Today, theoretical and practical aspects of the need and importance of learning and knowing foreign languages have been analyzed. The practical advantages of knowing and using foreign languages are also considered. the importance of learning a foreign language, modern personnel, language functions, the role of a foreign language, knowledge of foreign languages, professional necessity. INTRODUCTION After gaining its independence, the Republic of Uzbekistan set great tasks for itself. Independence is a historical event that determines its destiny and embodies the ideals of peace, freedom, prosperity, and creativity. Since 2016, great creative processes in our society have taken a new shape, and this can be seen in the fact that fundamental changes are taking place in people's lives. Nowadays, knowledge of a foreign language has become one of the most important issues in the development of our country. It can be seen in the experience of foreign countries today that knowledge of foreign languages makes a great contribution to the development of society and the state. Today, learning a foreign language is of great importance in the development of modern, successful young people. Today, more and more young people want to learn a foreign language, because this knowledge gives them new opportunities and enriches their spiritual world. Educated, lucky, and modern young people should be constantly polished and improved, the main reason for this is that learning foreign languages is not an easy process. By learning different foreign languages, young students develop their worldviews and logical thinking. Knowing a foreign language has become more important than ever. To keep up with the times in the information society of the 21st century, perfect knowledge of world languages and the free exchange of information have become one of the main characteristics of a modern person. This need did not appear yesterday or today. If we look at history, our ancestors tried to master other languages as well as their mother tongue, and it is known from history that they succeeded. Abu Rayhan Beruni, one of our grandfathers who achieved great achievements in all fields, also knew foreign languages well. He perfectly mastered Arabic, Sugdian, Persian, Greek, and ancient Jewish languages. We know that Abu Nasr Farabi, who has a special indicator of knowledge of foreign languages, knows more than 70 languages of the world. Even if we study the lives of Mirza Ulugbek and Abu Ali ibn Sina, they knew foreign languages to spread their knowledge to the world. Today, the whole world recognizes the knowledge of the people we have listed. Their ability to reach this level depends on their knowledge of foreign languages, the ability to study world literature in original versions, and the ability to create works in other languages. Even today, we cannot imagine without the skills of knowing a foreign language to create a modern human image. A foreign language not only allows us to get acquainted with the culture and traditions of other countries but also expands the thinking and imagination of a person. Increases professional knowledge. "In the context of integrated social processes, the development of stable knowledge of foreign languages is considered as one of the main professional competencies" [1]. The current world is witnessing the process of globalization - the emergence of a hybrid world culture, the influence of national traditions, and the strengthening of cooperation between peoples. It is manifested in the unification and unity of the most diverse aspects of people's life - worldview, politics and economy, social life and production, science and education, culture and art, religion and language, sports, etc.[2] ] With the development of international business relations, the introduction of new foreign technologies, and the expansion of professional cooperation with foreign specialists, the need for specialists who know foreign languages has increased in all leading enterprises of Uzbekistan. Many companies and institutions need these specialists, and the demand for languages leads to the opening of foreign language courses, language centers, and other educational institutions that offer foreign language teaching services. Knowing a foreign language is an integral part of raising successful people. Something like this is now almost always found in questionnaires of personnel departments of state and commercial institutions. People who know at least one language besides their mother tongue make a better impression on others. In the modern world, language performs the following functions: - intercultural communication mechanism; - a means of mutual understanding and tolerance of people; - a means of self-development and inner-world enrichment; - a means of direct acquaintance with the achievements of foreign literature, culture, and technology. It would not be wrong to say that this task of the President opened the door to great news for our education system at the meeting of video selectors on measures to improve the foreign language teaching system on May 6 under the chairmanship of President Shavkat Mirziyoyev: "The time has come to establish a new system for teaching foreign languages in our country, which will be a solid foundation for the future. Since we have set ourselves the goal of building a competitive country, from now on, graduates of schools, lyceums, colleges, and universities must have a perfect knowledge of at least 2 foreign languages. This strict requirement should become the main criterion for the activity of the head of every educational institution".[3] Since then, language levels have been set for admission to master's and doctoral studies. This, in turn, will cause the scientific potential of personnel to increase by another step. The attention and care shown by the state to language education, and the efforts planned to be implemented in this regard arouse a American Journal of Research in Humanities and Social Sciences Volume 12, May, 2023 P a g e | 119 www.americanjournal.org feeling of gratitude in the hearts of experts and professionals in this field, they also impose a serious sense of responsibility and responsibility. To live comfortably, a person needs to know at least one foreign language. Nowadays, it is difficult to advance in a career without knowing foreign languages. You have to give up. At the international level, various forms of full international communication include conferences, exhibitions, sporting events, joint ventures, and study abroad and academic exchanges. All these are good reasons to learn foreign languages [4]. Not knowing a foreign language can prevent a person from enjoying other societies and cultures. This, of course, creates restrictions on personal development and the manifestation of abilities. Human thinking is unlimited, he can learn other languages along with his mother tongue whenever he wants. Knowing other languages increases the door of opportunities to another level. Learning foreign languages significantly improves memory, and teaches determination, hearing, and attention. People learn a foreign language for a variety of reasons, but one should always be aware of their motivation. For many people, the main purpose of learning a new language is a professional necessity. Employers in large cities of Uzbekistan require knowledge of a foreign language for both ordinary employees and managers. Usually English plays this role, but with the opening of new international companies, German, French, Korean, Chinese, and Turkish languages are becoming in demand. The main thing to consider is which language suits your personal development and specialization. Also, studying abroad is a motive for learning a language (Motive (in psychology) is a factor that causes the fulfillment of a certain goal in human activity, motive. Motive is an internal impulse that encourages a person to act and work, and appears as a high form of need [5]) can rotate. Nevertheless, many students often choose English as the language of study, because the high quality of education in English and American universities is known throughout the world. But it should be remembered that education in these countries is quite expensive. It is cheaper to study at universities in Germany, France, and the Czech Republic, but for this, you need to know the local or English language. Some people learn a foreign language for later migration. In this case, it is best to choose the language of countries with an active migration policy - Australia (English) or Canada (English or French). Knowing other languages allows us to expand the boundaries of the world in our thinking. It will be bigger and brighter, more versatile and more interesting. Here a question arises: "Is it necessary to learn foreign languages?" Most people struggle to answer or say general words with little meaning, for example: "an international language: everyone speaks it. But what does "all talk" mean? What language do we speak at work, at university, and home? Is it in English? Of course, in Uzbek. An American farmer speaks English, a German engineer speaks German, and a French doctor speaks French. It turns out that many people work well without knowing foreign languages and without feeling the need for them. But most foreigners speak several languages, and few people know at least one foreign language in our country. Interestingly, twenty years ago we did well without mobile phones, and thirty years ago we felt better without computers. Now can we imagine our life without these things? We highly doubt it. So, why do we buy a phone, and a TV, and learn to work on a computer, but not know foreign languages? The answer is simple. We understand very well why we need a phone or a computer, but we do not feel at all what special advantages and opportunities knowing foreign languages give us. The first thing that comes to mind is that language is a means of communication. Necessary for information transfer. But that's not all. The fact is that our language is inextricably linked with our thinking, as well as with imagination, memory, and perception. Nothing can be imagined without language. The thought formed in thinking is manifested through language and it reflects our worldview. We think about the things that surround us, i.e. about the truth. Therefore, we perceive and understand reality only through language. By learning and improving languages, we develop all our intellectual abilities. Only by learning another language do we begin to pay attention to ourselves. After all, there is no need to analyze our language until we come into contact with a foreign language, which means learning what we put into the words and phrases we pronounce. We don't waste time figuring out how we form our thoughts, how we verbalize them, and how we express what we think. When learning a foreign language, one way or another, we need to separate words and thoughts, pay attention to our native language, and relearn how to express our thoughts in our native and foreign languages. We seem to open up our inner vision, we begin to see shades of meaning, polysemy (polysemy - language units having more than one meaning)[6], and differences in words. Therefore, every employee entering society should develop himself as a mature person who knows his specialty and foreign languages, and at the same time can deal freely with new information technologies. No matter what the field, we need a foreign language to learn in-depth about that field and to be aware of the news to compete with the world community. The interest of young people and the state's great attention to this issue will bear fruit shortly. Before our eyes, a generation is forming that can learn world science directly in the world language, can express its opinion freely, and can see its future in New Uzbekistan. Johann Goethe said: "He who does not know foreign languages knows nothing about his mother tongue." Today, we think that knowledge of foreign languages is necessary for every educated person and every good specialist.
