Moreover, the neighborhood is our long past, present, and future. It is this ring that provides the basis for the continuity of our life. Introduction: Today, the neighborhood has become an effective structure related to ensuring the continuity of kindness between people, strengthening our national values, providing all-round assistance to the population, and is an institution of civil society that has a special place in building a new Uzbekistan.In other words, a neighborhood is a place that teaches a person to be a part of society, educates him in the spirit of tolerance and patriotism. Today, there are about ten thousand neighborhoods in our country, their unique names tell us about history, they reflect the glorious history, socio-political, economic life, and cultural heritage of our people. Philosophical views that the neighborhood is the conscience of the people are being refined year by year. After all, as soon as any person crosses the threshold and goes out into the street, his neighborhood welcomes him. It is also a neighborhood where a person can be a friend on a good day, a friend on a sad and difficult day. After gaining independence, for the first time in the history of our statehood, the position and status of the neighborhood in the management of society was defined in our General Dictionary. The issue of improving the legal basis of neighborhood activity, which is an important institution of self-government, is evaluated as a task to be implemented within the framework of state programs, and special attention is being paid to it [1]. It is noteworthy that the "Uzbekistan-2030" strategy, approved by the decree of the President of September 11, 2023, includes large-scale efforts to improve public administration and state organization in the service of the people. In it, it was shown as an important goal to turn the neighborhood into a "connecting bridge" between the public and state bodies in ensuring the well- being of the population and solving daily issues in the regions. On the other hand, at least 30 percent of the powers of such agencies as finance, tax, and employment should be reduced to the neighborhood level, to provide more than 100 state services in the neighborhoods "in one step", to increase the amount of funds allocated to them by at least 3 times to solve the problems of the regions, at the initiative of the population. it should be noted as a guarantee of efficiency that the funds allocated for the improvement of the infrastructure will reach 24 trillion soums, and that 3 trillion soums will be provided to the budget of the mailto:botiruzokov1957@mail.ru 576 AMERICAN Journal of Language, Literacy and Learning in STEM Education www. grnjournal.us neighborhoods at the expense of property and land taxes.On September 26, 2023, the President of the Republic of Uzbekistan, Shavkat Mirziyoev, set a number of tasks at a meeting to further strengthen the neighborhood work system and launch the activities of the neighborhood "seven". Announcement of the decree of the President of December 21, 2023 "On measures aimed at radically increasing the role of the neighborhood institute in society and ensuring its functioning as the first link in solving the problems of the population" on improving the neighborhood management system and establishing the activities of the neighborhood "seven" to ensure the implementation of these tasks. done In it, it is necessary to ensure the well-being of the neighborhood, to take measures to increase the active participation and responsibility of the population in the introduction of the criteria of "A healthy neighborhood", "A healthy street", "A healthy house", to combine and coordinate the efforts of the representatives of state bodies and organizations in the neighborhoods in a timely and effective solution. and directing, increasing the financial capabilities of the neighborhood, ensuring targeted and targeted allocation of budget funds and other funds allocated to poor families, improving the material and technical support of neighborhoods, distributing funds allocated to them in a centralized manner, introducing modern information and communication technologies to the field, improving the skills of neighborhood leaders, tasks such as assisting in the formation of modern management skills were defined in them. By the decree of Shavkat Mirziyoev on December 21, 2023, the duties of the members of the "mahalla seven" were defined. In September, the head of state announced that the "five neighborhoods" will be transformed into "seven", and he noted that this system was created in order to implement the concept of a "listening state"[2]. The Neighborhood Seven is a community- based effort to identify the internal resources of a neighborhood and mobilize them to provide social services and support. After all, there is a special role of the representatives of the "mahalla seven" in the timely and effective solution of problems among the population. Today, a new era is beginning in the development of our neighborhoods as well as the whole country. On the basis of the goals and tasks defined in the "Uzbekistan - 2030" strategy, it was decided to implement large-scale works in the neighborhood system [3]. Human dignity, kindness and solidarity, international friendship and harmony, spirituality and enlightenment, development of culture and art, sports and science, education of young people in the military-patriotic spirit, first of all, begin from the neighborhood. In today's extremely complicated conditions, where the processes of globalization are rapidly progressing, and the struggle for the hearts and minds of people, especially the young generation, is intensifying, the role and importance of military-patriotic education in the neighborhoods is increasing more and more. Today, it is necessary and necessary for each of us to become defenders of the Motherland, and to raise our youth in this spirit. It is our very important task to increase the participation of the representatives of the younger generation in the process of reforms, to realize their intellectual and creative potential, first of all, to create a comfortable environment and conditions in the neighborhoods. Our participation in this matter, first of all, is manifested in our dedication to each other, to our neighbors, to the education of children growing up on our street, in our neighborhood, and in literally being "father, mother, teacher, and educator to every child." will be The dedication of our honorable fathers and mothers, active street and house heads, imam-khatib and otinoyi, intellectuals and businessmen is of great importance in fighting destructive actions aimed at our national spirituality and ensuring the stability of the moral and educational environment in the neighborhood. It is necessary to start the fight against spiritual threats, first of all, from the family, neighborhood. In this regard, it is necessary to strengthen cooperation with relevant state and non-state organizations. It is advisable to pay special attention to the strengthening of public control over the study of the socio-spiritual environment in the neighborhood and families, as well as the elimination of identified social problems by official organizations, to prevent the youth of the neighborhood from succumbing to vices such as "online gambling", "theft on the network", fraud and becoming victims of ignorance. Conclusion:There is nothing that the community can't do if the community comes together and works hard. Any problem can be solved by attracting the most active and enthusiastic activists to the neighborhood "seven" and community structures in the neighborhood, "Neighborhood Control" and "Elderly Advice" groups, "Smart Women" movement, and mobilizing them for a good cause.
