Based on historical data, the author studied and analyzed specific aspects of the legal basis of the activities of internal affairs bodies of the Republic of Uzbekistan in 2016-2020 on the basis of available scientific literature. Introduction This period is a period of radical improvement of the system based on the strategy of Actions1 for the further development of the Republic of Uzbekistan directly on the initiative of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev, every employee who provides timely and quality assistance to the population of the internal affairs bodies. It was a period of large-scale reforms aimed at turning "Serving the interests of the people" into a socially oriented professional structure that considers it a duty. In 2016, for the first time in the 25-year history of independent Uzbekistan, the Law "On Internal Affairs Bodies"2 was adopted, which defined the main tasks, directions and principles of the activities of internal affairs bodies. A solid legal framework has been created in order to transform the internal affairs bodies into a social structure that serves the interests of the people. In particular, 6 laws, 7 decrees and 40 decisions of the President, 89 decisions of the Cabinet of Ministers and more than 160 departmental normative legal documents were adopted5. In particular, according to the decree of the President of the Republic of Uzbekistan No. PF-5005 of April 10, 20176, analyzing the serious shortcomings and problems that have accumulated in the activities of the internal affairs bodies in recent years, their elimination, the most important way to reform the system of the internal affairs bodies complaints and for the first time in the history of our country, the procedure for the heads of internal affairs bodies to report on the performance of their duties before the parliament, deputies and the general public was determined. The decree also approved the "Comprehensive Measures Program for Fundamental Reform of the System of Internal Affairs Bodies". By the decision of the President of the Republic of Uzbekistan on April 12, 2017, the regulation "On the Ministry of Internal Affairs" was approved7. For this purpose, on March 26, 2021, Presidential Decree No. PF-6196 "On measures to raise the quality of the activities of internal affairs bodies to a new level in the field of ensuring public safety and fighting crime"18 was adopted. done. According to the decree, the problems related to the prevention of violations and the fight against crime in each neighborhood, family and individual are solved directly in the places themselves. Neighborhood law enforcement centers are established on the basis of the base points of the internal affairs bodies. Initially, neighborhood law enforcement centers will be established in the city of Tashkent in a model way. Until June 1, 2021, the "Smart neighborhood" information program will be launched in Tashkent and Samarkand regions, which will allow you to remotely send an application to the prevention inspector and monitor the process of its review. This information program will be launched in other regions of the republic by the end of 2021. On January 10, 2019, at the meeting of the video selector chaired by the President of the Republic of Uzbekistan Sh. Mirziyoyev, the work in this regard was critically discussed, and the Ministry of Internal Affairs was asked to fundamentally improve the situation and eliminate existing shortcomings based on a thorough analysis. The task of developing “l map” was assigned19. In order to improve the effectiveness of crime prevention in places, special attention was paid to the field of working with unorganized youth and women.
