INTRODUCTION Since the adoption of the President's decree of February 22, 2019 "On State Support Measures for the Conduct of Sociological Research", the "Social Opinion" Republican Public Opinion Research Center has been developing not only as a scientific, but also as a practical research center. Today, the center responds to the requests of ministries, agencies, state and non-state organizations in a timely manner. The importance of social surveys is characterized by the development trends, the development of scientifically based forecasts and practical recommendations aimed at the development of industries. In recent years, authorities and management bodies have been widely using the opportunities of public opinion research to conduct policies aimed at specific goals in all areas. From this point of view, determination of social processes, study of life in cities and villages is one of the urgent tasks. Today, dynamic changes are taking place in the social structure of Uzbekistan, including ethnic, religious, educational, gender, age and many other factors. In this sense, taking into account the growing need for quality sociological information, the need to conduct appropriate monitoring studies of public opinion is urgent. MAIN PART One of the main researches of the "Social Opinion" center is the monitoring of "Criteria and principles of values of citizens of Uzbekistan" aimed at studying the values of citizens in Uzbekistan, identifying the main changes taking place in the political, socio-economic, moral and legal consciousness of the population under the influence of the liberalization of all spheres. The spiritual and moral development of the citizen of Uzbekistan is one of the main factors of modernization of the country. The speed and nature of the development of the society directly depends on the civil position, motivation, needs, life priorities, beliefs, and spiritual values of people. In his address to the Oliy Majlis, President Shavkat Mirziyoyev identified the restoration of spiritual values, formation of moral ideals, and raising the intellectual potential of the nation, especially the young generation, as a priority task. He said that we will raise young people to be independent and rational thinkers, possessing noble qualities based on modern knowledge and 638 Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us experiences, national and universal values. He emphasized the need to mobilize all the forces and opportunities for the young generation to grow up physically, mentally healthy and patriotic. In fact, the issue of studying the values of different social groups arises due to fundamental changes in society. Due to changes in the state and society, some values lose their character, they are no longer needed, while others become values for the majority of citizens, and new ones also appear. In recent years, success, career ideas, and private business development have become more important. In general, stable values such as family, work, and raising children are changing their meaning and acceptance in society. If a few decades ago, an activity was interesting for many people, now there is an increase in motivation for the opportunity to live decently, make sacrifices for the development of the country, and achieve success. The conducted research confirms that the public believes that in recent years, great changes have taken place in the minds of the citizens of our country. According to 86.6% of survey participants, the social, political and economic changes taking place in Uzbekistan affect the value system of citizens, especially young people. Surveys revealed that in 2020, compared to 2017, the number of citizens who noted significant changes in the system of priority values and life views of Uzbeks increased by 8.2 percent (78.4 percent and 86.6 percent, respectively). It became clear that spiritual and moral characteristics and beliefs remain the main values of our compatriots. According to the majority of citizens, caring for family, relatives and friends, helping the elderly, supporting the younger generation, trust, kindness, loyalty, mutual understanding, and respect for relatives are the main values for our compatriots. Many noted that humanity, kindness, compassion, joy and sympathy for others are the basis of the spiritual and moral values of the people of Uzbekistan. These aspects were especially evident during the coronavirus pandemic and emergency situations in Bukhara and Syrdarya regions, when all citizens showed their human qualities and provided material and moral support to the socially vulnerable sections of the population, lonely elderly people, families with many children, and victims of natural disasters. RESULTS According to citizens, Uzbeks have the experience of living peacefully with representatives of other nations and peoples. Patience and tolerance, a culture of harmony, the ability to communicate are characteristic qualities of our compatriots. The public believes that under the leadership of President Shavkat Mirziyoyev, the efforts to study our rich history, respect the scientific and spiritual heritage of our wise ancestors, and educate generations worthy of them are giving impetus to the renewal of the consciousness of the general population. The participants of the survey noted with pleasure that the "Ode to Courage" memorial complex and the Victory Park were created in honor of the 75th anniversary of the Victory over fascism at the initiative of the head of our country, dedicated to the heroic deeds of our ancestors on the battlefields and the bravery of the frontline workers during the Second World War. According to the respondents, the construction of the complex is of great importance for the people of Uzbekistan, especially in educating the young generation in the spirit of love and loyalty to their homeland and people, preserving the memory of the heroic pages of our nation's history, and the contribution of our country to the victory over fascism. The participants of the survey were invited to tell the positive and negative characteristics of the citizens of our country. According to many people, generosity and compassion are one of the best qualities of our compatriots. From childhood, children are brought up in the spirit of helping adults, protecting children, showing care, being attentive, kind, benevolent and sincere. Positive characteristics of modern youth were identified during the survey. According to the respondents, young people are characterized by such qualities as acquiring knowledge, receiving new information about various fields, striving to achieve a specific goal, and treating adults with respect. It was found that the values of the market economy have attractive power and are supported among young people. They are developing ideas such as initiative, initiative, success and career. Understanding the fundamental changes occurring in citizens' thoughts and behavior allows to increase the effectiveness of managing social processes for the democratization and liberalization of all aspects of life, and to use them to eliminate emerging problems. Therefore, the widespread use of social modeling methods, which allow to reveal relations and connections in social systems, is of urgent importance. Ahead is the task of revealing the importance of public opinion polls in building a new social environment of Uzbekistan - a democratic, legal and civil society. CONCLUSION In conclusion, it can be said that the monitoring of public opinion is very important in finding solutions to life's problems. The results of the social survey should become an important tool for determining the attitude of citizens to the changes taking place in the country, objectively assessing the state and dynamics of social events and processes, and forecasting the consequences of the decisions being made.
