Searching for new forms and methods of education and upbringing does not mean abandoning the old traditional methods, but on the basis of their further improvement, bringing the process of education and upbringing to a modern level and activating the interest of students in their own specialty, training specialists of professional activity at the level of the requirements of the time. INTRODUCTION On January 19, 2022, under the chairmanship of the President of the Republic of Uzbekistan, Shavkat Mirziyoev, a video selector meeting was held on the issues of fundamental improvement of the system of spiritual and educational affairs and strengthening the cooperation of state and public organizations in this regard. “If the body of society is economy, then its soul and spirit is spirituality. As we decide to build a new Uzbekistan, we rely on two strong pillars. The first is a strong economy based on market principles. The second is a strong spirituality based on the rich heritage of our ancestors and national values,” said Shavkat Mirziyoev at the meeting. The address of the President to the Superior Council, the first forum of the youth of Uzbekistan and the expanded meeting of the Security Council defined the urgent tasks in the direction of spirituality. Because in this regard, there are many issues that are waiting to be solved, and the wind of changes has not penetrated. There are also those who do not fully understand the essence of the national idea, who imagine the old ideology and look at it superficially. Therefore, the President emphasized the main idea of our country's ideology: that is, “The ideology of the new Uzbekistan that we are creating will be the idea of goodness, mailto:dagotys@mail.ru 631 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us humanity, humanism.” When we say ideology, we understand first of all the education of thought, the education of national and universal values. According to the President, they are based on the concepts and values of our people that have been alive for thousands of years. It is known that today in the world there is a sharp struggle and competition, and the conflict of interests is increasing. The main part. Globalization processes are creating new opportunities for humanity as well as unexpected problems. Threats and dangers against national identity and moral values are increasing. Thinking only of oneself, looking lightly at work and family, consumerism is masterfully instilled in the minds of people, especially young people, in various ways. Threats such as terrorism, extremism, transnational and cyber-crime, human trafficking, and drug trafficking are increasing. In some regions, instability is deliberately created and the mood of protest is growing. Shavkat Mirziyoev said that indifference and carelessness are the biggest danger, that there is a lack of education of intellectuals and public control to reduce the social problems faced today. It was noted at the meeting that the time itself requires the analysis of the socio-spiritual environment on a scientific basis. Spiritual and educational work in our society is not giving the expected result because it is not started on such a basis. Therefore, it was said that it is necessary to critically study the work of the Republic “Center of Spirituality and Enlightenment” and fundamentally improve its activities. The President proposed the creation of the “Institute of Social and Spiritual Studies” on the basis of the “Promoter of Spirituality” educational institution of this center. At the meeting, measures were defined to raise spiritual and educational work to a new level in terms of quality and content. It is known that dozens of organizations are currently engaged in the promotion of spirituality. However, due to the fact that their activities are not clearly coordinated, and they are not combined into a single system, cases of duplication are being observed. From now on, the Republican “Spiritual and Enlightenment Center” will coordinate the spiritual and educational activities of all regional councils, ministries, offices and organizations. Spirituality is one of the concepts that are widely used in Uzbek and other languages, but at the same time, they are not studied scientifically. Our observations show that the scope and essence of the Uzbek word “spirituality” and its alternatives in several languages have not been studied. Other scientists express the same opinion: despite the fact that the term “spirituality” is often used in official documents, scientific literature, and the press, it has not been separately analyzed and defined as a scientific concept. It seems like a puzzle that this concept, which is widely used in everyday life, is little studied in the world social and humanitarian science, including psychology. However, the roots of this situation lie in the attitude towards this concept in various scientific and philosophical systems. And this attitude, basically, it can be said, was to deny it and consider it as a third-, fourth-, tenth-order phenomenon. Since the first years of independence in Uzbekistan, great importance has been attached to issues of spirituality, the problem of its formation and development in young people. Raising spirituality has risen to the level of state policy in our country. The issuance of a number of decrees and decisions of the First President of our Republic I.Karimov on spirituality issues, the formation of the “Spirituality and Enlightenment” council, the “Spirituality Promotion Center”, the “National Idea and Ideology” scientific-practical center and their local divisions were established and active in our country. The fact that hundreds of 632 AMERICAN Journal of Public Diplomacy and International Studies www. grnjournal.us monographs, pamphlets, and articles are being prepared and published in our country by specialists in philosophy, cultural studies, foundations of spirituality, and pedagogy, as well as the fact that dozens of theses related to the topic of spirituality are being prepared in our country, indicates the extent of the attention paid to the issues of spirituality in our country. At the moment, it is noticeable that there are very few monographs and pamphlets prepared and published dedicated to the issues of spirituality in the science of psychology, and there are almost no dissertations. However, the research of spirituality and the psychological aspects of its formation can give a serious boost to the effectiveness of researches in other disciplines and practical work in this field in our country. The fact that the civil society being established in our country is a society of morally perfect and spiritually mature individuals is one of the factors that show the relevance of the topic. Another important aspect that determines the relevance of the topic is that forces alien to our society: terrorists, religious fanatics and carriers of other destructive ideas are trying to turn students and young people to their side. A threat to morale can bring a country into crisis. Therefore, the task of not giving students into the hands of violent and aggressive forces also requires to approach the formation of their spirituality, researching the psychological aspects of this process as a primary task. How important it is to study the psychological aspects of the problem of spirituality, especially the psychological aspects of the formation and development of the spirituality of young people and students, and at the same time, the lack of special research on this problem shows the relevance of the topic. The rapid development of socio-political and economic conditions in our republic requires pedagogues, such as pedagogues of higher education in the field of medicine, to revise and improve the following from a pedagogical point of view: Technologies of educating students in higher education institutions; Development of an integrated, step-by-step educational mechanism for raising a mature generation and its direct implementation into the educational system; Educating the young generation in the spirit of historical, national and universal values; By creating a healthy social environment, to inculcate the idea of national independence in their hearts and minds; In training a well-trained, high-quality specialist, the main focus is not only on training a specialist, but also on a person of sound mind, brought up with the national idea, who thinks creatively and processes information from a critical point of view, who feels in his heart the various changes and events taking place in our country, for the sake of its development. It is necessary to focus on educating a professional who burns the soul and is far-sighted in solving life’s problems.  At a time when rapid development and modernization are taking place in our country in all areas, as well as in higher educational institutions that prepare medical workers, education requires a new approach to the educational process, the development of a person in all aspects (spiritually mature, creatively thinking, able to accept successful solutions in all aspects of life). .  Changing the goals of the educational process in accordance with modern conditions promotes the improvement of the integrated educational system, which interprets the essence of education in a new way. I. Novikova, V. A. Karakovsky, N. L. Selivanova);  education in the form of creating conditions for personality development (S. I. Grigorev, B. T. Likhachev);  education is lichnosti in the form of managing the process of social formation of an individual (A. V. Mudrik, D. I. Feldstein);  education in the form of a psychological-pedagogical process that supports the development of the individual (O. S. Gazman);  therefore, education for us is a matter of either life - or sorrow, or salvation - or destruction, or happiness - or disaster [1]; the educational process is carried out within the framework of the social environment, which not only forms the knowledge, skills and qualifications of the individual, but also has a comprehensive effect on the person being educated [2];  education cannot be separated from education, and education cannot be separated from education - this is an oriental view, an oriental philosophy of life [3];  with upbringing, you can turn a child into gold, and you can also make dirt [4].All the presented concepts reflect the main main idea of education - the potential opportunities and actual directions of development of a person, his professional opportunities and requirements, readiness for self-realization, self-management. How does upbringing affect the process of social formation of a person? What can education concretely provide for a person's social formation to be successful and loyal to his homeland? What are the functions of education to manage the process of social formation of the person? These questions, as you can see, require research, a creative approach to its solutions, theoretical justification and determination of methods and methods of its implementation in practice. Within the framework of practical and scientific research, we have analyzed to what extent the place and role of national-spiritual and universal human values in raising the young generation in a perfect spirit, consistency in raising a perfect person, and the spirit of loyalty to the Motherland in the human heart. , it is envisaged to create a teaching-methodical system of decent education. It is known that the first President I.A. In the words of Karimov: “If economic growth and development are the body of our society, spirituality, enlightenment and maturity of political consciousness are its soul, mind and soul.” In order to achieve our great country and great future, we must educate intelligent, enlightened people who are proud of their past, great values, nation and believe in the future. In cooperation with professors and teachers of the higher education system, it is necessary to carry out research on creative and non-standard approaches to the issues of educating students in the spirit of loyalty to the country and managing the political formation of young people. We are putting before us concrete issues on further improvement of the field of education: not only competitive specialists (medicine, information technology); corresponding to the demand of the market economy; not training a specialist who can achieve his personal goals and protect his interests. Our main goal is to train a truly spiritually fresh specialist who has creative potential, has a scientific worldview, is highly cultured and aware of civic responsibility, has mastered modern professional activities, and is imbued with the bright spiritual principles of our future. Today, as the struggle for the human mind and heart is becoming intense, it is natural for different views to dominate the ideological field. Religious fanaticism and extremist struggles can be included among such actions. They try to justify the idea of their political unification under a single caliphate, relying on the ideas of the spiritual unity of all Muslims, regardless of their social and national characteristics, which country they belong to. For many years, this has poisoned the minds and hearts of young people, and when the time comes, they rebel against their country. Therefore, there was a need to strengthen spiritual education. Whenever the President thinks about education, he remembers the teachings of Abdulla Avloni, who said, “Education is a matter of life - or death, or salvation - or destruction, or happiness - or disaster.” According to the words of our President, as much as it was important and relevant for the fate of our nation at the beginning of our century, it is as important and relevant for us today [1]. Its relevance is determined by the need to eliminate the danger of various harmful ideologies. After all, it is necessary to fight against them through ideas and enlightenment. Currently, one of the important aspects of educating young students is that the objective process of education should change from collective education to the direction of individual self-education and self-development. It is understood as an innovative process related to changes in society, acquisition of new social skills by young people, strengthening and improvement of civil status. In other words, it is about forming the identity of a new type of student who can find the right, adequate way and act accordingly in the process of changing socio-cultural conditions. Innovation in education and upbringing should be aimed at creating a person of the perfect human type, but this success should not be achieved by any methods and means. It is necessary for the modern young generation, a student of a higher educational institution, to have a morally sound education, to be able to re-educate himself, to change himself, to be able to solve existing problems and to be the owner of professional activity who wants to solve these problems. Innovation in education is a spiral, evolutionary development process that ensures new, continuous development, further improvement of the system, its transition to a new quality state. Thus, the innovative process in education must begin with changing the educational paradigm. It is necessary to introduce innovations into the education and training process in accordance with the requirements of the time. By implementing innovation in education, we understand the improvement of pedagogical technologies, the set of teaching methods, methods and means of acquiring knowledge, bringing it to a new level of quality. It is the innovative activity that not only helps the higher education institution and its graduates to create a solid basis of competitiveness in the market of educational services, but also closely supports the personal development of specialists. Therefore, to achieve maximum success from innovations and its content, it is necessary to change the methods of organizing educational and educational processes accordingly: universal pedagogical technologies, humanitarian technologies, application to the process of pedagogical practice, interactive methods, small group work methods should play an important role among them. Among the active teaching methods, the methods that develop the ability to acquire knowledge and analyze it, can be targeted, provide the ability to apply the acquired knowledge in practice, can accept responsible solutions in non- standard situations and embody the responsibility of the accepted solutions can take the main place. For this purpose, it is appropriate to use the following active methods - scientific research, creative research, design, role-playing and business methods.
