The development stages of these bodies can be broadly divided into historical, legislative and functional stages. Local self-government has a rich historical evolution that varies across regions and countries. It often traces its roots to ancient civilizations, where community leaders played an important role in decision-making. The evolution continued through the Middle Ages, colonial periods, and various social and political movements that emphasized local autonomy. Organization and development of local self-government bodies are mainly determined by legislative measures. Constitutional provisions and legal documents determine the structure, powers and duties of these bodies. The legal framework may vary from country to country, but common goals include decentralization, community participation, and local empowerment. The head of state noted that all socio-economic programs in the country are being implemented locally based on the demand of the population, and for this, many authorities, organizational and financial opportunities are being given to the neighborhoods. "The system of five" consisting of the chairman of the neighborhood, assistant to the mayor, a women's activist, a youth leader and a prevention inspector was established. In order to further improve this system of five, the President of the Republic of Uzbekistan Shavkat Mirziyoyev said in the video selector that the five in the neighborhood will become the "neighborhood seven". In this case, a tax collector and a social worker will also be included in their ranks. Republican, regional and district (city) councils for the development and support of neighborhoods will be introduced. Their tasks in the activity are as follows: It was noted that the chairman of the citizens' assembly has the right to exercise the following 32 powers to fulfill the tasks assigned to him[1:15]. The post of assistant mayor has been created in local self-government bodies, and the holders of this position perform the following tasks.  Household-by-household study of the socio-economic situation in the neighborhood, including the analysis of the employment level of the population, sources of income of families, the state of use of farm lands, as well as the desire and needs for profitable work;  Taking into account the internal opportunities for the development of entrepreneurship in the neighborhood, specialization in entrepreneurship and labor resources, determining the factors and directions that encourage its development, ensuring the economic development of the neighborhood by using them;  By studying the interests of the population without a permanent source of income and unemployed, especially young people and women, directing them to vocational and entrepreneurship training centers and ensuring the employment of graduates to help;  By determining the available vacancies in the neighborhood and the demand of economic entities for seasonal workers, the unemployed, first of all, young people and women included in the "iron register", "women's register" and "youth register" placement of girls in vacant jobs and involvement in paid public works;  Development of family entrepreneurship of residents of the neighborhood, including assistance in obtaining loans within the framework of family entrepreneurship programs for starting handicrafts, homemaking, effective use of land, small production, service and other types of activities; 30 Journal of Public Diplomacy and International Studies www. grnjournal.us  Based on the specialization of the neighborhood, to organize the allocation of preferential loans to leading entrepreneurs who expressed their desire to start business activities on the basis of cooperation, so that citizens who do not have the experience of doing business independently can start their own business. attach to them;  Organization of effective use of people's homesteads, assistance in setting up such activities as farming, animal husbandry, poultry farming, rabbit breeding, beekeeping, seed breeding, nursery farming, floriculture;  Identify vacant buildings and land areas in the neighborhood and submit proposals to relevant organizations to allocate them to business entities in the pre - Problems that hinder the implementation of business activities (connection to and use of engineering and communication systems, obtaining permits and licenses for various activities, empty buildings and land areas for business activities separation, etc.) to arrange for it to be resolved by relevant organizations scribed manner; In order to introduce new management mechanisms for working with young people, to create a vertical system of working with them, to solve youth problems directly in neighborhoods, to further increase the effectiveness of spiritual-educational and educational work in educational institutions: In every town, village, farm, Also, the position of youth leader was introduced in every neighborhood in cities, towns, villages and villages [3:18].  Formation of the "Youth Balance", entering the necessary information about the youth into the "Youth Register" and "Youth Portal" electronic platforms, organizing effective work with them;  Meaningful organization of free time of young people in neighborhoods, popularization of national folk games and sports among young people, implementation of Five important initiative projects, youth festivals and other cultural and educational events;  To increase the social activity of young people, to encourage their talent, talents and initiatives, and to help them find their place in life;  Educating young people in the spirit of patriotism and ensuring their intellectual maturity and spiritual development;  Systematic work with young people who have a tendency to commit crimes, support social- pedagogical rehabilitation and adaptation of young people who have been released from penal institutions and returned from specialized educational institutions. The leaders carry out their activities in the neighborhoods assigned to them in the following main directions: In terms of promoting culture and art, the "Art Buds" competition, the "Voice of Youth", "Young Artists" and "Rainbow Stars" children's creative festival in the field of status, charity and variety organizes and organizes youth and children's theater groups. In terms of promoting a healthy lifestyle and sports, it organizes competitions in mini-football, volleyball, basketball, table tennis, cycling, running, chess, checkers, badminton, archery, 5,000 steps walking marathon for health and "Young Ecolog" action will be held; In order to organize the effective use of information technologies, it implements the projects "One million programmers", "The first step to programming", holds the cyber sports championship and the contest "Connoisseur of information technologies"; In terms of promotion of spirituality and reading - "Zakovat" competition, "Kuvnog va zukkolar", "Smart reader", "Young reader", "Young reader family", "Knower of foreign languages" and "Young polyglot" contests and "Munozara" organizes intellectual and national folk games; In terms of educating in the spirit of patriotism and improving legal literacy - "Young Border Guard", "Young Rescuer", "Happy Starts", "Temurbeks", "Princess of Tomaris", 31 Journal of Public Diplomacy and International Studies www. grnjournal.us "Shunqors", "Young Lawyer", "Young Voter", " organizes "Young Deputy" contests and "I will be a soldier" actions and trips to military units. Together with the National Broadcasting Company of Uzbekistan and the National Information Agency of Uzbekistan, ensure the preparation and broadcasting of a series of programs under the heading "Youth in the spotlight". Take measures to organize a series of events aimed at educating young people in the neighborhoods in the spirit of loyalty to the Motherland, respect for national values, involvement in the reforms implemented in the country, religious tolerance and inter-ethnic harmony. Let young people who have achieved positive results in competitions take measures to support them in every way so that they can regularly practice sports and become professional athletes.
