In this regard, along with the requirements for vocational education teachers in the State educational standards, future physical education special attention is also paid to the development of pedagogical conditions, mechanisms, methods and technologies for the formation of professional competence of teachers. On the one hand, by analyzing, comparing and summarizing the theoretical concepts on the definition of basic competencies, and on the other hand, taking into account the specific characteristics of physical education, it was possible to unify the defined stable groups of competencies as follows. A system is a functional structure aimed at solving problem situations under certain external conditions. The systemic-structural approach envisages looking at the structural features of the object as a whole, in a fragmented state according to the time interval given to the components. The research of creativity made it possible to determine the optimal forms of organizing and managing creative processes related to modeling the creative process in innovative practice for the purpose of independent education and development of creative individuality. The complexity that arises in this place is determined by the better organization and management of creative cooperation activities, because the processes of conscious creative individuality that are not directly understood are also formed. In pedagogy, pedagogical creativity is manifested as a dynamic phenomenon, a complex open system, an individual's life program. A modern creative teacher, choosing one of the reproductive methods of pedagogical activity and creativity, not only realizes his identity, his life goals, changes himself qualitatively, overcomes psychological obstacles, looks for opportunities to develop his professional qualities, develops a pedagogical concept. In general, for the teacher's pedagogical activity, firstly, innovation-oriented, and secondly, self-oriented as an individual in the process of creative activity is characteristic. Based on the above, the basic idea of the competent approach can be expressed as follows: competence-oriented physical education is aimed at the collective mastering of systemic, social, general professional, pedagogical-psychological and field-related competencies by learners. these competencies should provide integrated professional training of a person for practical activities in the direction of both his personal interests and the interests of society and the state based on the acquired knowledge. Orientation of the educational process to a competent approach requires reconsideration and development of methodological conditions in education, the content and application of new pedagogical technologies. At the same time, competence cannot be contrasted with knowledge or skills and abilities. The concept of competence is broader than the concepts of knowledge, skills or competence, competence includes them as an educational outcome. The concept of competence includes not only cognitive , but also motivational, moral, and social components. Based on the above, it is necessary to change both the content and forms of the educational process. In this case, the modified forms should ensure that the learners are not only given knowledge on certain competencies, but that they operate on the basis of them throughout the entire educational process. The methods and technologies of competence-oriented education should ensure the easy transfer and flexibility of abilities formed in certain conditions to other conditions, that is, they should create the characteristic of "non-adaptive activity"is to create psychological and pedagogical conditions for the gradual education of students' ability to stabilize, supplement and manage transformation mechanisms.
