INTRODUCTION A certain environment is also necessary for the formation of healthy beliefs and a high worldview in young people. Great work is being done in this regard in Uzbekistan. From the first days of independence, President Islam Karimov has made it one of the priority directions of our national policy to restore our national values, to study our history objectively and deeply, to remember the memory of our great ancestors, to study the rich scientific and literary heritage, and to raise the people's spirituality. social and political institutions, state and non-state organizations, political parties, the organization of funds supporting talented young people formed a unique social environment1. This, in turn, plays an important role in the development of young people as great creators of the future. Political parties have a great role and importance in the growth of political consciousness and legal culture. With their activities, they serve the realization of the idea of building a democratic society based on the diversity of opinions and views. MAIN PART Each party in Uzbekistan has a legal basis and legal guarantees to realize its program goals. It is optional for citizens to agree or disagree with the views of any political party, and such freedom helps young people to choose their own independent way of thinking. The main criterion of life is that each party adheres to the main principles of the ideology of national independence in the process of implementing its programmatic ideas. Because people's interests, ideas of independence are sacred for all our compatriots, regardless of which political and ideological power they belong to. In fact, this is literally the beginning of political culture. Improving the legal culture of citizens is an important factor in building a truly democratic civil society. At this point, it is worth noting that a person may have a high level of legal awareness and sufficient knowledge, but lack legal culture, and may not deeply understand his duties and responsibilities to his people and the Motherland as a citizen3. Therefore, raising the legal culture of citizens, especially young people, is an important condition of ideological education. The factors of formation of legal culture are as follows:  Popular literature on legal culture.  Special training courses on legal culture in educational institutions.  Events related to the legal principles of social communication. 641 Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us  Promotion of the legal foundations of independence aimed at human interests among the general public, etc. The transition from the usual traditional way of thinking to a new, advanced way of thinking is an important feature of the process of ideological renewal. It should be noted that a person cannot easily abandon the way of thinking that has become habitual for him, because the old way of thinking seems comfortable at first glance. It can be compared to logic in arithmetic and logic in algebra. Just as a child who has mastered arithmetic accepts the facts and theorems in algebra with difficulty, human thinking cannot accept the changes of social life at once4. But the new era, new reforms, democracy, market relations require changes in thinking and opinion, and this development is the main condition for development. That's why the basic concepts and principles of the idea of national independence will not be absorbed into the hearts and minds of the masses at once, quickly and uniformly. This is a complex, step-by-step process, and in this process, unlike representatives of other social strata, young people must take the initiative and influence others with their worldview and beliefs. RESULTS The culture of communication is a spiritual need specific to a person, and it is an important indicator of the general cultural level. A person expresses his feelings, inner experiences, and thoughts directly in the process of communication. Communication is one of the most effective means of ideological education. Because, recognizing the role of radio-television, newspapers- magazines, artistic and scientific literature in the education of qualities such as worldview, belief, faith, conscience, responsibility, which are formed in the human heart, it can be said that face-to-face exchange of ideas, meaningful words and emotions spoken while looking at a person's face and eyes are incomparable. That's why, when a parent needs to say something, he turns his child's face towards him and starts expressing his thoughts with the necessary facial expression and sincerity in his eyes. And such communication will be effective. Liberation of life is an important condition for instilling the idea of national independence into the hearts and minds of our people. The idea of national independence harmonizes political reality, balances the needs of different individuals and social groups, brings them closer to each other based on available opportunities, and in this sense increases the influence of democratic values. Purification of people's minds from the complications of social evils such as localism, tribalism, limitation, forming ideological immunity to foreign ideas, choosing the right path in ideological struggle and fighting ignorance with enlightenment is the heart of the national idea of our nation. and is related to deep absorption into the mind. The implementation of the idea of national independence is based on the concept of moving towards a strong society and, based on it, serves as a factor ensuring the harmony of interests in the liberalization of all spheres of political and socio-economic life. In creating and enriching the didactic content of the national ideology, it is necessary to strictly adhere to the principles of secularism and rationalism, and to connect the national ideology and the educational process with real life demands and needs. The more the national ideology is close to life, people's lives, pains and worries, dreams and hopes, the more it is free from nonsense and exhortation, the more it can stimulate the development of an individual and the development of the whole society, the more the future of Uzbekistan will be great. , he himself will be free and prosperous. We want to join the ranks of advanced and developed nations of the world. But we cannot imitate Western countries in every matter, and some of their traditions are very foreign to our national consciousness (mentality). For example, the alienation of Western people from each other, even children from their parents, the expediency, practical mutual benefit underlying all forms of human activity (with the exception of young people, children) is not very acceptable to us. . We must preserve the highest characteristic of our people, which is called "humanism" in our native language. Convincing people of a certain idea, ideology, as a system of ideas, aims to promote an idea, to convince people that this idea is correct, viable and progressive. 642 Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us Pluralism (variety of opinions, views) in a democratic society allows people to choose, protect and develop a progressive idea that reflects their life interests, goals and aspirations. The analysis of the formation of the idea of national independence shows that it does not happen by itself to make sure that any idea is correct, scientific and viable in society. The function of instilling confidence in the ideology and mobilizing people under the influence of the ideas reflected in it is realized through the activities of certain individuals. Because to convince is to influence people's spirit, mood, emotional experiences, heart and consciousness. High human qualities, self-sacrifice, knowledge, skills, speech skills, etc. are required from those who perform this task. In order to convince the general public that an idea is progressive and humane, first of all, this idea should be close to the people's life, and secondly, it is necessary to determine the most convenient means and methods of conveying it to people's minds. It is especially important to ideologically justify the priorities, goals and tasks of the state policy. The spirit of the times, people's psychology, needs and requirements should be fully reflected in our ideology, it should be connected with the most urgent problems of today's life and its strategic goals. It is only then that the desire for a bright future and a strong belief will inevitably lead to great social progress. Along with the achievements in science and technology development, the lively, passionate and attractive idea of our ideology shakes people's hearts, motivates them to active action, instills a sense of confidence in good and happy days. DISCUSSION The great statesmen and military commanders who left a deep mark on the history of mankind were skillful orators who had the ability to convince the masses and encourage them to achieve higher goals. They knew very well that in order for an idea to be reliable and viable, it should first have a scientific and theoretical basis and be based on real evidence. They realized that the ideological struggle is the struggle of a conscious and active layer of society to protect an idea and reach a decision. A humane and democratic society led by such people will fight with an idea against an idea, and enlightenment against ignorance. This struggle will ultimately end with the victory of goodness over evil, good over evil. Convincing the general public that the path of development chosen by us, which is the core of the idea of independence, is right, fair and true, and it corresponds to the vital interests of every person living on this earth, to make people free and prosperous Motherland, free and mobilizing for creative work to build a prosperous life is one of the main goals of the national independence ideology. Explaining to the people the achievements achieved in the years of independence in a simple and concise way through real facts, exposing the complications of tyranny based on historical evidence, is important in instilling the idea of national independence in people's minds. Wide propagation of the main concepts and principles of this idea among our people, especially among the youth, is first of all an important task and civic duty of leaders, intellectuals, mass media workers. Loyalty to the idea of national independence, professional skills, the ability to convince and mobilize the masses should be the main criteria in the selection and placement of personnel. Indifference to issues of national ideology leads to the strengthening of national ideas, which are completely alien to our interests, corruption, nepotism among some leading personnel. There is such a vital law that determines the success of ideological propaganda: in order to convince others of an idea, you must first believe in it from the heart; you must be white and awake! The conviction that the national idea is pro-people and progressive will pass the tests of everyday life, and only if unity of words and actions is achieved, this idea will become a solid belief. A truly human life is where faith takes precedence: in the process of struggle for faith, for the celebration of an advanced idea, the human personality is formed: it becomes a creative force. Society is not just a collection of people who look after their personal interests. A deep understanding of common interests causes people to unite as a society, recognize social requirements and norms, and follow them8. This is especially important in the current transitional period. For this reason, one of the main tasks of ideology is to unite the members of the society towards common goals and interests. 643 Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us The feeling of belonging to a big family called the Motherland does not appear by itself, but it arises as a result of continuous and consistent ideological education. Just as the qualities of harmony, harmony, and compassion in the family are the product of moral education, which is carried out continuously in various forms, it is necessary to unite the extremely diverse layers of society around common interests, to form the qualities of solidarity, harmony, and mutual assistance among people. is also carried out through consistent ideological education. In this sense, it can be said that as soon as the idea of national independence is deeply embedded in people's minds, they become colleagues striving towards a common goal. CONCLUSION In conclusion, it can be said that one of the creative functions of ideology is to mobilize people to implement a progressive idea. The idea and goal expressed in the ideology form the basis of the activity program of many parties, social movements and organizations in society, and give a strong impetus to social development. It creates the ground for radical changes in society, prepares the masses for it spiritually and spiritually, and then mobilizes them for creative work. There are many examples of this in world history. The mobilizing role of the creative ideology is clearly visible in the spiritual changes in the life of the society during fundamental socio- economic uplifts. This can be seen in the people's struggle against foreign invasions, in various creative works, in general mobilization works in the construction of water structures, bridges, roads, cities and villages.
