Introduction Raising legal awareness and legal culture in Uzbekistan is one of the most important conditions for ensuring the rule of law and strengthening the rule of law. In recent years, significant work has been carried out to radically reform the system of national law, to form a legal culture in society and to train qualified legal personnel. At the same time, a number of problems and shortcomings remain that impede the formation of a respectful attitude to human rights and freedoms, an increase in the legal awareness and legal culture of the population, and an increase in the level of legal literacy of citizens in society. I.LITERATURE REVIEW In particular, work to improve legal culture, primarily in the field of legal education and upbringing, is not carried out systematically and continuously. For many years, this issue was considered as the work of law enforcement agencies and some government agencies, in which the participation of the family, neighbourhood and other institutions of civil society was not sufficiently ensured [1]. Work on the formation of legal immunity to factors that negatively affect the legal education of young people, instilling in each person a sense of respect for laws and etiquette, fidelity to national values, intolerance to offenses, was approached comprehensively. The fact that the tasks of improving the legal knowledge of the population are defined in a general way and there is no clear effective mechanism for their implementation indicates that the work to improve the legal culture in society is carried out inefficiently. Insufficient work to introduce into the minds of the population the ideas of maintaining a balance between personal interests and the interests of society while increasing legal awareness and legal culture also has a serious negative impact on the rule of law. American Journal of Research in Humanities and Social Sciences Volume 14, July, 2023 P a g e | 141 www.americanjournal.org The lack of legal knowledge of the population, as well as the almost complete non-use by public authorities of the opportunity to appeal unlawful decisions in court, causes the occurrence of cases of discrimination of the rights and legitimate interests of citizens by officials. II.METHODOLOGY & EMPIRICAL ANALYSIS At the same time, a number of problems and shortcomings remain that impede the formation of a respectful attitude to human rights and freedoms, an increase in the legal awareness and legal culture of the population, and an increase in the level of legal literacy of citizens in society. In particular: ➢ the work to improve legal awareness and legal culture in society is not organized systematically and smoothly. There is no effective mechanism for the transfer of legal information in society, family, educational institutions and organizations. The ideas of ensuring a balance between personal interests and the interests of society are not sufficiently introduced into the minds of the population, especially civil servants; ➢ educational processes in the system of continuous education do not go hand in hand with legal education, the population, especially young people, does not rely on the history, religion, traditions, national values of the Uzbek people in the formation of legal culture; ➢ an effective system of interaction with non-governmental non-profit organizations and other institutions of civil society in organizing activities to improve legal culture has not been created, work has not been organized on the basis of the principle of social partnership; ➢ there are no specific targeted measures for the formation of legal immunity to factors that negatively affect the legal education of young people; ➢ the active participation of state bodies and other sectoral services in the organization and implementation of targeted legal outreach activities in society is not ensured, there is no high efficiency and effectiveness in this matter; ➢ legal activity is still carried out by traditional methods, through simple meetings, and therefore innovative methods of propaganda, including web technologies, are not used, there are not enough legal sites; ➢ there are no legal mechanisms to stimulate projects aimed at improving legal literacy, events are organized in this direction solely for the sake of it, the work on publishing and distributing legal literature, conducting scientific research to improve legal knowledge is inefficiently carried out. Uzbekistan boldly follows the path of building a democratic rule of law and the formation of a just civil society, and occupies a strong place in the world community. Thanks to stability and order, interethnic harmony and civil harmony, our young state is gaining trust and respect. Large-scale reforms are being carried out in our country in the field of economy, politics, state building, the legal system and the spiritual transformation of society. The legal basis for the ongoing reforms was created. The legal foundations of social and political life are being consistently strengthened and improved. To develop a sociological basis for studying the problems of legal culture, to determine the real picture of the state of legal culture and legal culture of various segments of the population in society as a whole, it is necessary to conduct surveys and use other methods to determine public opinion about law, its social value and the task of regulation. Particular attention should be paid to the study of pedagogical problems of the formation of legal culture. The Ministries of Public Education, Higher and Secondary Specialized Education need to develop a science-based methodology for the legal education of young people with the participation of interested organizations. Given the specifics of the Republic of Uzbekistan, it is important to expand the publication and use of the results of scientific research to improve the legal culture in foreign countries, to establish the exchange of scientific information in this area. Conducting scientific and practical conferences, seminars, increasing the publication of scientific, popular scientific literature and reference books should make a significant contribution to the work on strengthening scientific research, popularization of scientific knowledge on improving the legal culture of the population. The development of our Motherland and the success of reforms largely depend on the level of legal awareness and legal culture of the people. The political activity of the individual, his truly civic attitude, the desire for democratic reforms are important factors in achieving the goals set as soon as possible. A high legal culture is an expression of the foundations of a democratic society, as well as the maturity of the legal system. It is a factor that has a foolish influence on various life processes in society, contributing to the rallying of citizens, all social groups, ensuring and strengthening the integrity and integrity of society. Respect for the law is one of the basic requirements of a legal society for the effective functioning of political and legal systems. Legal culture is an integral part of the general culture. It must be established in the minds of the people that only he who possesses legal knowledge and can put it into practice can be considered civilized and educated. The current state of development of society and the state requires a comprehensive increase in legal culture, legal literacy of all participants in legal relations. Legal culture as a combination of legal knowledge, legal convictions and consistent practice ensures the successful solution of the tasks facing society and the state. This national program is adopted in connection with the need to ensure human rights and interests in our country, create conditions for the democratization of public life and the formation of the foundations of a rule of law state. The state policy in the field of formation and improvement of legal culture is based on the following principles: priority of human rights and freedoms; The supremacy of the constitution and law; basis of democracy; social justice; American Journal of Research in Humanities and Social Sciences Volume 14, July, 2023 P a g e | 143 www.americanjournal.org scientific character; continuity; continuity and commonality in legal education; accessibility of legal information for all; the unity of legal education and legal education, as well as a differentiated approach to them. The priority areas of state policy for the formation of a high legal culture are: * Ensuring an increase in the legal culture and social activity of the population in the relationship of a citizen, society and the state; * strengthening the role of self-government bodies of citizens, public associations, mass media in the formation of the legal culture of the population; * providing the population with legal information, state support for the publication and distribution of popular scientific legal literature; *improvement of means and methods of legal education and legal education; *development of a modern system of legal education, training and retraining of personnel; * stimulation of the study of the scientific foundations of legal culture, the organization of socio-legal research; * formation of legal awareness and legal culture of the population based on the use of national traditions and world experience. The successful implementation of the state policy on the formation of the legal culture of the population implies, on the one hand, the creation of the necessary conditions for the assimilation of a certain level of legal knowledge by each member of society, and on the other hand, the differentiation of legal education, taking into account the specifics of various social groups. The Decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev dated January 9, 2019 No. PF-5618 "ON the further improvement of the system of increasing legal consciousness and legal culture in the society" acquires practical significance in raising the level of legal awareness, legal culture, legal literacy of the general public. The decree lists the following problems and shortcomings that impede the improvement of legal awareness and legal culture of the population, and the level of legal literacy of citizens in society: In particular, work to improve legal culture, primarily in the field of legal education and upbringing, is not carried out systematically and smoothly. IV.CONCLUSIONS For many years, this issue was considered as the work of law enforcement agencies and individual state bodies, in which the participation of the family, mahalla and other institutions of civil society is insufficiently ensured; - an integrated approach to the work on the formation of legal immunity to factors that negatively affect the legal education of young people, the education of each person a sense of respect for laws and etiquette, adherence to national values, and intolerance to offenses has not been implemented; - the general nature of setting tasks to improve the legal knowledge of the population and the lack of a clear effective mechanism for their implementation indicate the inefficiency of work to improve the legal culture in society; - insufficient work to introduce into the minds of the population the ideas of maintaining a balance between personal interests and the interests of society while increasing legal awareness and legal culture also has a serious negative impact on the rule of law. Let's start with what we mentioned at the end, "the introduction into the minds of the population of the ideas of maintaining a balance between personal interests and the interests of society." In his numerous speeches and speeches, the head of our state emphasizes that the development of the state and society should become the concern of the whole society, for this every citizen must show his strict civic position in this matter, and the personal interest of a citizen should never prevail over the interest of society. Of course, this is not in vain. The reason is that a serious problem arises where personal interests are placed above the interests of society and the state. Needless to say, corruption, greed and other vices will arise. It is essential to strike a balance between these two interests. Based on this, first of all, it is necessary to systematically promote the idea of maintaining this balance among the general public under any circumstances. In fact, law and its legal norms play a decisive role in the relationship between the individual, the state and society, determine the social responsibility of each person to society and the state. One of the most important aspects of the concept of increasing the legal culture in society is that the formation of legal education and the improvement of legal culture should begin with the family.
