The training of specialists capable of doing this is being carried out consistently. In particular, in order to raise the quality of higher education to a new level, the concept of development of the higher education system of the Republic of Uzbekistan until 2030 and a number of other normative documents were adopted. In our rapidly developing country, in the conditions of today's fierce competition and economic globalization, issues such as the quality of training of the personnel being trained in the higher education system, increasing their potential and competitiveness are becoming acute problems. In addition, we should not be limited to opinions that the achieved level of personnel training in the education system of our country, especially in the higher education system, has been recognized in the international arena, and we should not stop in the way of further improving its quality aspects. we need to raise it to a new level. These issues are extremely important today as a result of the situation in the labor market with regard to highly educated personnel, as a result of the measures to be taken to build an innovative economy as a result of the strengthening of international globalization processes. The training of highly qualified and competitive personnel in the higher education system of our country is one of the most important tasks of this system. How effectively this task is solved will have a great impact on ensuring the achievement of the goals of socio-economic reforms being implemented in our country and the radical reconstruction of the life of our society. In the development of innovative activities in the higher education system, the collaborative activities of students, pedagogues, scientists, academics and the created conditions are equally important. In the independent, democratic Republic of Uzbekistan, the improvement of education, declared as a priority area in the socio-economic, spiritual and cultural development of the society, is primarily aimed at achieving its qualitatively new state. This is an extremely complex, complex problem that is being solved in many directions. One of them includes the improvement and reconstruction of the mechanism of management of the educational system, which is a unique form of social life management. In order to improve the economy of our republic and integrate it with the world community, it is necessary to use the scientific potential of our country's higher education institutions. In turn, this issue determines the place of the innovative potential of higher educational institutions in the system of work to be done in the field of innovative and scientific-technical policy implemented on a regional scale. There is a system of ideas, concepts, opinions about the nature of management activity, principles, forms and methods of its cultural implementation. "Innovative education" usually means introducing new, useful elements into the educational process. Therefore, innovation in the educational system is directly related to change. Such changes of the educational system:  purpose, content, method, technology, form of organization and management system;  originality in pedagogical activity and organization of learning process;  to the system of control and assessment of educational levels;  educational and methodological support;  system of educational works;  curriculum and educational programs;  it depends on the activity of the student and the teacher. Quality changes and high efficiency in the field of education depend on their compatibility with world educational requirements and to what extent they find their place in life. Quality changes and high efficiency in education are determined by the introduction of positive innovations in this field. The process of introducing such an innovation is an innovative process, which involves the introduction of advanced pedagogical technologies and the achievement of quality and efficiency in education. Due to the increasing achievements of mankind in the fields of science and technology, economy and society, the demand for knowledge in management activities is constantly growing. Organization of innovations includes three main aspects:  an entity that is an association of people who jointly implement the development, implementation and education of innovative activities;  the set of actions of processes aimed at fulfilling the necessary tasks in the innovative activity of the higher education institution;  structures that ensure internal regulation of the system and improvement of interactions between its elements. From this point of view, the organization of innovation as a process of regulation of innovative activity, as a subject, firm, institution, innovative enterprise, as an organizational structure that determines the composition and position of units, and regulates the forms, methods, and processes of innovative activity. need to understand. Accordingly, innovative management is a very complex process. The main factor in the formation of the reputation of a higher education institution in the introduction of innovations depends on the quality of teaching and the quality of educational services. Only the quality educational service provided to the consumer (learner) forms its positive position. Effective management of a higher education institution and formation of a positive image, taking a competitive position in the market of educational services requires an innovative approach. The most important factor in the scale of the transition to the path of innovative development is not only the development of technical ideas, but also the production of consumer products for domestic and foreign markets, as well as the scientific and technical field and high-tech development for its implementation. it is necessary to train highly qualified specialists in advanced educational institutions. As we mentioned above, the concept of development of the higher education system of the Republic of Uzbekistan until 2030 was adopted, and the concept focused on innovative activities to improve the quality of the education system. In the concept of the development of the higher education system of the Republic of Uzbekistan until 2030, based on the needs of the social sphere and economic sectors, improving the quality of education, competitive personnel training, effective organization of scientific and innovative activities, development of international cooperation, as well as measures of the President of the Republic of Uzbekistan dated July 11, 2019 No. "on" was developed in connection with the execution of the decision. The concept defines the strategic goals, priorities, tasks, medium- and long-term stages of the development of higher education in the Republic of Uzbekistan, and is the basis for the development of programs and complex measures related to the field. Based on the above, big changes are taking place in the education system, especially in the higher education system. But at the same time, there are some problems in the higher education system. We can include the following among these problems: students' knowledge level is not up to the required level; lack of educated, qualified personnel in all fields; lack of motivating and motivating factors for students in higher education institutions; that students are limited only by theory and have difficulty applying their knowledge in practice; that there is no atmosphere of mutual competition among students; that students pay too little attention to work on themselves; that education in higher education institutions is relatively boring. Due to the above problems, it is now difficult to organize a quality education process in higher education institutions. It follows that there is a need to change the educational process in higher education institutions. As a solution to these problems, we proposed to organize innovative education in higher education institutions of our Republic. In order to maintain the high rate of economic development of our country, to achieve quantitative as well as qualitative indicators of development, we will search for and introduce various untapped factors and reserves, including the effective use of the wide opportunities and innovative potential of the higher education system. , remains the demand of the times. The conclusion from the above points is that the improvement of the quality of the educational system according to the direction of its results is divided into innovations as scientific instruments, innovative activities and the educational system. In order to assess the level of importance of a set of innovations in improving the quality of education, they are divided in this order. To improve the quality of the educational system in the Republic of Uzbekistan, it is necessary to develop the methodological foundations of the development of innovative activity and the problems of innovation management based on modern requirements. The effectiveness of innovative activities in improving the quality of the educational system depends on the innovative goals and capabilities of the higher education system, and the innovative thinking skills of employees.
