State bodies are municipalities, law enforcement agencies, educational, youth, culture, Labor and social services and other types of bodies that play a specific role in implementing state policies in areas related to youth, in particular adolescents, raising their life positions. This process is a systematic activity and plans for programs and measures that have a progressive and constructive importance in the implementation of public policy in ensuring the interests of young people are carried out at the deadline. Keywords: public policy, youth, adolescent, behavior, labor and social services, state organization, cooperation, modern society, law of humans. Considered public organizations, political parties, media, NGOs, family, scientific and creative associations, in their activities they conduct actions representing the upbringing of adolescents, raising their worldview of independence, social interests. The objectives of the activities of state and public organizations in improving the spiritual and moral environment of adolescents, in addition to the implementation of the main legal tasks, also covered the tasks of propaganda and propaganda. In this process, adolescents not only show clear and fluent pictures of future changes in behavior, results, but also their appearance in ensuring the future of the country, their social results. And in this regard, it is also important that in combination with the positive manifestations of the goal in terms of its content, their content is realized teran on the side of the adolescent masses, and promising goals are assured. In today's modern conditions, in the process of planning the goals of stabilizing the motives of adolescent behavior, it does not work well to master the previously existing models of templates, behavior, and thinking, to master some seemingly attractive foreign education systems. It is important to develop modern models of upbringing, to develop new, innovative measures aimed at solving the current problems of adolescents with the era of globalization in their lives. This process requires the adaptation of educational aspects to modern processes, the development of new, stimulating forms of this process, the socialization of adolescents into socio-spiritual life and the creation of New-new rules of integration. While the modernization and liberalization of the processes carried out in the prevention of negative aspects of adolescent behavior increases the responsibility of state and public entities involved in this reality, it is required to work in harmony with the observance of all the laws and regulations, guidelines that will be necessary for this process. Innovations and innovative approaches should take a solid place in the software work carried out in this process. In our country, state and public agencies are effectively operating within the framework of the authority given to them in relation to the elimination of deviant behavior among adolescents. The responsibility of state and public agencies is to eliminate factors, causes and conditions that lead to the existence and prevalence of behavior that does not correspond to moral principles among adolescents, to provide special education and the implementation of similar tasks for minors with difficult upbringing. Depending on the tasks, powers, directions, principles and content of activities for the prevention of deviant behavioral situations among adolescents, state and public organizations participating in it are classified into such types as general competent bodies, non- specialized bodies, partially specialized bodies, specialized bodies. Media, culture, creative, recreational and sports institutions, labor employment and social security agencies, etc.are non-specialized entities in organizing work aimed at preventing violations among adolescents. They are involved in the productive organization of juvenile leisure during their career, as well as in ensuring youth employment, and as well as helping to prevent juvenile delinquency. Subjects who are partially specialized in promoting deviant behavior stabilization among adolescents, preventing various violations between them include Social Services, Education, Youth, health institutions, as well as conservation, control-inspection and counseling, coworking organizations. Law enforcement agencies are specialized subjects of adolescent huqubuzarlik prevention. They carry out direct educational and preventive work with delinquent adolescents. These are the court, the prosecutor's office, the internal affairs, the justice authorities and other institutions. In working with adolescents, citizens ' self-government bodies, NGOs, family and a number of other institutions of civil society are also actively engaged. This is because these organizations carry out extensive, programmatic work on the involvement of the public in the work with minors, as well as on the support of state bodies in this regard. They are considered interested in preventing cases of conduct of various offenses and misconduct among minors. President of the Republic of Uzbekistan Sh.Mirziyoyev noted that ”significant work is being carried out to strengthen the position and activity of our younger generation, to educate it as competent individuals who think independently, master modern knowledge and professions and can enter into competition in the international arena. The most important thing is that the task of conducting constant communication with young people, ensuring their employment, finding a place in life, becoming worthy members of society, improving working and living conditions is becoming a criterion for the daily activities of all of us”[1]. The duties of preventing the conduct of minors, their violations and other acts in society are assigned to most government bodies. A state agency that carries out important and significant activities within these bodies is the prosecutor's office. The prosecutor's office carries out state control over the implementation of laws and normative legal acts formed in juvenile cases by studying the causes and conditions of origin of offenses and crimes committed among minors and taking necessary measures to eliminate it. One important institution that deals with the wellness of adolescent social lifestyles is the interdepartmental commissions on Juvenile Affairs. Juvenile affairs commissions under the executive authorities at the site are primary and coordinating agencies in dealing with minors. These commissions carry out preventive measures against the occurrence of uncontrolled cases and offenses among minors, actively participate in the realization of the relevant rights and social interests of adolescents. These commissions summarize and disseminate the work experience of the bodies carrying out preventive measures for juvenile delinquency. The interagency commission also conducts research and analysis of the causes and conditions for the commission of offenses of adolescents in its activities, develops priority areas, approaches, 298 Journal of Public Diplomacy and International Studies www. grnjournal.us software measures, projects, “road maps”on the protection of their socio-legal interests. Together with this, the commission cooperates with state and public organizations in the protection of the legitimate interests of adolescents, makes proposals to develop regulatory documents on the prevention of various negative situations that occur in their spiritual and moral environment. The internal affairs bodies are directly a highly responsible office for the organization of work with minors, prevention of violations committed between them, ensuring the legitimate interests of adolescents. This office carries out direct educational and educational work with adolescents with deviant behavior, who, unlike other departments, have a defect in their upbringing. In particular, the juvenile affairs commissions provide appropriate control over juvenile upbringing, behavior under a plan established on the basis of decisions of the investigating authorities on preventive accounting of minors and decisions made by the judicial authorities in this regard. Today, the service of an inspector-psychologist is established in the Internal Affairs offices when conducting educational work with serious minors. The decision of the president of the Republic of Uzbekistan on April 2, 2021 “On additional organizational measures for further improvement of the activities of the internal affairs bodies in the field of ensuring public safety and combating crime” was adopted, on the basis of this important document “safe educational institution” on the principle of premature prevention of violations among minors, in order to take preventive measures, the positions of Inspector-psychologist for juvenile issues were introduced, and general secondary educational institutions were established as their immediate service areas. On the basis of this service system, inspector-psychologists in schools carry out tasks to improve the psychological environment in each student's Section, take drastic and effective measures for the Prevention of violations among adolescents, and work with problem students at the address with the participation of their parents. In working with minors, ensuring their social interests and comprehensive support, “Centers for social and legal assistance”, which operate in constant cooperation with the internal affairs bodies, occupy an important place. Within their mandate, they provide temporary custody of adolescents between the ages of three and eighteen with the aim of identifying, protecting their lives, maintaining and strengthening their health, and preventing further violations by them. Individual preventive measures are carried out with adolescents brought to this center, their uncontrolled, the conditions that will cause violations to occur are determined and the relevant state bodies are notified. In improving the social life of adolescents, health institutions from state organizations carry out important tasks. They organize the spread of sanitary and hygienic knowledge among adolescents, their family members, educational institutions, the comprehensive promotion of a healthy lifestyle. Provides for the development and enforcement of appropriate measures to prevent harmful vices and behavioral defects that arise between adolescents through sexual intercourse, infectious diseases, alcoholism, smoking addiction, drug use and psychotropic substance use. Provides counseling assistance to parents and family members of adolescents on appropriate grounds in order to prevent the spread of these defects. In our country, public organizations carry out important work in improving the socio-spiritual life of adolescents. Youth, women, community organizations of creative, environmental, educational nature, trade unions promote the social, economic and spiritual interests of adolescents, the realization of social justice in this regard, the development of national and universal principles, the solution of problems encountered in their lives, through which they promote socio-political stability. Public organizations participate in the implementation of issues and adopted legislation aimed at ensuring public policy on youth with the participation of the public. At this point, we quote the following quote, highlighted by J.Tulenov: "public organizations also play an important role in strengthening the political stability of our country. Public organizations participate in the management of Public Affairs, the protection of socio-economic and legal interests of the working people in solving political, economic, educational, economic and cultural issues, the 299 Journal of Public Diplomacy and International Studies www. grnjournal.us distribution of housing and material goods, the enhancement of the political culture of citizens, the younger generation, the strengthening of social activities, the solution of national and interethnic problems. Thus they all contribute to the political independence of our society”[2]. Today, the role of political parties in the recovery of socio-spiritual activities of adolescents is growing in our country. The main reason for this is that the “youth wing” of political parties is conducting activities of a heavenly educational nature in the positive-spiritual education of young people, including underage adolescents. Also, the ideas and programs of political parties within the framework of the statutes contribute significantly to the formation of a healthy environment among young people, ultimately stabilizing the social life of society. Today, together with the central councils of political parties, in places their regional, municipal and district councils carry out important measures in improving the spiritual and moral environment of young people. For example, the program of the Democratic Party of national reconstruction of Uzbekistan has the following tasks:  further development of civil society institutions, ensuring freedom of speech as practical means of protecting human rights, freedoms and legitimate interests;  to improve the well-being of society and the people, to unite its interests to solve the tasks of the continuous spiritual rise of all social groups and strata of the population as the basis of protection from various threats and encroachments”[3]. The work plan of the new Uzbekistan development strategy for 2022-2026 on implementation of the state program on the implementation of the “year of glorification of human dignity and active neighborhood “in the directions of the activities of the Democratic Party of national reconstruction of Uzbekistan and the Legislative Party faction of the Supreme Assembly until 2022 provides for various educational measures on spiritual and moral education of young people. In particular, the program of the Liberal Democratic Party of Uzbekistan defines the following program-based tasks related to the implementation of social goals for the sustainable development of society: “civil society cannot be built without increasing the political and social activity of the population. Only a conscious and active person can overcome all difficulties and contribute to the prosperity of an independent Uzbekistan and become a full-fledged member of the international community”[4]. In these ideological goals and objectives, it is manifested that a citizen, including young people, must participate with full responsibility in ensuring the interests of society and realizing the principles of its future development. Also, in the program of the people's Democratic Party of Uzbekistan, the following goals are set in ensuring social cooperation in ensuring the stability of society, increasing individual responsibility: “the people's Democratic Party of Uzbekistan considers national interests such as preserving and strengthening the independence of Uzbekistan, ensuring the prosperity of our motherland, achieving civil and interethnic harmony, social stability, the well-being of each family Political parties are holding relevant actions and events among young people in the fight against international terrorism, religious extremism and other global threats, socio-spiritual problems. The purpose of these measures is to form a strong immunity in the fight against spiritual threats in the minds of young people, to mobilize them for creative work. Ensuring the social, legal and spiritual interests of adolescents, their universal qualities, lack of care, indifference in relation to events related to the scale of reforms and changes, not allowing the violation of their rights, upbringing such continuous activities as constant struggle against vices and social problems in society are also manifested through the activities of the media in our country. The media is the main driving force in adolescents ' rapid perception of social realities, 300 Journal of Public Diplomacy and International Studies www. grnjournal.us positive changes in the life of human society, the universal news manifested in this regard in their minds. The media also plays an important role in the realization of the qualities of gratitude, confidence in the future and dedication in the minds of adolescents. At the same time, it should be noted that in our society, the opportunity for adolescents to express their opinion without any political obstacles through freedom of speech, freedom of the press, diversity of opinions, the possibility of their timely response to the realities of social life are also resolved through the media. As established in our general law: “everyone has the right to freedom of thought, speech and belief. Everyone has the right to seek, receive and disseminate the information they want, except for information directed against the current constitutional system and other restrictions established by law”[6]. A structure that is important in the social marriage of adolescents is the neighborhood. The preservation and improvement of national values, traditions and customs in the neighborhood is also important in the education of young people. The adherence of adolescents to our national traditions, their adherence to the important principles of our historical values in their socio- spiritual life is an important sign of social stability. The neighborhood is considered a public place, where it is most convenient to teach life lessons to teenagers. In neighborhoods throughout our country, the passage of many folk sayings, good deeds, Social, public events positively affects the socio-spiritual environment of young people, gaining educational significance. In solving the vital issues of adolescents, elders, activists in the neighborhood are doing with their intelligence, fair view. The fact that this reality is left from generation to generation as a tradition also plays an important role in the upbringing of future heirs. The role of NGOs is also great in stabilizing the spiritual and moral life of adolescents, supporting them in socio-legal and economic terms. NGOs play an important role in promoting the activities, social responsibility of adolescents in legal, social and creative aspects. In society, non-profit organizations organize activities such as the implementation in practice of the principles of social justice in the life of young people, in return for ensuring social stability, solving current issues that are found in the field of education, medicine and ecology. The role of public control in protecting the social interests of adolescents, organizing their socio- spiritual life on stable grounds is great. At a time when the prospects for the comprehensive development of the social, economic and spiritual life of young people in our country are being determined, public control carried out by various related subjects of society is one of the institutions that are important in improving the lifestyle of adolescents, providing them with comprehensive support, preventing negative vices and problems in their socio-spiritual life. This process, in turn, plays an important role in ensuring social stability in society, with the formation of a specific positive attitude among young people. The role of the Family Institute is also incomparable in the comprehensive preparation of adolescents for life-relationship experiences, material and spiritual values. The role of parents in the family in the formation of positive qualities in youth behavior and the organization of their spiritual education is great, in this regard, objective and subjective have the goal of realizing important conditions and important positive factors. Objective conditions can include material well-being in the family, increased income, housing, the use of high-level training opportunities, etc. The following criteria are important in ensuring the position of state and public organizations in the formation of adolescent behavior in society on a positive basis, ensuring their needs and interests, promoting social responsibility and spiritual activity:  promote the realization of important processes such as the creative qualities of adolescents, their indifference to reforms and positive changes in society, the struggle with various spiritual threats and activism against negative vices in their practical activities; 301 Journal of Public Diplomacy and International Studies www. grnjournal.us  to encourage adolescents to become a full-fledged participant in social, political, legal and spiritual processes as an initiative force in ensuring the stability of society, peace and prosperity of the population, an active fighter for the country's prospects;  to honor the ideas of freedom and independence as national and universal values, to enrich its content and essence with principles of constant progress, to involve public opinion and social cooperation in this process on a comprehensive basis;  to make our country have a worthy place in the world community on the basis of new relations today, to constantly fight internal and external threats, to constantly promote the relevance of timely solutions to social problems to young people.
