Information, know-how, hybrid intellect, information retrieval culture, “Information scarcity”, state, society, management, civil service, civil servant, competence, model, components, evaluation, stages. Introduction In modern society, the essence of higher education is manifested as the proportionality of various spheres of culture, covering the spiritual and moral activity of a person. Of particular importance in this process is the phenomenon of an educated person. A knowledgeable person, in other words–a person who is oriented towards spiritual and moral values, who realizes and develops during the life that nature has endowed and acquired in the process of socialization, is a person who participates in culture, regardless of what meaning we use it. Ensuring the prospect of the Independent Republic of Uzbekistan at the level of World Development is associated with major changes in the economic, social, political and cultural spheres. Participation in such transformations requires a high level of general and special knowledge, high culture, spirituality and a broad worldview from people. The main goal of the reforms carried out in the Republic of Uzbekistan on the basis of the law "on education"and the "national program of training" is to ensure the order placed by the state and society before the educational process. Independence retires the trabization of new specialist personnel who are knowledgeable, potential, have a Democratic mind and mindset in building a democratic society in the country. Especially in the higher education system, the methodology used to teach students in social sciences, to increase their interest in these subjects more and more, to expand the field of knowledge, to deepen the ability to think, reflect American Journal of Research in Humanities and Social Sciences Volume 21 February, 2024 P a g e | 87 www.americanjournal.org is one of the problems that are important in the modern era. The main goal expected from him is to educate and bring up a harmonious, patriotic generation in the future, to form in them a social – political, spiritual – ideological issue – the activity of a broad and comprehensive deep study of problems, the ability to be educated, learned and multitasking. Especially it is extremely effective to provide students with the skills of independent work for independent thinking, to write scientific lectures, abstracts, to conduct a lesson on the basis of controversial, problematic issues, with reference to sources, to discuss the topic of an individual subject with diskussia, to give a broad path to the diversity of ideas, which is important in the present day. Today,”the role of computers in the educational process is so great that in the future, electronic machines will completely take the place of teachers and perform their tasks cheaper, more thorough and more efficiently."[1,- B 33] indeed, modern information resources, descriptions and characteristics of the flow of documents in the information system are increasingly changing. According to today's level of development of computer equipment, information carriers in paper form are transferred to electronic means. This situation applies not only to documents and references, but also to artistic texts, theoretical, pedagogical and methodological literature. The possibility of using the Internet network makes it possible to transmit and receive information at an unparalleled speed, from any point of the Earth's surface. President Sh.M.In his words, Mirziyoev said " Of course, we do not deny the place and importance of the Internet and other modern sources of information. It is difficult to imagine our life today without the Internet. In view of this, it is necessary that the Youth Union of Uzbekistan, through the Internet system, strengthen spiritual propaganda, including e-reading. Why, we cannot carelessly look at the formation of our children on the basis of some kind of dubious, harmful information, and not on the basis of our world and national literature, whose consciousness, worldview has been tested for centuries, a treasure of high spirituality.[2, - B. 529] New technologies, innovative forms of education are delving deeper into the educational process. The reserve of knowledge created by mankind is increasing, while the possibility of mastering them remains almost unchanged. After all, the conflict that arises as a result of the large flow of information and the mutual delimitation of the possibilities of acquaintance with it can only be overcome by acquiring a culture of Information Retrieval. Also, today the scope of Book Publishing has expanded, the amount of magazines and newspapers (periodicals) is increasing every day, the quality is improving. Thanks to computer equipment, the Internet has entered our lives, both books and press works began to be presented in an electronic option. The abundance of information flow has led to the need to get acquainted with it, record it, process it, change the attitude towards its use, that is, to master the culture of obtaining information. Therefore, Shavkat Mirzieyev said that “in our country we need to attract investments not only to the sectors of the economy, but also to the sphere of scientific developments”know-how”[3, -b 88]. Understanding the level of informatization of society is meant: the functioning of information in society; the emergence of a single information space; an increase in the possibilities of obtaining information; the informatization of a specific society, peoples, nations; the expression of the level of development of certain areas of activity. Hence, the awareness of the level of informatization of society consists in its rapid informatization and the emergence of a single information space, the perception of changes in the information flow of members of society. Skills such as independent thinking of the younger generation, being able to correctly analyze and evaluate the realities of life are also central to the formation of a highly spiritual-enlightened personality. Striving for the development of education and spiritual and moral activity is a creative process that acquires new meanings. The uniqueness of the phenomenon of education is that it serves to enshrine the individual not only as a product of spiritual and moral culture, but also as its creator, ensuring that the individual exalts his spiritual and moral activity. Education and innovation, on the one hand, are an area of human activity that has an impact on determining the future. On the other hand, being a specific way of progress is an action that brings you closer to the future.. These two initial foundations are the social mechanism that develops development resources. In this case, the word goes about educational innovations as a method or tool for the development of Education. The acceleration of any social movement, precisely through the integration of intellectual content, is manifested as a form of Organization of a single process. In modern society, a solid educational and educational system is formed in ensuring information security and instilling spiritual and moral culture in the minds of young people. The measures for the formation of the spiritual and moral image of young people in this process are determined by: Creation of a differential pedagogical-psychological and scientific program of ideological-spiritual education in accordance with the age of students in all higher educational institutions; Continuous control of the system of raising the spiritual and moral image of students based on the national program of training of personnel; Formation of a clear and consistent system of promotion of educational programs, textbooks and manuals in connection with informatization based on the principles of national ideology; Strengthening attention to issues of moral and legal culture in ideological education in schools, lyceums, Colleges, Higher Education in a monolithic way to an informed society; Strengthening importance on the cultivation of pedagogical personnel in the field of ethics and pedagogy in a higher educational institution, regular involvement of literary and art figures in the path of youth spiritual evolution. The level of information supply of the educational system in the process of globalization is one of the pressing issues of today. Whether we want to, an “informed society” is being formed in the cultural world. In an "informed society", human knowledge remains a major source of development.
