By analogy with the Concept of Public Security of the Republic of Uzbekistan, it is necessary to adoption of a fundamental document regulating state policy in the field of information security. Such a document should be a regulatory act of direct regulatory action in the field of information security of Uzbekistan "Concept of Information Security of the Republic of Uzbekistan". Among the areas that, in my opinion, are subject to mandatory inclusion in the Concept of Information Security of the Republic of Uzbekistan, I would mention the following: - development and implementation of a set of measures to protect information resources from unauthorized penetration, ensuring a high level of security of information and telecommunication systems operating in the territory of the Republic of Uzbekistan; - ensuring the protection of information networks in the legal use of individuals and legal entities, public authorities and management from cyber attacks; - organization and regulation of the activities of subdivisions and services in the field of information security; - organization of work on identification, collection, analysis of data on existing vulnerabilities, existing threats to the state of security of information systems at facilities of strategic importance; - prevention, detection and suppression of any manifestations of incidents in the field of information security, taking effective preventive measures aimed at preventing such situations; - organization of work to ensure information security, development of algorithms of actions aimed at preventing, detecting, eliminating the consequences of cyberattacks; - implementation of effective international cooperation in the field of information security, participation in joint projects to counter threats to information security, taking effective joint measures with relevant international institutions to exclude the possibility of using the information space of the Republic of Uzbekistan for terrorist and other illegal activities. Makhammadiev proposes the following algorithm of actions: - qualitatively improve the level of primary communication networks and information systems of central and regional bodies of state power and administration of the Republic of Uzbekistan; - to give priority attention and financing to the establishment and dynamic deployment of a wide network of domestic components for the protection of the information and telecommunication network and their placement in all institutions and enterprises in the territory of the Republic of Uzbekistan that are of strategic importance. For the practical implementation of this direction it is necessary: - to carry out unconditional state support of national, fundamental, applied research and development in the field of maintaining the proper level of information security of telecommunications and communication devices and facilities used by institutions and departments, legal entities and individuals of the Republic of Uzbekistan; - to adopt the necessary set of regulatory legal acts and measures to simplify the registration of intellectual property objects as much as possible: software, databases in the field of information security, produced in the territory of the Republic of Uzbekistan, then applied only in the territory of the republic; - to carry out targeted state technological re-equipment of the domestic industry to establish the production of competitive means and systems of informatization, telecommunications, communications, originating from Uzbekistan; - to carry out large-scale construction of domestic factories for the production of microelectronic and computer equipment, in order to overcome the dependence of Uzbekistan on the supply of similar equipment and machinery from abroad. Uzbekistan's Information Security Concept Should Be EffectiveIt is a set of measures and methods for solving regional, global problems of information security, that is, measures to regulate the very sphere where Uzbekistan has its stable positions and interests in the present and, accordingly, in the foreseeable future.
