Keywords: New Uzbekistan, music, art, culture, status, instrument, melody. Music is the art of tone (intonation), an artistic reflection of reality expressed in sounds. It reflects existence in its own way, enriches it, and helps to understand and change it. It is known that music plays an important role in the life of society. Music is definitely a part of a person's lifestyle and social life, during work and leisure time, and it is a unique tool that helps a person achieve spiritual values. It is an effective tool of aesthetic education that shapes the spiritual world and moral goals of a person. Music culture itself, consisting of its creators, performers, and listeners, is an important area in the culture of society.[1:3] In general, music first entered the human mind through the mother. Over time, the need and interest in music is formed in this way. Music is an element that affects a person's socio-psychological condition and determines his condition to a certain extent. Music is an important factor that moves the psychology of a person in different situations. The reason is that the music a person listens to can raise his mood, encourage him to be creative, make him sad, and depress him. As mentioned, it depends on the music. But what we mentioned above is characteristic of the song in many ways. And we accept the song physiologically by hearing (melody) and psychologically by analyzing (words). In musicology, the concept of musical perception is that we perceive a song or musical age through musical perception. Literally, through this, we understand the effect of music on our mental and physical state.[2:567] Decision PQ-112 of the President of the Republic of Uzbekistan dated February 2, 2022 "On additional measures to further develop the sphere of culture and art" measures aimed at forming a love for national culture in their hearts, identifying and supporting young talents. According to the decision, musical lessons will be organized under the slogan "An instrument accompanies my life" within the hours of music lessons. Also, during the 2022-2023 academic year, at least one of the listed national musical instruments will be taught the skills of playing tunes, and a corresponding note will be made in their educational document (certificate). Starting from the 2023/2024 academic year, it is mandatory for music teachers to have the ability to play tunes in at least three [3:1]. Of course, if this decision is fully implemented, we are not mistaken in saying that love for music and our nation will grow day by day in the growing young generation. The reason is that our people have been passionate about music since ancient times. History has witnessed that even our grandfather Sahibgiron Temur, a skilled commander, used to cheer up the army when going into battle, and promoted the spirit of war with the accompaniment of drums when going into battle. "Only music brings clarity, balance, and a sense of spontaneity to a person's heart and makes him happy." Musical education is important not only in the upbringing of children, but also in the mirror of the history of the whole society and nation. A nation with such a history is certainly considered a nation with a strong culture. Everyone knows music deep down in their hearts. But only those who can hear it can become great artists. The ability to instill a special love for music is due to the efforts of the teacher. The teaching profession is an honorable, but very complicated profession, a teacher should master the theory of music, love children, and have passed pedagogical practice. Because the pedagogical process in school life is very diverse. This requires thorough knowledge, practical training, high pedagogical skills and creativity from the music teacher. A future music teacher should have a culture of dress and a culture of speech. He loves the teaching profession and children and helps them to grow as wholesome people. computer should use slides, handouts. Having mastered his professional specialty, being able to adapt his voice to the voice of children, having performance skills, students' active participation in various contests and events by attracting students to extracurricular clubs should do[5:7]. Today, 325 children's music and art schools operate under the Ministry of Culture. A total of 86,015 students study in 14 fields. [6:376]. On February 13, 2023, the President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting with several ministers in order to determine the social spheres. At the meeting, the President touched on the issue of educating the young generation in the spirit of high culture, and emphasized the importance of developing theater, music and cinema, preserving status and charity. We see that a lot of work is being done to develop the art of music, which is part of the sphere of culture and art. Today, there are not enough opportunities to provide educational institutions and creative teams with high-quality musical instruments that meet the requirements of the times and are produced by master craftsmen, therefore, it is necessary to establish close cooperation with master craftsmen of national musical instruments. and it is required to take additional measures to educate a new generation of craftsmen in this direction, to further expand the system of exchange of experience between craftsmen, to find new markets for handicraft products. Preservation, promotion and further popularization of tangible and intangible cultural heritage masterpieces, ensuring active integration of our country into the world cultural space, popularizing national musical instruments and supporting the production industry in harmony with our large-scale reforms in this regard. For the purpose of support, the Ministry of Culture and Tourism prepared and discussed the draft of the decision of the President of Uzbekistan "On state support for popularization and production of national musical instruments". Any musical work and any song should serve for human perfection. In this regard, it is necessary to organize promotion work mainly with young people, to interest them in our national music, status art and folk art. The thing is, it is very sad that many young people look at them as boring or, to put it bluntly, old fashioned. Today, creators, i.e. composers, instrumentalists, poets, performers and listeners, should also feel responsible for the educational value of musical works. I think it is also useful for society to abandon shallow works that are forgotten after living for a certain period of time. Because music is not just a rhythmic arrangement of tones, incomprehensible sounds or the singing of a meaningless poem with a matching rhyme. Any creative work should have a positive result. For example, it should serve to express some social situation or to inculcate the spirit of love for parents and the Motherland, to promote the concepts of friendship and kindness. Songs and musical works have a great role in the correct interpretation of positive and negative concepts such as humanity, honesty, interest, arrogance. 258 AMERICAN Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us The most important thing is that today, the art of music has a greater and stronger influence than other forms of art on the development of our modern generation in the spirit of high spirituality. [7:88] Important work on the development of musical art in new Uzbekistan will never stop. In addition, Uzbek music will be more developed and will see the world stages, of course. The decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, which provide for the promotion and development of the art of music, the holding of international festivals and fairs related to the art of music, have been adopted. For example, the decision of the President of the Republic of Uzbekistan "On organizing the activities of the Union of Composers and Composers of Uzbekistan" (15.08.2017, PQ-3212), "Measures for the further development of the art of Uzbek national status" on" (17.11.2017, PQ-3391), the decision "On holding the international status art conference" (04.06.2018, PQ-3656), "Oriental songs" on measures to prepare for the holding of the international music festival" (26.02.2019, PQ-4214), "Remuneration for the work of leaders, teachers and concertmasters of children's music and art schools and on improving the system of their financial incentives" (30.09.2019, PQ-4468) and the Cabinet of Ministers on organizing and holding the "Great Silk Road" international folklore music festival ” decision (18.05.2018, No. 371), the decision “On the retraining of music pedagogues at the Uzbekistan State Conservatory and the organization of their professional development center” (20.02.2019, No. 149) , the decision "On the organization of the activities of the Uzbek National Music Art Institute named after Yunus Rajabi" (02.09.2020, No. 536), measures to organize and hold the "Golden Era" international music fair on events" (06.11.2020, No. 692)[8:470-477]. In conclusion, it can be said that the art of music is a priceless art. A person who is in tune with music will never go wrong. In order to make people think in a good spirit, in New Uzbekistan, the above-mentioned noble works are being carried out for the art of music. In the article, we tried to explain how important the art of music is for the development of New Uzbekistan. We believe that the art of music always serves people's spirituality.
