Reasonable reflection on them places various responsibilities on each of us today. The depletion of the ozone layer on our planet, the negative impact of unexpected climate changes, excessive air pollution, degradation of fertile soils, and the sharp decline in species of fauna and flora, which are leading to a decrease in biodiversity, require the world community to be extremely vigilant and aware of the environment. The shortage of clean drinking water has also become an acute problem. If the situation continues in this way, it is predicted that the world will face major environmental risks. Introduction It is no exaggeration to say that the idea of ecological security and green development has now taken a leading place in the programs of all influential international organizations and in diplomatic relations between countries. The fact that our country, as a member of this important process, has joined a number of international agreements on ensuring ecological security and stability is the basis for a unique improvement in cooperation in this area. In addition, the updated Constitution of the Republic of Uzbekistan, a number of laws and by-laws, which define the necessary legal norms serving to ensure ecological stability, is also worthy of special attention. Today, no country is immune to the environmental problems facing the world community. This issue has already acquired a global character and does not bypass any country, knows no borders. If we look at the essence of the emergence of all these problems, there is only one thing: the human factor, man's ruthless and boundless attitude towards nature! By the 21st century, the excessive increase in human activity and human needs began to disrupt the balance of nature. Methodology At the end of the 20th century, the impact of humanity on processes in the biosphere reached its peak. The current generation is experiencing situations of local and spiritual ecological crisis. In such a complex era, the scientific-theoretical, practical, educational-cultural and informational significance of ecology is increasingly increasing. Ecological culture is a new culture of humanity, which defines value directions that stimulate ecologically healthy human behavior, activity and a new qualitative level of relations between man and the socio-natural environment. In a broad sense, ecological culture is a new content of human culture. A comprehensive analysis 63 Journal of Public Diplomacy and International Studies www. grnjournal.us of the research problem showed that it is very difficult for a person to understand his duties to nature in a new way and to form a new worldview.[1] Therefore, on April 15, 1992, at the UN conference on environmental problems, it was proposed to celebrate this day as the “Day of Environmental Education”, focusing on the great importance of environmental education for the life and sustainability of humanity. [2] The main goal of this is to promote environmental knowledge, form an ecological culture, and inform the population about current environmental problems and the state of the environment. This is why this date is widely celebrated in our country, along with many other countries around the world, every year. In recent years, systematic work has been carried out in our country to ensure the participation of citizens in preventing and eliminating environmental problems associated with global development and climate change, and to improve the ecological culture of the population. The new Constitution stipulates that the state creates conditions for ensuring the environmental rights of citizens and exercising public control over urban planning activities. The program for the transition to a "green" economy and ensuring "green" growth in the Republic of Uzbekistan until 2030 reflects the environmental rights and obligations of the population. The Decree of the Head of our state dated May 31, 2023 "On measures to transform the sphere of ecology and environmental protection and organize the activities of an authorized state body" also includes tasks related to the development of environmental awareness and environmental culture among the population. Despite the consistent measures being taken, the number of environmental violations in the country is increasing from year to year. The negative impact of citizens on the sanitary condition of settlements and the protection of natural resources remains.[3] Result and discussion Raising legal awareness and environmental culture in society is one of the most important conditions for ensuring the rule of law and strengthening legitimacy. However, it shows that there is no coherence in the work being carried out to raise environmental culture in society. The participation of family, neighborhood and non-governmental non-profit organizations and other civil society institutions in this matter is not sufficiently ensured. Therefore, the state program for the implementation of the “Uzbekistan — 2030” strategy in the “Year of Youth and Business Support” stipulated the development of a draft resolution of the President “On approval of a special program to involve young people in building a “green” economy in order to form a “green” consumer culture in the Republic of Uzbekistan”. This document aims to improve the ecological culture of the population, attract the growing younger generation to the "green" economy, form a "green" consumer culture in them, and effectively organize the process of environmental education and upbringing, developing a "Concept for Improving the Ecological Culture of the Population for the Period Until 2030", a Concept for Improving the Ecological Culture of the Population for the Period Until 2030 and a Program of Measures for the Implementation of the Concept for 2024-2026.[6] On the occasion of April 15 - "International Day of Ecological Knowledge", a scientific and practical conference was held at the Tashkent State Pedagogical University named after Nizami by the Ecological Party of Uzbekistan faction of the Legislative Chamber of the Oliy Majlis on the topic "Formation of Ecological Knowledge and Culture in Youth". As part of the conference, a tree planting campaign was organized on the territory of the university within the framework of the national project "Green Space". This, in turn, will increase the environmental knowledge of young people and also serve to strengthen the health of the population. 64 Journal of Public Diplomacy and International Studies www. grnjournal.us The main goal of this Concept, adopted on May 27, 2019, is to form and develop environmental knowledge, awareness and culture among the growing younger generation, effectively organize the process of environmental education, as well as further improve science in the field of ecology by involving the world's advanced innovative technologies. To achieve this goal and put it into practice, the following main tasks are required: Ø To establish the basic principles of developing environmental education in the system of continuous education in accordance with the Laws of the Republic of Uzbekistan "On Education" and "On Nature Protection", to consistently and gradually implement them in the educational process and, on this basis, to bring the effectiveness of environmental education to a new level; Ø To organize environmental education, the promotion of environmental knowledge, publishing activities, competitions, social advertising, etc.; Ø to improve educational programs based on the elimination of existing environmental problems and the requirements of the time; Ø to draw the attention of learners to universal environmental problems, thereby increasing their responsibility for the preservation and rational use of non-renewable resources of mother nature; Ø to develop and introduce effective forms and methods of environmental education; Ø to create a regulatory, legal, material, technical and information base that ensures the quality of environmental education, the effectiveness of the personnel training system, guarantees and priorities for its sustainable development; Ø to develop mutually beneficial cooperation between state bodies in the field of ecology and environmental protection in the educational sphere. Conclusion In conclusion, the organization of environmental education, the introduction of environmental information and environmental and legal support is one of the areas of activity of state and public environmental organizations, the media, educational structures, law enforcement agencies and law enforcement agencies, etc. A brief analysis of the constitutional and environmental norms of different countries once again confirms that the establishment of priority areas of state environmental policy in the Constitution, their further clarification in regulatory and legal documents, and the culture of law enforcement allow for environmentally sustainable development. Also, as a comparative analysis shows, the main environmental and legal norms enshrined in the Constitution of the Republic of Uzbekistan correspond to the experience of the most advanced foreign countries and serve to ensure sustainable development in our country, maintain environmental cleanliness, and protect nature and public health.
