M Abstract: the article considers innovations introduced in the system of ensuring public order and safety, prevention of offenses, broad public participation in reducing accidents and fatalities on the roads in accordance with the Concept of Public Safety of the Republic of Uzbekistan and the practice of its implementation. Keywords: system of ensuring public safety, prevention of offenses, protection of honor and dignity of the individual. The radical reforms carried out in the Republic of Uzbekistan have created conditions for the further development of social relations, strengthening guarantees for the protection of universal human values, primarily the protection of the individual, his life, freedom, honor, dignity and other inalienable rights. As the head of state noted, the content of the Constitution should be filled with the idea “...In the name of the honor and dignity of man” and be based on the main principle of our current reforms “man - society - state”[1. Thus, the transition to new principles of organization of state power and the implementation in accordance with the Constitution of the Republic of Uzbekistan of the new edition are carried out in accordance with the principle “man - society - state”, that is, the interests of people come above all else. Thus, the implementation of all ongoing reforms unites the entire society around the idea of building a New Uzbekistan. The main thing is that this process takes into account the interests of all segments of the population. Thus, in accordance with part three of Article 21 of the Constitution of the Republic of Uzbekistan “...Human rights and freedoms can be limited only in accordance with the law and only to the extent necessary in order to protect the constitutional system, public health, public morality, rights and freedoms other persons, ensuring public safety and public order.“ [2] Issues of ensuring public safety and public order, the safety of individuals, society and the state have recently become universal. Unprecedented changes in the world, the emergence of new threats and challenges, and the exacerbation of global problems for mankind pose the need for the world community to jointly resolve issues of safe existence and development. At the same time, one modern state cannot remain aloof from the global problems of countering growing threats. These issues are also relevant for the Republic of Uzbekistan. Ensuring public safety is organically linked to the state-legal, economic and social reforms carried out in the country, building a democratic, legal, social and secular state, which requires their systematic understanding in the context of the Concept of Public Security of the Republic of Uzbekistan [3. Thus, in accordance with the Decree of the President of the Republic of Uzbekistan “On measures to approve and implement the Concept of Public Security of the Republic of 43 Journal of Public Diplomacy and International Studies www. grnjournal.us Uzbekistan,” the country has created a national system for ensuring the protection of public order and security, crime prevention and the fight against crime. It should be noted here, “...In particular, fundamentally new mechanisms and procedures for organizing work in the direction of ensuring public safety based on the principle of “Serving the interests of the people” have been introduced, targeted interaction between government bodies and public formations has been established“[4. In this regard, the main goals and objectives arise for the further development of the norms of national legislation in force in the field of ensuring public safety; these fundamentally important directions make it possible to give New Uzbekistan a platform for constructing the administrative and legal framework for the activities of entities ensuring public safety, such as the Cabinet of Ministers, Ministry of Internal Affairs, National Guard, Ministry of Emergency Situations, State Security Service, Prosecutor General's Office, Ministry of Mahalla and Family Support, Ministry of Development of Information Technologies and Communications, Ministry of Health of the Republic of Uzbekistan, local government bodies. It should be noted that the Concept of Public Security of the Republic of Uzbekistan defines national interests, principles and priority directions of state policy in the field of ensuring public security. At the same time, the legal basis for ensuring public safety in New Uzbekistan is the Constitution of the Republic of Uzbekistan in the new edition, the principles and norms of international law, laws and regulations of the Republic of Uzbekistan adopted in the field of ensuring the protection of public order and security. It should be emphasized that the Concept of Public Security of the Republic of Uzbekistan consolidates national interests in the field of ensuring public security, which include: 1) ensuring the socio-political stability of society; 2) creation and strengthening of a legal society in the country on the basis of increasing legal consciousness and political and legal culture, political and social activity, and civil responsibility of the population; 3) expanding public participation in building a legal democratic state and a strong civil society, strengthening the system of state and public administration, managing the affairs of the state and society; 4) increasing the active and creative role of self-government bodies, non-governmental non- profit organizations, the media in the socio-political life of the country, the effectiveness of interaction between society and the state; 5) comprehensive strengthening of interethnic and interreligious relations, a culture of religious tolerance, friendship, mutual cooperation and humanism in society; 6) strengthening the ability and potential to preserve social identity (language, culture, social system, national mentality and religion), that is, the ability to self-preserve, in the face of constant changes in the world and real and possible threats arising under their influence. It should be noted here that ensuring public safety in New Uzbekistan is the activity of not only the state, but also the entire society and each citizen individually, aimed at protecting the vital interests of the individual, society and the state and their practical implementation. The main directions of ensuring public safety in the country are strategic national priorities, which define the tasks: firstly, to suppress threats to public safety, including the adoption of large-scale targeted programs and ensuring their implementation; secondly, ensuring the protection of society from illegal attacks, including early warning, identification and suppression of the main factors of such attacks; thirdly, the prevention of social and interethnic conflicts; 44 Journal of Public Diplomacy and International Studies www. grnjournal.us fourthly, identifying and suppressing any manifestations of terrorist and extremist activities, combating corruption, illicit trafficking in narcotic drugs and psychotropic substances, weapons, ammunition, explosives, illegal migration and human trafficking, as well as crimes and offenses against human rights and freedoms; fifthly, ensuring the uninterrupted and safe operation of social infrastructure, including tourist facilities; sixth, preventing damage and deaths from road traffic accidents by improving transport infrastructure, vehicle safety standards and traffic regulations; seventh, the socialization of persons prone to committing crimes, who are under administrative supervision and registered with probation, who have come under the influence of destructive ideas, including preventing citizens from committing this category of crimes through their vocational training and involvement in entrepreneurship; eighth, protection of the population and territories from natural and man-made emergencies, civil protection, formation and continuous improvement of the population’s skills in ensuring fire safety; ninth, preventing crime among minors and youth through the implementation of measures to educate them in the spirit of love for the Motherland, patriotism, respect for national and universal values, protecting the younger generation from the ideas of terrorism, extremism, violence and cruelty; eleventh, the widespread introduction of modern information and communication technologies and systems in maintaining public order, ensuring the safety of citizens and fighting crime; twelfth, ensuring constant readiness, increasing efficiency and strengthening the material and technical base of the forces and means of authorized government bodies involved in ensuring public safety, as well as increasing the level of legal and social protection of personnel[5. Thus, public safety is carried out by a unified state policy through a system of measures in the political, economic, and social spheres of management. To directly perform the functions of ensuring the protection of public order and security in accordance with the Decree of the President of the Republic of Uzbekistan “On measures to approve and implement the concept of public security of the Republic of Uzbekistan,” the Department of Public Security was established within the Ministry of Internal Affairs. The main objectives of the Department are: 1) carrying out coordination and comprehensive analysis of the activities of public security units of internal affairs bodies, as well as providing them with practical and methodological assistance; 2) taking measures to organize activities to protect public order, effectively manage the forces and means of internal affairs bodies while ensuring the safety of the population in public places; 3) ensuring the activities of internal affairs bodies in the prevention of crime, organizing work on the social adaptation of persons on preventive registration and under administrative supervision; 4) prevention of crime among minors and youth, especially its unorganized part, through the effective organization of targeted educational and preventive measures with them; 5) organization of activities to ensure road safety, early warning of road accidents, monitoring compliance with restrictions on driving a vehicle; 6) ensuring the execution of punishments not related to imprisonment, organizing work to control behavior, social adaptation and preventing the re-commission of crimes by persons under probation control [6. 45 Journal of Public Diplomacy and International Studies www. grnjournal.us It should be noted here that in the implementation of the main tasks of the Department of Public Security, a significant place is given to public safety, which is a special social system designed to ensure the safe, effective implementation by citizens of their rights and interests. The foregoing indicates the importance of the state’s activities to ensure the protection of public order and security in the country, the prevention of crime and the realization by every citizen and guests of the capital of their rights and legitimate interests, which in turn requires improving the provision of public services in a rapidly changing world and the digitalization of public relations. It is no coincidence that the President of the Republic of Uzbekistan specifically focused on the implementation of strategically important measures to improve the system of security and protection of the state border, ensuring public safety[7. Thus, practice shows that in the field of ensuring the protection of public order and public safety, the organization of activities to ensure road safety and early warning of road accidents is of great importance. At the initiative of the President of the Republic of Uzbekistan, the National Program “Safe and Smooth Road” for 2022–2026 was approved. This program is aimed at sharply reducing accidents and fatalities on the roads by improving road infrastructure and creating conditions for safe traffic in the following areas: firstly, infrastructure improvements (installation of new and replacement of old road signs, including speed limits near schools, installation of signs, installation and updating of traffic lights, markings, installation of lighting, construction of sidewalks and bicycle paths, overground and underground passages, overpasses, reconstruction of the roadway, installation of fences); secondly, digitalization of the traffic control system (installation of cameras to record violations, integration of traffic lights into the central control system, creation of a monitoring center to control traffic flow); thirdly, the development and digitalization of public transport (equipping stops with electronic monitors that provide information in real time, construction and reconstruction of bus stops, bus terminals and bus stations, equipping passenger transport with navigation aids (trackers), introduction of automated fare payment); fourthly, promoting road safety, including teaching traffic rules to children in schools; fifthly, improving the driver training system and strengthening control over the technical condition of transport [8. In addition, the Traffic Rules have been revised, a speed limit has been established on the central streets of large cities, in particular, in front of schools and kindergartens, the speed of movement should not exceed 30 kilometers per hour, and in some busy streets the speed limit is up to 60 kilometers. It should be noted that the Decree of the President of the Republic of Uzbekistan “On approval of the national program “safe and smooth road”, scheduled for implementation in 2022 - 2026” approves the plan for the development of the road safety system in the Republic of Uzbekistan, which provides for measures to improve the image of the service, quality training, improving logistics, introducing digital technologies (Drones) into activities. In turn, reliable road safety today is one of the main directions for ensuring the protection of public order and public safety on the roads. Thus, in accordance with Article 11 of the Law of the Republic of Uzbekistan “On Amendments and Additions to the Law of the Republic of Uzbekistan “On Road Safety””, the procedure for the participation of self-government bodies of citizens and non-governmental non-profit organizations in the implementation of measures to ensure road safety is determined. Thus, self- government bodies of citizens and non-governmental non-profit organizations have the right to: 46 Journal of Public Diplomacy and International Studies www. grnjournal.us submit to local government authorities, specially authorized state bodies, proposals for the implementation of measures and improvement of regulations and normative documents in the field of road safety; participate in activities to prevent road accidents; participate in the development of decisions by public authorities and management in the field of road safety in the manner prescribed by law. Thus, the main subject of ensuring public safety is the state, which exercises functions in this area through the legislative, executive and judicial authorities. But ensuring the protection of public order and security, as well as the prevention of crime in New Uzbekistan, is the activity of not only the state, but also the entire society and each citizen individually, aimed at protecting the vital interests of the individual, society and the state and the practical implementation of constitutional reforms - “ Man - Society - State,” that is, human interests are above all.
