Mirziyoev expressed his opinion on the implementation of new reforms in the New Uzbekistan in the address to the Supreme Assembly and people dated 22.12.2022. tradition, direction, Chronicle, Homeland, health, ecology, education, competition, entrepreneurship, reform. INTRODUCTION Years play an important role in the fate of the motherland and the people, as the day in a person's life is determined by what it is, by the achievements of its importance. The years are summed up and the results are analyzed. The years of independence were founded in Uzbekistan in the tradition of giving each new year a specific name. It has become a noble tradition in our country to name every year within this period, which represents important directions of development. Relevant state programs for solving urgent socio - economic tasks have been developed and implemented throughout the year. Our President Sh.Mirziyoev noted the following in his address to the Supreme Assembly and the people on 22.12.2022, analyzing the opinion of our people in every direction in order to get the plans right for the next year, discussing about 20,000 proposals, raising specific issues in the areas of education, health, economy and also proposing Systematic Solutions on them, increasing the, he expressed the opinion that they expect to solve transport problems, increase jobs, create new opportunities for entrepreneurship, ensure justice, eliminate bullying, bureaucracy and corruption. The issues raised are clear and relevant. No matter how difficult it is, we must solve these problems. No one will come from the outside and solve these things. It should be our main task to give birth to all the conditions in order to harness the initiative, courage and potential of our people. The more opportunities we create for our people, the more benefits it will return to our society ten times, a hundred times. Therefore, the incoming new proposed to call 2023 the “year of human attention and quality education” in our country. On 22.12.2022, the head of state summed up the results of the previous year and outlined the main 6 directions of development for the next year, noting the name of the next year as "year of attention and American Journal of Research in Humanities and Social Sciences Volume 12, May, 2023 P a g e | 105 www.americanjournal.org quality education for a person," in which it was noted that the main work will be continued on the basis of the duration of reforms. These include The first direction. Transition to a compact and effective state management system. Second direction. Yngi to build Uzbekistan on the principle of “social state”. Third direction. The establishment of a reliable protection of human rights and freedoms as a constitutional obligation of the state. Fourth line. Ecology is especially concerned with the fact that water issues are becoming a global problem. Line five. Implementation of free market mechanisms, ensuring healthy competition and inviolability of private property, support of entrepreneurship. Line six. Further improvement of conditions for increasing domestic and foreign private investment in the economy. Our President Sh.At the end of his appeal, Mirziyoev said the following words, arguing that we should definitely make our goals and rely on our great, clean-hearted, hard-working people along the way. In fact, these purma words give a person strength, energy and hope for tomorrow. As you can see from the above directions, the priorities set by our president will not be exaggerated to further develop our society and bring new Uzbekistan to new achievements in each area, to further improve the lifestyle of living people living in this dear homeland, and to encourage each citizen to add his own merits to the development of new Uzbekistan. The words of our president that if we act as a body and a soul, we will definitely build a new Uzbekistan, which our country strives for, Together, will add strength and enthusiasm to the power of the Uzbek people. The social state outlined in the second reform of the priority adopted in this regard means, first of all, equal opportunities for the realization of human potential, the creation of necessary conditions for people to live a decent life, the reduction of poverty. Therefore, first of all, we will focus on supporting education, which is the largest investment for the New Uzbekistan. "Salvation is in education, salvation is in education, salvation is in knowledge. Because all noble goals are achieved thanks to knowledge and education.” (Joseph The Wise). These words of our enlightened Jadid grandfathers should become a practical movement of our deputies and senators, political parties, local councils, the entire state apparatus, the general public. Therefore, improving the quality of education in schools and the prestige of the teaching profession in society, improving the conditions of teachers will be one of our main tasks in 2023. The need to separately define the status of teachers, the protection of their honor and dignity in the Constitution, the establishment of teaching on textbooks created on a completely new methodology in the elementary grades from next year, at the moment they undergo international examination and are tested on our own, but, however, the quality of education and upbringing in the upper grades, Our children need to thoroughly master their native language and foreign languages from school and learn how to work at a computer. We need to interest our children in professions, art and culture. Students were told the need to form free and creative thinking, teamwork and communication skills, and emphasized what kind of environment should enter our schools. In this regard, the implementation of the A-level education program, approved in 130 countries in the presidential schools, pays off. Therefore, since 2023, it has been suggested that separate scientific institutes and laboratories will be established to begin a complete reform of school education on the basis of international educational programs, to systematically organize these works, develop new textbooks, introduce advanced educational standards and methodologies, and the emphasis on our native language, the embodiment of our national self, the basis of our spirituality, will be further strengthened. The current openness policy, foreign investment and the growing number of new enterprises are encouraging our youth to learn modern knowledge and foreign languages. Therefore, we are obliged to bring highly qualified foreign teachers to schools, referring to all school communities in our country, - he says. The responsibility of school teams and teachers in New Uzbekistan is clearly manifested in these issues if our dear children from the soul carefully study foreign languages, vocational and computer literacy from school. And I believe – you, our passionate teachers, stressed that you will cope with this task with honor. Our President Sh.In his speech, Mirziyoev spoke about the construction of 70 new schools in the coming year, the expansion of 460 schools, the beginning of projects for the construction of 100 schools with the participation of private investment, bringing their number to 1 thousand in the next five years. The next important direction in the field of education is the creation of all the necessary conditions for the modern professional occupation of young people. We should all think that 50% of school graduates are entering the labor market without having any profession. Therefore, it is necessary to effectively use the opportunity of more than 700 vocational schools, colleges and technical schools. For this purpose, a new program will be implemented from 2023. European professional education standards are introduced in 1 Technical School in each region. In the next five years, all colleges and technical schools will be covered by this system.At the same time, we will expand the support of talented young people. Along with prestigious international organizations in the fields of chemical industry, electrical engineering, transport and energy, separate engineering schools are established. This system we have not had so far. Let's say we create a system for the preparation of new modern engineers. As a result of the fact that in the last six years, the level of preschool coverage of children reaches from 27% to 70%, today about 2 million children go to kindergarten. These reforms were also highly recognized at the UNESCO World Conference on preschool education recently held in Tashkent. At the same time, 600,000 new kindergarten places are needed to bring coverage to 80 percent in the next five years. This is a very big finish. Therefore, a five-year program is adopted to increase the number of kindergartens, radically improve the quality of education and upbringing in them. Additional conditions will be created for the private sector for the expansion of kindergarten coverage. In recent years, our high schools have increased 2.5 times to 198, with coverage rates increasing from 9% to 38%. We aim to increase these numbers even more. But the question of what will be the quality of education should make us all think. First of all, every high man must act on this, then there will be a result. In this regard, 41 universities were granted academic and financial independence, opening transformation offices. Next year, the resources for preferential education loans for students of the high school will be increased by 2 times, 1.7 trillion soums will be allocated. This year, 1.5 trillion soums were directed to science and innovation. This means almost 6 times more than in 2017. The salaries of scientists were also increased 4.5 times. At the expense of all this, 18 new scientific directions were created, such as nano and biotechnology, digital geology. 1.8 trillion will be allocated to science and Innovation next year. Now our scientists need to show clear results in areas that are relevant for us today, such as water and energy conservation, soil fertility and productivity, geology, industry, construction. We think that since 2023, it is necessary for all teachers of universities to radically reform their pedagogical activities, always keeping in mind, instilling the appeal of our president in the process of their labor activities. In the training of personnel for our society, it is necessary to work on the basis of innovative ped technologies in all aspects, in the training of personnel who are real masters of their profession. On the basis of a new program built on modern and national values, it is necessary to instill knowledge of the specialty in the minds of young people, to seek new ped technologies in their specialty, to educate young people of tomorrow in accordance with the requirements of the time, and to educate them in all respects as large-scale specialists, to develop Professors and teachers of higher education should be familiar with computer technology in their labor activities, students should have new information in their classes, be able to comprehend a wide range of topics for students in lectures, practical, seminars and independent educational activities, be able to interest young people in the group, give examples in field activities, be able to warmly correct feedback between teacher and student in In addition, it will be advisable for professors to deal with the members of each group separately, to give out tasks of the level of ability to students who are left behind, to provide independent work for gifted students and independent research to carry out research work on the field in which they are studying to work on themselves. When, in the process of working with students, professor teachers create conditions for more students to perform practical training and independent work more, and the practical hamad they carry out analyzes independent work in every lesson, it serves as an important factor for students to comprehend the fundamental nature of their field and areas of study and to properly organize practically any work in the field.
