Young people face social and spiritual threats, and their way of thinking and behavior is influenced by information attacks. It is important in the formation of a legal culture in young people and strengthening spiritual education, ensuring the stability of society. The article will highlight the role of the state and the public in the formation of the attitude of young people towards spiritual and moral values, as well as propose measures that should be carried out to develop their legal and spiritual thinking. Youth, spiritual education, moral values, information technology, globalization, legal culture, community sustainability, spiritual scarcity. Introduction In today's world, the rapid development of information and communication technologies has led to significant shifts in the spirituality and moral education of young people. Their lifestyles have undergone profound changes, and they now view the world from a new perspective. With the decline in physical labor in social life, many young individuals are becoming increasingly reliant on external conditions. While advancements in science, technology, and innovation are thriving in the modern information society, challenges arise in ensuring these developments are utilized rationally and creatively. Unfortunately, some misuse these achievements for destructive purposes, exacerbating these issues. In today's society, various social and spiritual threats have become widespread, posing significant challenges to stability. Negative influences with broad social and political implications adversely affect the lives of young people. These harmful phenomena, facilitated by the extensive reach of globalization, have infiltrated the lives of citizens, leading to substantial repercussions that weaken societal cohesion. Equally important are measures aimed at countering ideological threats, which play a vital role in preserving the moral and cultural foundations of society. Youth consciousness is a comprehensive guarantee of societal stability. Educating young people to become well-rounded individuals and raising their legal and moral culture is a crucial task of our time. The President of the Republic of Uzbekistan noted that "The deep meaning and significance of these words becomes even more obvious when we consider that today the danger of various disasters is growing around us, such as religious extremism, terrorism, drug addiction, human trafficking, illegal migration, and "mass culture". Indeed, at present, the education of young people remains for us an issue that never loses its relevance and significance. Today's rapidly changing world opens up new, great opportunities for humanity and young people"[1]. Youth make up a significant portion of the population in our country, accounting for more than 60%. This emphasizes the need to pay special attention to their moral issues and requires the consistent and complete implementation of necessary programs and projects proposed by the government and society. Youth are considered a key focus of the state because without addressing their socio-moral problems, the stability of society's present life and future is not possible. Currently, the most important global issues concerning youth are education, moral development, employment, and the meaningful engagement of their free time. In today's modern conditions, the issue of the impact of an information society on youth has become highly relevant. In the context of existing threats to spirituality and negative factors, destructive influences on young people are being observed. А. Erkaev noted that "Information and communication technologies have provided people with more opportunities than previous societies. But unfortunately, among these possibilities there are factors that stimulate human lust and anger and suck out their spirituality from inside and out. How did the trend towards the emigration of human spirituality arise? Why do modern development, consumption, communication technologies, virtual reality and the mass culture that gave rise to them potentially pose a danger to the person himself? There is no clear answer to these questions. To find the answer, it is necessary to conduct special research in every possible way"[2;20-21]. Today, many young people are failing to make proper use of the opportunities and privileges provided by their parents and environment in their lifestyle. Unfortunately, it has become common to see young people in modern society indulging in hedonistic pleasures and promoting their own desires and ambitions through various means. This has led to a growing trend of spiritual alienation among the youth. The spiritual values passed down through generations from our ancestors are at risk of being undermined by the technocratic traditions of modern society. In today's global society, while young people are adopting positive innovations, they are also becoming susceptible to negative traditions. This reality is emerging as a pressing issue in the international community, as it influences the social and moral stability of society. M. Sadykova stressed that "In all countries, young people act not only as an object of upbringing and education, but also as an active participant in social and political changes. The process of determining the youth's position in the development of modern society causes huge contradictions. They are the most mobile part of society"[3;668]. To address and analyze the moral and ethical issues of youth, prepare conclusions and recommendations, and enhance their legal culture, the following measures should be implemented: 1) Organize awareness-raising campaigns and propaganda work. American Journal of Research in Humanities and Social Sciences Volume 31 December- 2024 P a g e | 16 www.americanjournal.org 2) Conduct discussions and sociological research. 3) Hold seminars, training sessions, and scientific conferences. 4) Publish educational and methodological guides. 5) Increase media appearances and coverage in mass media outlets. In shaping the moral character of young people, it is crucial to foster respect for others, self-awareness, and a deep appreciation for national language, culture, history, traditions, and values. It is important to instill a sense of pride in these aspects. At the same time, it is essential to cultivate strong opposition to moral decay, immorality, impurity, injustice, and other negative, inhumane behaviors. If young people give in to their desires and seek material wealth through corrupt means, they will disregard the well-being of their community and nation, ultimately falling out of the public's favor. When one's soul is corrupted, morality recedes, and, as a result, individuals on this path may become inclined toward all forms of vice. The 71st goal outlined in the new uzbekistan development strategy states, "by widely promoting the idea of the 'strategy for action - from action to development' based on the principles of kindness and humanism, turn the healthy worldview and constructive approach in society into a nationwide movement." this goal emphasizes the importance of moral education among the population, especially young people. the main objectives, tasks, directions, and technologies for conducting spiritual and moral propaganda are as follows: 1. Promoting a healthy worldview: the key objective is to instill a positive, progressive worldview among the youth, focusing on values such as kindness, humanity, and mutual respect. 2. Encouraging national unity and development: efforts will be made to unite people around common national values, enhancing social cohesion, and building a culture of mutual respect, understanding, and cooperation. 3. Moral education and character building: the strategy stresses the importance of fostering moral values, promoting ethical behavior, and guiding youth toward constructive and responsible activities. 4. Harnessing modern technologies for propaganda: utilizing various tools, including media and modern communication technologies, to spread positive messages, inform, and engage the population in national projects aimed at personal and social development. By focusing on these principles, the strategy aims to create a society that prioritizes education, moral values, and national development, ensuring that every individual, especially the youth, plays an active role in building a prosperous and harmonious future for the country. "Organization of legal educational events for the formation of legal culture among the population in harmony with the rich history of our people, scientific and cultural heritage, teaching national and religious values. Development of effective, creative and innovative methods of organizing propaganda work and taking measures for their timely implementation. State support for the preservation, popularization and development of national values and the spiritual heritage of the Uzbek people. Ensuring the continuity of spiritual education in the family, educational organizations and mahallas. Development of scientifically based indicators for evaluating spiritual education. Formation of the ability to jointly combat ideological attacks based on a national idea, strengthen cooperation between family, school and neighborhood and on this basis ensure the continuity of spiritual education"[4]. In this process, it is the responsibility of state and public systems to create an environment that encourages young people to develop independent thinking and express it according to social and moral norms. Only those young people who possess a constructive form of independent thinking can truly understand the core essence of information directed at them—whether it is constructive or destructive—and respond appropriately. They are also capable of activating mechanisms for self-defense in response to such influences. Scientists note that "The realization of democracy is the potential of an individual to live in full accordance with the laws that are so necessary for everyone, based on clear discipline. Democracy teaches and requires us to live in accordance with all laws that protect human rights and preserve the interests of the universal and universal. Where the opposite happens, chaos reigns"[5;332-333]. Legal culture in young people helps to realize their aspirations related to the development of society, encouraging participation in democratic processes and social relations with high potential and moral will. Additionally, legal culture fosters a spirit of respect for universal and national values among young people. Sh.Mirziyoyev noted that "Respect for the laws is formed on the basis of the legal consciousness and culture of our people... Therefore, first of all, it is necessary to establish legal education among the population, especially young people"[6;82]. Supporting youth in entrepreneurship, reading, information technologies, and innovative ideas, as well as preparing them for family life, providing psychological services, and developing leadership skills is an important process. Establishing innovation and technology transfer centers, technoparks, laboratories, startup and business accelerators, supporting and continuously financing fundamental, practical, and innovative projects is a joint effort of the state and society. In summary, the following factors are crucial in enhancing the role of legal culture in the socio-spiritual life of young people, based on the principles of national and universal values: - In the process of further improving the conditions for the development of young people's social life, ensuring their rights and needs continuously contributes to shaping their potential to serve the prosperity of the homeland and the development of the country. - The understanding of national interests by young people plays a crucial role in raising their civic responsibility, fostering their creativity, striving for innovation, and developing their ability to carry out large-scale constructive tasks. - Enhancing the legal culture of young people is an important task, as it is formed and developed through their internalization and full adherence to existing legal principles, influenced by social, moral, and other ideological factors. - In the process of raising the spiritual culture of young people, it is essential to prevent them from falling under destructive ideologies and to continuously cultivate their legal activism to ensure the ongoing stability of the country.
