The main aspects of the reforms implemented in our country regarding the creation of a new spiritual space have been analyzed. Culture, spirituality, cultural reforms, dialectics, spiritual culture, the third renaissance. Introduction When talking about spirituality, it is impossible to imagine it without cultural processes. Because these two concepts are closely related to each other and serve the development of the human being and the socio-economic development of the society. The dialectic of culture and spirituality refers to two aspects of human life. Culture includes the values and traditions of the society, and spirituality is inextricably linked with the moral principles and rules of etiquette in the society. The relationship between culture and spirituality is complex and multifaceted, they participate in the formation of each other and influence each other in understanding the world. On the other hand, spirituality can also influence culture. In general, the analysis of the dialectic of culture and spirituality allows us to understand their influence and relationship with each other. By studying these relationships, we gain insights into how culture and spirituality interact in human life. From this point of view, it can be said that the importance of reforms in the cultural sphere in creating a new spiritual space is incomparable. Currently, the cultural and educational reforms implemented in our country are of great importance in creating a new spiritual space in New Uzbekistan. President Shavkat Mirziyoyev said: “Strengthening the spiritual foundations of our society, developing the cultural sphere, supporting the activities of scientific and creative organizations and our respected intellectuals will be one of our priorities. We must deeply study our ancient and rich history, especially the work of our ancestors who courageously raised the ideas of knowledge, human freedom, people's freedom, love and loyalty to the Motherland, and national values in extremely difficult conditions”. DISCUSSION In fact, it is important to fundamentally reform the sphere of culture and art, to study the rich spiritual heritage of scholars who have grown up in our country, and thereby to deepen cultural reforms in order American Journal of Research in Humanities and Social Sciences Volume 22 March - 2024 P a g e | 126 www.americanjournal.org to achieve the intended results. The implementation of reforms in the field of spirituality in the following directions is of great importance in raising the spiritual level of society: First, to study the rich spiritual heritage of scholars from our country, especially Imam Bukhari, Imam Termizi, Imam Moturidi, Abu Ali ibn Sina, Alisher Navai and other scholars on a scientific basis, as well as their exemplary way of life and scientific activity. Establishing cooperation with Imam Termizi, Imam Bukhari, Imam Moturidi international scientific research centers, Islamic civilization center in Uzbekistan in carrying out such researches; Secondly, organizing cultural and educational events of a high level in terms of quantity and quality in cooperation with the Republican Center of Spirituality and Enlightenment, the Writers' Union of Uzbekistan; Thirdly, examples of art that reflect our rich history, national values and traditions: creating movies, songs, videos, platforms; Fourth, to protect young people from the influence of various destructive ideas and radical currents under the guise of religion, to organize programs, scientific and innovative projects, contests that express the original ideas of tolerance and humanity of Islam. RESULTS The fifth priority of the Decree “On the Development Strategy of New Uzbekistan for 2022-2026” adopted by the President of the Republic of Uzbekistan on January 28, 2022 is reforms in the cultural sphere and spiritual is dedicated to the issues of development, and the purpose of this decree, 71, is to turn a healthy worldview and creativity into a national movement in society by widely promoting the idea of “From the strategy of actions to the strategy of development” based on the principle of goodness and humanity. In order to achieve this goal, it is determined that the following reforms should be implemented in the field of economics: Implementation of the concept of “New Uzbekistan - an enlightened society”. That is, fight against ignorance on the basis of enlightenment; To raise the level of legal literacy in society, to pay special attention to the development of legal culture of people, and to organize legal and educational activities in this regard in harmony with the national values, rich past, and religious values of our people; To develop effective, creative and innovative methods of organizing promotional activities and take measures to implement them in time; State support for the preservation, popularization and development of the national values and spiritual heritage of the Uzbek people; Ensuring the integrity of spiritual and educational education in the family, educational organizations and neighborhoods; Preventing the spread of false information by providing timely and unbiased information in the media and social networks. Formation of a map of optimization of social and spiritual environment of the region based on the principle of “neighbourhood - district - region – republic” and wide implementation of modern information and communication technologies in this process. Development of scientifically based indicators of evaluation of spiritual education. Using interactive teaching methods to transform schools into true centers of spirituality, education and culture. Forming the ability to fight against ideological attacks on the basis of the national idea, strengthening the American Journal of Research in Humanities and Social Sciences Volume 22 March - 2024 P a g e | 127 www.americanjournal.org cooperation of family, school, neighborhood and ensuring the integrity of spiritual and educational education on this basis. To ensure the implementation of the idea of “New Uzbekistan - the third Renaissance” under the slogan “Creators of New Uzbekistan are young people”. Emphasizing the importance of reforms in the cultural and spiritual spheres for the stability of the state and the well-being of society, our President expressed the following thoughts: “At the current stage of development of New Uzbekistan, together with social, economic and political factors, spiritual We are well aware that the reforms implemented in the economic sphere are also important. For us, spirituality is a complex of exemplary qualities, mutual trust, respect and attention between people, noble aspirations to see the future of the nation and the state together. In other words, necessary spirituality is the foundation that determines the content and quality of all political and social relations in society. The stronger this foundation is, the stronger the nation and the state will be”. CONCLUSION In short, the correct organization of reforms in the cultural sphere, the achievement of the dialectic of culture and spirituality in the society, will help the new spiritual space to have a solid foundation and the formation of constructive ideas.
