Introduction. Currently, the steady increase in the number of vehicles on urban and intercity roads makes the issues of ensuring road safety even more urgent. In order to reduce the number of road accidents, protect human life and health, as well as maintain the economic and social stability of the country, the need for highly qualified, theoretically and practically well-trained drivers is growing. In such conditions, the issue of developing a system of training, retraining and internships for drivers is of great importance. The process of training drivers consists not only in providing them with theoretical knowledge, but also in forming their ability to make the right decisions in various difficult situations on the roads. In the existing education system in our country, especially in the processes of retraining and internships for drivers, there is an insufficient harmony of theory and practice. As a result, graduates and drivers who have completed advanced training courses face many problems in real road conditions. This leads to serious shortcomings in ensuring road safety. In the world experience, in countries with high driver training, for example, in Germany, the USA, and Japan, a system of regular retraining, advanced training, and internships for drivers has been effectively established. In these countries, as a result of the widespread use of innovative educational technologies, in particular, modern simulators, virtual reality, and practical exercises, the professional competencies of drivers are being formed at a high level. 66 Journal of Public Diplomacy and International Studies www. grnjournal.us One of the important tasks is to adapt and implement such advanced practices to the conditions of our country. Based on this, the main purpose of this article is to scientifically analyze the current state of the system of training, retraining, and internships for drivers in Uzbekistan, identify existing shortcomings, and develop specific and effective proposals using international advanced practices to eliminate them. This article is an important source for educational institutions operating in the field, organizations engaged in ensuring road safety, government agencies, and a wide range of researchers, and will serve to further improve the system of professional training of drivers in our country. Main part Effective organization of driver training, retraining and internships is an important component of the road safety system. In our country, the increase in the number of vehicles and the intensity of road traffic in recent years has led to a proportional increase in the number of road accidents (RAs). This situation requires a systematic improvement of the professional qualifications of drivers who drive vehicles. Therefore, improving the processes of training, retraining and internships of drivers has become one of the most important tasks today. The process of training drivers should include the formation of practical skills, along with theoretical knowledge. In the existing system in Uzbekistan, more attention is paid to theoretical training, and the process of integration with practice is not sufficiently developed. This, in turn, reduces the level of preparedness of drivers for real situations on the roads. The results of scientific research show that systematic improvement of the knowledge and skills of drivers has a direct impact on reducing road accidents. The retraining process allows people who already have driving qualifications to update their knowledge and familiarize themselves with modern road safety requirements. In our country, the retraining system is often of a formal nature, and the effectiveness of such courses is not up to the mark. In particular, the lack of practice-oriented programs is one of the main shortcomings of the retraining process. By widely involving innovative educational technologies, simulators, and virtual reality systems in this process, it is possible to increase the adaptability of drivers to real situations. At the same time, the internship system also plays an important role in improving the professional training of drivers. During the internship process, drivers have the opportunity to directly get acquainted with various practical situations and improve their professional competencies. This system is not sufficiently established in Uzbekistan, and in most cases, internships are held officially and do not have a noticeable effect on improving the professional skills of participants. When analyzing international experience, it was found that the system of training, retraining and internships for drivers in countries such as Germany, the USA and Japan is highly effective. For example, in Germany, the driver training system pays great attention to practical training along with theoretical training. Drivers are regularly involved in special advanced training courses, and virtual reality, simulators and modern digital technologies are widely used in these courses. In the USA, the internship and retraining system is constantly monitored, and practical training is also organized in special traffic centers, and drivers' readiness for difficult road situations is regularly checked. In Japan, special psychological training and practical training aimed at improving the professional culture of drivers are widespread, which has had a significant impact on reducing the number of traffic accidents in this country. Based on the analysis of the above advanced international practices, it is advisable to develop the following scientific and practical recommendations for the effective implementation of driver training, retraining and internships in our country: 1. Increase the hours of practical training in the driver training system, introduce modern training programs to closely link theoretical knowledge with practice. 67 Journal of Public Diplomacy and International Studies www. grnjournal.us 2. Regularly organize retraining courses, organize them effectively not only theoretically, but also practically, and increase the efficiency of the retraining process through the widespread use of simulator and virtual reality technologies. 3. Radically improve the internship system, organize special training grounds for the formation of professional skills of drivers in real road conditions and equip them with modern innovative technical means. 4. Organize regular trainings and psychological training sessions aimed at increasing the professional competencies and safety culture of drivers, and involve highly qualified specialists in this process. 5. Regularly improving the system of assessing the knowledge and skills of drivers, thereby accurately controlling the effectiveness of training and retraining. The systematic implementation of the above recommendations will serve to further improve the system of training, retraining and internship of drivers in our country, thereby increasing the level of road safety and protecting people's lives and health. Conclusion According to the results of the conducted research and analysis, the effective organization of the system of training, retraining and internship of drivers is one of the most important and decisive conditions for ensuring road safety. The fact that this system in our country is focused on theoretical knowledge and insufficiently combined with practice leads to low professional competence of drivers in road traffic. This, in turn, directly affects the number of road accidents and their serious consequences. At the same time, the experience of developed countries shows that regular retraining of drivers, improving their professional skills through practical training and internships leads to a significant reduction in the number of road accidents. In particular, in countries such as Germany, the USA and Japan, great results have been achieved in this area with the widespread introduction of modern innovative educational technologies and practical training. Based on the above analysis and international experience, the following practical proposals have been developed to improve the system of training, retraining and internships for drivers in our country: Proposals: Increase the hours of practical training along with theoretical training in the process of driver training, ensure the harmony of theory and practice through the widespread use of special training grounds and simulators; In order to regularly update the professional knowledge and skills of drivers, organize mandatory retraining courses for each driver and widely use virtual reality technologies in the courses; In order to improve the internship system and increase the readiness of drivers for difficult situations in real situations, organize special professional internship centers; Regularly monitor the psychological preparation and physical condition of drivers, introduce special psychological training and practical training in this area; Develop the material and technical base of educational institutions in order to ensure the widespread use of modern digital technologies and innovative teaching methods in the processes of training and retraining drivers; Regularly improving the system of assessing the professional knowledge and skills of drivers, ensuring transparency and impartiality by introducing an electronic monitoring system in this area. 68 Journal of Public Diplomacy and International Studies www. grnjournal.us As a result of the implementation of these recommendations, the efficiency of the system of professional training of drivers in our country will increase, which in turn will increase the level of road safety, reduce traffic accidents, and protect human life and health.
