INTRODUCTION The perspective of spiritual and cultural reforms in the development strategy of new Uzbekistan is of great importance for our country to achieve the Third Renaissance. Our head of state, Shavkat Mirziyoyev, made a special mention of this, and said: "Strengthening the spiritual foundations of our society, developing the cultural sector, supporting the activities of scientific and creative organizations, and our respected intellectuals, we also will be one of the priority areas for We should further study our ancient and rich history, especially the work of our ancestors, who courageously raised the ideas of knowledge, human freedom, people's freedom, love and loyalty to the Motherland and national values in extremely difficult conditions. necessary" [1]. DISCUSSION Under the leadership of President Shavkat Mirziyoyev, the large-scale renovation and innovation in our country, the reforms that are being persistently continued in order to achieve the approval of the people in every field, are highly recognized not only in our region, but also in the whole world. Establishing a new Uzbekistan, building the foundations of the Third Renaissance, is becoming the basis of the determination and life goals of each of our compatriots. For this purpose, the spiritual and cultural reforms carried out in our country today set the following issues as urgent tasks: first, to bring the spiritual and cultural reforms to a new level in our country, to satisfy the spiritual and cultural needs of citizens and to ensure the meaningful passage of their free time, to form exemplary programs of creative teams that embody national values, customs and traditions; secondly, to preserve and develop folk art and artistic amateur art, to organize artistic and practical creative teams, amateur groups, and to create favorable conditions for their activity, and to systematically enrich the creative process; 192 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us thirdly, to attract children to clubs, to organize courses on learning foreign languages and "speech culture", to widely promote all genres and directions of folk art, amateur art and intangible cultural heritage, and to pass them on to the next generation in their original form; fourthly, organizing spiritual-educational, cultural-public events with literary and artistic figures and professional creative groups, and holding direct artistic meetings and roundtable discussions with the population, especially young people, with their participation; fifthly, holding contests, festivals of folk art and performing arts at the district (city) level, identifying talented young people, supporting creative young people; sixth, organization of public holidays, performances and folk entertainments, provision of paid services to legal entities and individuals in the socio-cultural sphere according to contracts concluded with them. The President of the Republic of Uzbekistan Shavkat Mirziyoyev signed the Decree "On the Development Strategy of New Uzbekistan for 2022-2026". Regarding the adoption of this decree, President Shavkat Mirziyoyev emphasized the following: "In the development strategy of the new Uzbekistan, along with social, economic and political factors, the reforms implemented in the spiritual and educational spheres are also extremely important. has" [2].. Based on this, the fifth priority direction of the development strategy of New Uzbekistan for 2022-2026 is devoted to the issue of "Ensuring spiritual development and bringing the industry to a new level". embodies the perspective of spiritual and cultural reforms. [3] The priority tasks defined in the adopted Development Strategy for the development of our country are intended to be a solid foundation for the new Renaissance of Uzbekistan. It involves fundamental improvement of the system of spiritual and educational work, strengthening the cooperation of state and public organizations in this regard, strengthening the coordinating role of the Republican Center for Spirituality and Enlightenment, widely introducing a scientific approach in the field, supporting advanced initiatives. specific measures for support were determined. For example, in the 71st goal of the development strategy of New Uzbekistan, the issue of turning a healthy worldview and creativity into a national movement in the society by widely promoting the idea of "From the strategy of actions to the strategy of development" based on the principle of goodness and humanity, and the following priority tasks defined as:  Implementation of the concept of "New Uzbekistan - an enlightened society".  Organization of legal-educational activities on the formation of legal culture among the population in harmony with the teaching of the rich history, scientific-cultural heritage, national-religious values of our nation.  To develop effective, creative and innovative methods of organizing promotional activities and to take measures for their timely implementation.  State support for preservation, popularization and development of the national values and spiritual heritage of the Uzbek people.  Ensuring integrity of spiritual education in families, educational organizations and neighborhoods.  Preventing the spread of false information by providing unbiased information on time in mass media and social networks.  Formation of a map of optimization of the socio-spiritual environment in the region based on the principle of "neighborhood - district - region - republic", extensive introduction of modern information and communication technologies to this process.  Development of scientifically based indicators for evaluation of spiritual education. 193 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us  Applying interactive methods of education to turn schools into centers of true spirituality, enlightenment, and culture.  Forming the ability to fight together against ideological attacks on the basis of the national idea, to strengthen family, school and community cooperation and to ensure the integrity of spiritual education on this basis.  To ensure the realization of the idea of "New Uzbekistan - Third Renaissance" under the slogan "Youth - creators of New Uzbekistan"[4]. Also, in the 72nd goal of the development strategy, further development of the provision of information and library services to the population of our country, wide popularization of reading and realization of the nationwide idea of "Book-loving nation", wide popularization of reading and introduction of a unified management system in the field are defined. Another unique aspect of the development strategy is that special attention is paid to the issue of in-depth study and wide promotion of the rich scientific heritage of our great ancestors. In particular, these tasks are defined as follows in the 73rd goal of the development strategy:  Organization of international conferences, symposiums and conferences under the slogan "New Uzbekistan - Third Renaissance" in cooperation with the world's prestigious international organizations, research centers and universities such as OIC, IRSIKA, AISESCO, UNESCO.  in order to widely promote the rich scientific and spiritual heritage of our great ancestors, to carry out popular translation of 100 works of scholars from our country, to create scientific and popular pamphlets based on them.  to support the activities of International Islamic Academy of Uzbekistan, Center of Islamic Civilization, Imam Bukhari, Imam Termizi, Imam Moturidi international scientific research centers in order to deeply study and widely promote the rich scientific heritage of our great ancestors.[5 ] The atmosphere of friendship and solidarity in the new Uzbekistan serves to ensure peace and stability in our country, increase the effectiveness of strategic reforms, and further increase its prestige in the international arena. The results of these reforms are fully reflected in the reforms carried out by the head of our country today. In particular, the 74th goal of the development strategy is dedicated to strengthening the environment of inter-ethnic harmony and inter- religious tolerance in the society, and the following tasks are defined in it:  further improvement of the state support system for national cultural centers.  ensuring consistent implementation of the state policy concept of the Republic of Uzbekistan in the field of inter-ethnic relations.  creating additional favorable conditions for young people of different nationalities, raising awareness of civic duty, patriotism, and tolerance-based culture of inter-ethnic interaction.  to take measures of additional support by the state to mass media operating in foreign languages and covering state policy in the field of inter-ethnic relations.  improving the activities of friendship societies in order to develop friendly relations with foreign countries. In the development strategy of the new Uzbekistan, special attention is paid to the development of fine and applied art and design directions, raising the artistic and aesthetic taste of the population, and the following tasks are defined:  to widely promote the exemplary life and work of famous folk artists and masters of applied arts of Uzbekistan and perpetuate their memory. 194 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us  International popularization of visual and applied art of Uzbekistan.  improvement of the system of training of advanced specialists in the fields of fine and applied art and design. In addition, in the development strategy, attention is paid to the issue of further development of the spheres of culture and art in our country, improvement of the material and technical base of cultural institutions and objects, and the following reforms are expected to be implemented:  material support of representatives of the culture and art sphere, creators, as well as professors and teachers and employees working in this sphere, and improvement of their living conditions.  development of theater art and strengthening of its material and technical base.  improving the activities of cultural centers and improving the quality of cultural services provided by them to the population, as well as improving their material and technical base.  establishing new cultural objects in the regions and ensuring their effective operation.  further development of Uzbek circus art and strengthening of its material and technical base.  introduction of events aimed at popularizing national culture at the international level in the regions.  to properly celebrate the anniversaries of famous creative intellectuals who made a worthy contribution to the development of the culture and art of the Uzbek people, widely promote their lives and activities, and perpetuate their memory.  implementation of complex activities related to preservation, restoration and conservation of cultural heritage objects located in the territory of the republic. Also, the issue of further development of the study and promotion of the history of Uzbekistan and the implementation of the concept of the development of the science of history until 2030 was raised. In the development strategy of the new Uzbekistan, focusing on the development of national film art, the 78th goal is expressed in the following tasks:  formation of film art as a strategic resource in the spiritual, cultural and educational life of the society, including the education of young people in the spirit of patriotism.  improving the system of state support for the film industry based on market principles, as well as attracting foreign film companies to the country and developing the production of films in cooperation.  formation of national multiplication industry.  developing the film industry as a separate branch of the economy, creating an infrastructure with a modern and high-tech material and technical base.  to create an effective system of personnel training in the field of cinematography, improvement of skills of filmmakers and technicians.  encouraging the production of national TV series by the state, attracting young multipliers and animators to the production of animated films.  ensuring guaranteed copyright protection in the industry, developing the film distribution system and bringing national films to the world film markets. The development strategy of New Uzbekistan, aimed at the consistent implementation of the noble goal of building a new Uzbekistan and creating the foundations of the Third Renaissance, is an activity program that defines the needs and requirements of the current era, the driving forces and development factors of our society. 195 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us RESULTS This strategy is a clear expression of our people's creativity and the continuity of large-scale reforms in the coming years. The state program for the implementation of the development strategy of New Uzbekistan for 2022-2026 in the "Year of attention to people and quality education" also specifies spiritual and educational activities that are expected to be implemented as a priority: Firstly, to preserve the history, culture and scientific-enlightenment heritage of our great ancestors, to introduce it into scientific circulation, and to popularize it at the republican and international level.[6] Secondly, meaningful organization of free time of young people, realization of their talent. Organization of 5-stage Olympiad of Five Initiatives on culture, art, sports, intellectual games, reading, "Ay-Ti"; Thirdly, in order to support the folklore ensembles operating under the national cultural centers, to implement the following measures: 1. To strengthen the material and technical base of 25 folklore ensembles under the national cultural centers, equip them with stage costumes, musical instruments, modern sound reinforcement and provision of lighting equipment and bus. 2. Creating conditions for free use of cultural centers for folklore groups to hold rehearsals and concerts. 3. Establishment of the "Dostlik" concert hall on the basis of the large hall of the Committee of International Relations and Friendship Relations with Foreign Countries, major renovation and modern equipment; Fourthly, in order to hold international cultural events aimed at wide promotion of our national culture and art, the following tasks have been defined: 1. Organization and holding of the 3rd International Bakhshchilik Art Festival in Gulistan. 2. Organization and holding of XIII International Music Festival "Sharq Taronalari". 3. Organization and holding of the 2nd international status art conference in Bukhara. 4. Organization and holding of international festival "Breath of Spring" in Tashkent region. 5. Organization and holding of the international festival "Sounds of the World" in Andijan region. 6. Organizing and conducting the International Chamber and Symphonic Music Festival in Tashkent; Fifth, in order to increase the level of providing cultural recreation services to the population living in remote villages and neighborhoods in all regions of the republic, approval of the annual calendar plan of mass-cultural and concert-viewing events held on the republic scale in 2023, in which: in the regions " Cultural Caravan", "Cultural Days", "National Film Days", "Book Action" events; it is envisaged to organize and hold artistic and circus groups, state theater tours to the regions, concerts and field performances, creative meetings. Sixth, in order to educate young people in the spirit of patriotism, respect for national traditions and values, to find amateur talented young people, to support and encourage them: 1. To organize a screening festival of amateur creative youth theater studios and transfer. 2. Conducting the TV song contest "New talents of New Uzbekistan". 3. It has been decided to hold a republican competition of young bakhshis, aqins and bailiffs in the field of bakhshi art. Seventh, in order to further increase the tourism potential of the country through the scientific study and demonstration of the historical martial arts of the history of Uzbekistan: 1. To organize a working group consisting of experts on the scientific study of the historical martial arts of the history of Uzbekistan to do 2. Development of scientifically based proposals on the organization of Amir Temur and Jaloliddin Manguberdi military thematic camps. 3. Arrangements for the organization of Amir Temur and Jalaluddin Manguberdi military thematic camps and demonstration for tourists have been determined. Eighth, in order to develop and support information and scientific research related to the period of the Jadid movement, 1. Based on the collected information, it is planned to publish a multi-volume book dedicated to the Jadidist movement and create documentary films. As the head of our state stated in the book "Development Strategy of New Uzbekistan", "Establishment of New Uzbekistan is not just a wish, a subjective event, but a fundamental historical basis, the existing political-legal, social- It is an objective necessity that is demanded by the economic, spiritual and educational situation, corresponds to the centuries-old dreams and aspirations of our people, and fully responds to its national interests".[9] CONCLUSION To sum up, today the large-scale creative works and reforms planned for the development of spiritual and cultural spheres in our country are recognized not only by our compatriots, but also by the world community. It is noteworthy that the plans from this spiritual and educational perspective, every change is implemented with the approval of the people and human interests in mind. In other words, these prospective plans and programs serve to take Uzbekistan to a new stage of development. Today, under the motto "From the strategy of actions - to the strategy of development", all the knowledge and potential, strength and opportunities of the members of our society, who are the main driving force of renewal and reforms in our country, are being used, and this noble movement is gaining national importance.
