Furthermore, it delves into the regulatory and legal aspects governing player selection, including policies established by football associations, labor laws, and ethical guidelines that protect players' rights, particularly minors, in the selection and training process. The research addresses the balance between achieving optimal player development and adhering to legal standards, ensuring fairness and non-discrimination in selection practices. Through this analysis, the study aims to highlight the importance of transparency, fairness, and consistency in player selection, alongside the legal obligations to protect the welfare of young athletes in the global football ecosystem. It is no exaggeration to say that training football players at a high level is a huge task for professionals, and it does not leave football fans indifferent. Resolution No. PP-115 "On Additional Measures for the Comprehensive Development of Popular and Professional Football" adopted on April 7, 2023, which set out the main directions for further increasing the popularity of football in our country, establishing a new system for selecting promising and talented football players and training them at a professional level, training and improving the skills of coaches and referees based on international requirements, increased interest among young people in football, further strengthened propaganda work in this regard, created sufficient conditions for them to play football, developed and implemented long-term promising plans and programs, created a high- quality sports reserve for national teams and professional football clubs, introduced a digital system for identifying, selecting and selecting talented football players, developed educational and methodological manuals for training football players, established a system for selecting highly talented young football players, and early identified the ability to play football in children and adolescents. and they stipulate the need to carry out comprehensive work on developing a sustainable interest in football, selecting a team of qualified coaches to conduct football training, and establishing a training process for the training of sports reserves and highly skilled football players using the latest methods of organizing the educational system. Ensuring the implementation of the tasks set out in this resolution, training football players at a high level and organizing their training are truly urgent and are among the problems facing specialists in the field and need to be overcome. 9 Journal of Public Diplomacy and International Studies www. grnjournal.us METOD AND METODOLOGY Also, the adoption of the Resolution of the President of the Republic of Uzbekistan No. PP-355 “On measures to expand the network of football educational institutions and develop football infrastructure that meets international standards” on November 11, 2023, in order to bring the system of training professional football players in our country to a qualitatively new level, to increase the number of football educational institutions, to further develop football infrastructure that meets international standards, and to further improve the training of coaches, referees and other specialists who can compete with countries with developed football, demonstrates the importance of the work that needs to be done in this area. These resolutions stipulate that, while adopting advanced foreign experience and involving experienced international specialists, the training of coaches and players based on modern, innovative methodologies and a scientific and analytical approach should be carried out, organizing the training of players based on a unified approach in football educational institutions at all levels and providing them with scientific and methodological support, drastically reducing the intervention of the human factor in organizing transparent selection work by digitizing all stages of player training, professionally training candidates for national teams from the most talented and highly skilled players selected from local football academies and schools based on methods and philosophy appropriate to modern football, and organizing scientific and research work on football, and achieving the development of the field by involving advanced foreign sports technologies. They also set out relevant tasks for specialists in the field, and indicated relevant topics for future scientists conducting research in the field. RESEARCH RESULTS As football competitions around the world move to a new level and increasingly high demands are placed on players, it is becoming increasingly important to improve and increase the efficiency of the selection of players during multi-year training stages. The selection of young players is one of the most important links in the preparation of highly qualified players and is becoming an important factor in the successful organization of player training. Leading scientists in the field consider it important to develop comprehensively based methods and technologies for the selection of children with football talent. It is of great importance to conduct research on systems and models for the selection of players during multi-year training stages, to develop scientific and theoretical foundations for solving such problems and to implement them in practice. Scientific research on selection is being conducted in a number of countries. Researchers are mainly conducting scientific research to determine the relationship between genetic characteristics, physical fitness and playing role, anthropometric indicators and technical training in the selection of players. There is insufficient information on the scientific and theoretical foundations of selection and improvement of technologies and conceptual models for selecting players who are engaged in multi-year training stages. In this regard, there is a need to scientifically and theoretically substantiate the evaluation criteria of player selection systems and important aspects of selection. CONCLUSION In our republic, large-scale work is being carried out to popularize the sport of football, radically reform the system of training football players, and train mass and professional football players. Such tasks as radically improving the system of selecting and selecting highly talented football players, establishing a system of "exporting football players" to leading clubs in developing countries through their gradual professional training are aimed at further developing the football selection system. Although our country's scientists have conducted research on improving the technical, tactical and physical training of football players, functional and psychological training, and increasing the effectiveness of competition activities, there have been no studies on selecting football players during long-term training stages, studying the main factors of selection, improving tests for assessing important indicators of football players during selection, and providing scientific and theoretical substantiation of the data obtained.
