The meaning of the concept of "information communication competence" in the educational system has been revealed. Keywords: electronic information educational environment, information and communication competence, educational and methodological support, modern information technologies, informatization of education, computer literacy. Introduction Creating an electronic information educational environment of general education schools is not a purely technical issue, but for this it is required to involve the scientific-methodical, organizational and pedagogical capabilities of the institution based on a systematic approach. Because the electronic information-educational environment is a set of software, information-technical, educational-methodical systems that provide a specific goal-oriented educational process. However, there are a number of differing views on the definition of an e-learning environment, including: - an organized complex of information, technical, educational and methodological support, which is integrally connected with the person and the educational environment as a subject; - a single information educational environment built on the basis of the integration of computer, information and communication technologies embodying electronic information carriers, virtual libraries, distributed databases, educational-methodical complexes. The electronic information-educational environment in educational institutions is characterized according to the following typological signs: 1. The electronic information-educational environment at any level is considered to be a complex structured object with a systematic nature. 2. The integrity of the electronic information-educational environment is synonymous with the concept of achieving systematicity, meaning their harmony, and embodies the educational goals of implementing the graduate model of the educational institution. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 25, February, 2024 274 | P a g e 3. The electronic information-educational environment is a factor affecting the effectiveness of education and training, as well as its tool. It is necessary to introduce a systematic approach in creating and managing the information learning environment in general education schools. At the initial stage of this approach, the goal of the information-educational environment of the educational institution is determined in accordance with the content of modern education. In pedagogical activity, the goal of education performs a systematizing task. It is the defined goal that serves as the basis for choosing the content, purpose, and organizational forms of education. Because the main goal of modern education is the system of knowledge, skills and qualifications formed in accordance with the requirements of the specialist model, which is reflected in the relevant educational standards. In addition, according to the modern requirements of pedagogy, the personality of the student is becoming not only the object of the pedagogical process, but also its subject. The electronic information-educational environment of general education schools performs the following three main tasks: • to help the subjects of the external environment to create an idea about the information- educational environment of the educational institution with the help of modern information technologies; • to increase the mutual cooperation of teachers and students and to create an environment of mutual exchange of information and educational resources in the educational institution; • organization and management of effective information exchange in the educational institution through the means of the information-educational environment. Introduction of information and communication technologies in the educational process - solving some issues of independent education in modern society, providing free and open access to education for every student, taking into account his interests, abilities and needs, throughout his life. means to provide. In order to effectively use the possibilities of the electronic information educational environment (EATM), it is necessary for the science teacher to be able to use it, to be able to get directions, and to have full mastery of the competencies of using the tools. The analysis shows that the concept of "informative competence" is ambiguous. It is evaluated from different points of view, both as a component of professional competence and as a component of a person's information culture. Important signs include the use of a computer as a necessary technical tool, the expression of the active social position and motivation of students, knowledge, skills and competences related to the search, analysis and use of information. Today, not only the pedagogical community, but also society as a whole has realized that computer literacy is a very important element of education. The formation of information and communication competence is not evaluated only as the formation of technological skills. One of the results of the information process should be the formation of the ability of students and pedagogues to use modern information and communication technologies in working with information. American Journal of Interdisciplinary Research and Development ISSN Online: 2771-8948 Website: www.ajird.journalspark.org Volume 25, February, 2024 275 | P a g e They should be able to search, process, analyze, evaluate the necessary information, as well as be able to produce and distribute information appropriately. The formation of information and communication competence is the process of transitioning to a state in which the student is able to find, understand, evaluate and use information in various forms to solve personal, social or global problems. The development of information competence, first of all, involves the formation of universal skills of thinking and solving problems. These include the ability to observe and make logical inferences, use different sign systems and abstract models, evaluate situations from different perspectives, understand general contextual and hidden meanings of expressions, and constantly work independently to improve one's competence in this area. Informatization of education is the process of facilitating the development of modern information and communication technologies and the optimal methodology and practice of their use, aimed at realizing the psychological and pedagogical goals of education and upbringing. This is the process: - firstly, improvement of educational system management mechanisms based on the use of automatic banks of scientific-pedagogical information, information-methodical materials, as well as communication networks; - secondly, to improve the methodology and strategy of sorting out the content, methods and organizational forms of education that are in accordance with the tasks of developing the student's personality in the context of information society; - thirdly, creating methodological systems of education aimed at developing the intellectual potential of the learner, independent assimilation of knowledge, information-educational, experimental-research, independent information processing skills; - fourthly, it encourages the development of computer test and diagnostic methods of monitoring and evaluating students' knowledge level.
