In addition, a scientific proposal and practical recommendations have been developed for the establishment of production activities with the rational use of available resources. Introduction. Today, enterprises are using all available opportunities to rapidly develop the economy. The reason is that entering the world market is the main goal of the countries of the world. One of the main goals is to bring domestically produced products to the world market and ensure their availability. Every industry has a purpose for its organization. Even if it is a big income and further development. The Decree of the President of the Republic of Uzbekistan “On the Development Strategy of New Uzbekistan” for 2022-2026 was adopted. This indicates that major reforms are being implemented in the sector. In recent years, the development of small business has become one of the priority tasks in our republic. In particular, significant work is being done in the republic to ensure employment and increase the income of the population through the development of small business and private entrepreneurship in the service sector. The issue of developing entrepreneurship and providing employment and increasing income of the population through it is under the constant attention of our government. Every year, government decisions, presidential decrees and decisions aimed at the development of business activities are adopted. Naturally, these ongoing reforms are giving their results. The establishment of many enterprises, plants, factories, enterprises in the field of agriculture in our country created the basis for the creation of many vacant positions in our country. Such works, in turn, create an opportunity to increase the standard of living of the population along with the estimation of employment. Material and method. Many measures have been developed for the further development of these works. It is important that these decisions are aimed at supporting entrepreneurship, which is one of the main links of the country's economy. In addition, as a result of comprehensive reforms implemented on the basis of these decisions, the demand for labor force in the economic sectors and the social sphere, especially in industry, agriculture, capital construction, services and non-state education and health institutions, is consistently increasing. Analysis. Production activity does not always present itself with positive results. There are factors affecting the development of small business and private entrepreneurship. It is appropriate that we divide these factors into internal and external factors. If we look at the indicators of establishment of small business entities over the last 5 years, we can see that the number of newly established economic entities has doubled. At the same time, this is the result of incentives given to the development of small businesses. However, not all of the newly formed enterprises are able to conduct their activities stably. The reason for this is related to the factors that affect their activity, as we mentioned above. Among the internal factors, we can cite as an example the lack of raw materials in production, the increase in tax debts, and the lack of financial means for financing production. Among the external factors are the high prices of imported raw materials due to the purchase of them in foreign markets, the occurrence of various risks at the global level, for example, the covid-19 pandemic. These factors significantly affect the financial situation of enterprises. It can also bring them to the brink of bankruptcy. That is why it is necessary to develop timely systematic measures for these factors. Conclusion. From the above comments, we can conclude that positive indicators are being achieved year by year in the development of small business and increasing the production weight in our country. As we mentioned above, identifying the factors affecting the development of small business activities and finding systematic solutions to them is one of the urgent issues. Overcoming existing problems is one of the main issues for the development of the industry. In our opinion, in order to further develop small business and entrepreneurship, we believe that the following tasks should be systematically implemented:  Wide involvement of foreign investors and development of activities at the expense of foreign capital for the purpose of financial support of enterprises engaged in production and service activities;  To achieve productivity through effective and rational use of available resources in production;  Reducing the volume of imports by reducing the weight of imported raw materials at the expense of local raw materials;  gradual localization of products produced in our country;  effective use of cocktail resources is one of the most important issues. Because these issues, i.e. expenses, directly affect the cost of the product. Enterprises engaged in any type of activity should make strategic decisions in their activities based on analysis.
