ensuring the timely implementation of existing programs for the development of music; American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 04, May, 2022 268 | P a g e -Develop and implement new programs and plans for the development of music; -Mass involvement of healthy forces in the implementation of programs and plans; -Find and use new and legitimate investments in the financing of development programs and plans; -Strategic development of music education and radical increase of its effectiveness; -To support talented young people in the development of important areas such as instrumental performance, to improve their performance skills and to prioritize the factors of organizing the "Master-Apprentice" tradition on a new basis; [2, 28-b] -Further development of international movements in all areas of music; Identify and address music issues in a timely manner. Such an approach will undoubtedly enable the development of such an important area as the art of music and its instrumental performance at the expected level, based on the factors of Movement and Strategy. It is the duty of all forces to develop such areas as music and its instrumental performance on the basis of the Movement and Strategy, and to fulfill the tasks set by the President of the Republic of Uzbekistan Sh.M. Mirziyoyev. It should be noted that the adoption of the basics of the development of culture and arts, including music, as the basis of the Action Strategy, imposes a number of tasks on the representatives of the industry. The basics of such tasks, in our view, are: first, to promote national experiences in the development of culture and the arts, and to focus on the cultural achievements of the peoples of the world; second, to continue to support and nurture talented young people; and third, to take measures to protect society from various cultural and social threats. These responsibilities are perceived by industry professionals, large and small, amateur and professional, as "How can I contribute to this work?" The question should always be on his agenda. There is no need to prove the fact that the development of culture and art in our country will reach a new level if everyone performs their duties diligently and feels responsible for the results of their activities. It should be noted that every speech and speech of President Shavkat Mirziyoyev emphasizes this issue. The strategy of action is the basis for the professional and social activity of each person, a factor in relying on him in the development of culture and the arts and in carrying out effective activities. Implementation of about twenty normative documents on the development of culture and arts is one of the most important tasks for today's industry. In our opinion, the full implementation of three of these documents is extremely important: 1) "State Program for the Protection, Preservation, Promotion and Use of Intangible Cultural Heritage for 2010-2020"; 2) "State Program for further improvement of children's music and art schools for 2016-2020"; American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 04, May, 2022 269 | P a g e 3) Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 9, 2015 No 354 "On measures to further improve the procedure for conducting concert and performance activities." These normative documents are the legitimate programs of the Action Strategy for the development of culture and the arts. In this sense, it is our responsibility to ensure their implementation. The first state program provides for the preservation of intangible cultural heritage on a scientific basis, the second state program for the development of musical and cultural potential of 11-15-year-olds, and the third document for the practical regulation of amateur and professional groups. Many people think that there are such government programs in all countries. No, such state programs exist only in Uzbekistan among the countries of the Central Asian region. [3, p. 17] This testifies to the state's efforts to develop the art of music in our country in line with modern requirements. For example, the reform process in the field of children's music and art schools is one of the most effective and modern program projects in the Commonwealth of Independent States. Among all spheres, representatives of culture and art do not pay attention to one situation. The fact is that these three documents are state programs. In a market economy, the state is committed to the development of culture and the arts. So why aren't we active in the industry ?! We believe that it is time for the newly formed Ministry of Culture of the Republic of Uzbekistan to unite and work together. Note that the State Program on Intangible Cultural Heritage will perform more than 30 tasks in 2017-2021, the State Program on Children's Music and Art Schools will build and repair more than 70 objects, concert-performance The State Program for the creation of artistic and ideologically meaningful songs and musical works. There is no doubt that the timely fulfillment of these tasks will ensure the development of culture and the arts. Observations and analysis show that industry representatives are relatively careless in understanding the content of regulatory documents. For example, the normative document on concert performances states: "The work on the creation of artistically high-quality musical works has slowed down." [4, p. 21] This requires addressing the following issues: 1) Development of criteria for "Highly artistic musical works"; 2) Involvement of young composers and composers in the creation of highly artistic works of music; 3) To organize work with talented young people in the field of music in accordance with modern requirements; 4) Summarizing, analyzing and drawing conclusions of composers, composers and performers on new musical works; American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 04, May, 2022 270 | P a g e 5) Organize a "round table" with experienced and older professionals and develop appropriate recommendations. One of the important tasks is to involve musicologists and students, to be active in analytical work, to make speeches in the media. After all, the Action Strategy provides for the implementation of existing regulations and programs. This task must be understood and fulfilled.
