Introduction: During the years of independence, democratic reforms in Uzbekistan became a trend that will never go back. As a strategic direction of sovereign development in our country, priority is given to establishing a legal democratic state and a just society, strengthening its political, institutional, socio-economic, spiritual and educational foundations and forming a free and prosperous way of life that is most suitable for our people. At the present time, when large-scale reforms are being implemented in all spheres of public life in our country, wide opportunities are opening up for the inculcation of democratic values in the life of society, the formation of an active citizenship position in broad strata of the population, and the importance of strengthening the sense of involvement in social and political processes. is increasing. In 2017-2021, on the basis of the Action Strategy for the five priority areas of the development of the Republic of Uzbekistan, the next strategic grounds are being created, which are important for ensuring the vital needs and interests of the population of our country and strengthening the foundations of a prosperous life. After all, as the President of the Republic of Uzbekistan Sh.M. Mirziyoev stated in his first historic address to the Oliy Majlis in 2017: "Our people want to see positive changes in their lives today, not tomorrow, not in the distant future. Our hardworking, kind-hearted, tolerant people have full right to it." In fact, achieving that every person lives contentedly in our country is currently becoming the main goal of state policy. It is our country that relies on the creative potential of our multi-ethnic people, looking forward to the bright future of our country's youth, and is moving towards high goals. In order to gradually realize the goals and tasks envisaged in the Strategy of Actions for the last two years within the framework of the state programs of 2017 - "The Year of Communication with the People and Human Interests", 2018 - "The Year of Supporting Active Entrepreneurship, Innovative Ideas and Technologies" and all the forces and possibilities of our society are being mobilized. In our country, social issues such as satisfying people, ensuring further improvement of their living standards and quality occupy a special place in the state programs developed every year. In this regard, in the Address of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev to the Oliy Majlis dated December 28, 2018, 2019 was announced as the "Year of Active Investments and Social Development". It should be noted that social development is one of the central directions in the internal policy of democratic states. Theoretically, social development means changes that lead to the emergence of new social relations, institutions, norms and values in society. Distinctive signs of social development are its consistency, orientation and its own laws. An important criterion of social development is the level of well-being of the population and indicators reflecting the economic and social spheres of community life. In the current period, the development of society and its stability mainly depends on the social policy implemented by the state. During the period of active reforms, sharp changes in the economy related to the improvement of market mechanisms occur, the impact of which penetrates into the social sphere very quickly. From this point of view, ensuring a decent standard of living for the population, increasing the quantity and quality of benefits (goods, works, services) provided to the population is a matter of state importance. It is known that the fourth direction of the Action Strategy for the further development of our country is defined as "Development of the social sphere". Reforms in the social sphere, which are an extremely important direction of the state policy being carried out in Uzbekistan, include the following:  increase employment and real income of the population;  improving the social protection and health care system of the population, increasing the socio- political activity of women;  implementation of targeted programs for the construction of affordable housing, development and modernization of road transport, engineering-communication and social infrastructure that ensure the improvement of living conditions of the population;  development of the field of education and science;  improvement of state policy regarding youth. In the address, the head of our state Sh.M. Mirziyoev, while talking about the most important priority tasks of Uzbekistan's development, noted that the development of our country and the well-being of our people are first of all closely related to the results of reforms in the social sphere. In this regard, in 2019, the following main tasks for the further development of the social sphere were defined:  reducing unemployment among the population, increasing the income of people and families;  revision of the procedure for assigning and paying pensions and allowances, fundamental reform of the pension system;  further improvement of science, modern and continuous education system;  to improve the quality and expand the scope of medical services;  further strengthening of social support of women and youth by the state;  to improve the living conditions of the population, to provide them with decent accommodation, to increase the well-being of the people;  establishing a healthy lifestyle in the society, popularizing physical education and sports;  development of tourism, attraction of investments in the field, increase of personnel potential; American Journal of Science and Learning for Development Volume 1, No 2| Dec - 2022 Published by inter-publishing.com | All rights reserved. © 2022 Journal Homepage: http://inter-publishing.com/index.php/AJSLD Page 214  development of the national idea. In the system of comprehensive social development spheres, the issue of providing modern education and social support to young people is of particular importance due to its acuteness and urgency. After all, it is known from history that in every period it was enlightenment that gave impetus to the welfare of the society and the development of the country. For this reason, the issue of transferring the saying of our wise people, "Seek knowledge from the cradle to the grave" to our practical life activities, and implementing the principle of continuity of education in our country, is rising to the level of state policy. In the last two years, large-scale measures have been taken to bring the education system up to the level of modern democracies, to further increase the position of young people in our society as the leading force of development. In our country, leading attention is being paid to the preschool education system, which is the most basic link in the upbringing of a mature generation. This is evidenced by the fact that in 2017, this field was separated from the system of the Ministry of Public Education and a separate Ministry of Pre-School Education was established. In this regard, the main task of the state policy is to build new kindergartens in all regions of the country, to raise the quality and level of education to a new level, and to cover 100% of children of kindergarten age with education. Further improvement of the higher education system has become an important direction of reforms in the social sphere. In particular, the comprehensive development program of the higher education system was adopted in 2017-2021. Transparent mechanisms for admission to higher education institutions were introduced and quotas were seriously increased. New, modern educational institutions, including branches of prestigious foreign universities, are being established in the higher education system. Due to the newly established institutes and branches, the number of higher education institutions in our country has reached 81, regional branches have reached 15, and foreign university branches have reached 7. Correspondence and evening departments were opened in higher education institutions. As the head of our state Sh.M. Mirziyoev noted, "We have a single goal in mind from all of this. That is, Uzbekistan must be globally competitive in terms of science, intellectual potential, modern personnel, high technologies. It is worth noting that it is difficult for a state and society that has not defined the idea and perspectives of development, is deprived of moral foundations, and most importantly, has not found a way to satisfy its young citizens, to imagine a prosperous future. The attitude of the state to the youth is one of the indicators of the level of development of the society, its openness, and its progress. Therefore, the issue of youth is of particular importance in the state's policy aimed at unifying society and supporting civil initiatives. It is the young people who are able to overcome various obstacles in the period of deepening reforms, and who can give strength to the country's progress. It is young people who are the most active part of civil society, for example, young people are more adapted to the introduction of innovative projects and technologies in various fields, they bring new ideas and knowledge to society, and they have a strong desire to build their own lives. From this point of view, the youth of Uzbekistan, as the owners of today and tomorrow, is the main strategic resource in establishing the foundations of a prosperous life in our country. The progress of our country on the path of democratic reforms and the pace of development will largely depend on the status and activity of young people in the socio-political life of the society. American Journal of Science and Learning for Development Volume 1, No 2| Dec - 2022 Published by inter-publishing.com | All rights reserved. © 2022 Journal Homepage: http://inter-publishing.com/index.php/AJSLD Page 215 How urgent it is for Uzbekistan to educate a generation that has preserved its national identity, can freely compete with its knowledge and potential among its peers in the world, has an independent opinion, and a conscious citizenship position can be seen in the following factors: firstly, Uzbekistan is a country with great youth potential; secondly, young people are the layer that transmits national values to future generations and continues the tradition of succession; thirdly, young people are a force that ensures the continuity of the democratic reforms being carried out in our country; fourthly, young people are a unique demographic group whose consciousness is not yet fully formed, with a tendency to imitate and follow. Today's fast-changing world creates more and more stressful and dangerous conditions that negatively affect the education of young people. This requires a new approach to youth education from the state and society. As President Sh.M. Mirziyoev noted, "... we need to talk more with our youth, listen to their hearts, know their pain, and give practical help to solve their problems. In this regard, we need to pay special attention to working with unorganized youth." The Law of the Republic of Uzbekistan "On State Policy Regarding Youth" adopted on September 14, 2016 clearly defines social, economic, legal and organizational measures that are the main directions of this field. According to the law, the state policy on youth in Uzbekistan envisages "creating conditions for social formation of young people and development of their intellectual, creative and other potential". In these processes, the Youth Union of Uzbekistan, which unites the youth of our country around creative ideas, is taking an important place. The Youth Union of Uzbekistan aims to form a physically healthy, mentally mature and intellectually developed, independent-thinking young generation, to protect young people from external threats and the harmful effects of "mass culture", to provide comprehensive assistance and create conditions for the protection of the rights and legal interests of young people. is a non- governmental, non-commercial organization that unites the youth of Uzbekistan, formed in the organizational and legal form of the union. The main goal of the union is to deepen the democratic, political and economic reforms implemented in the country by the youth, to strengthen peace and harmony in the society, to involve Uzbekistan in the process of joining the developed countries of the world, and to ensure the effective protection of the rights, freedoms and legal interests of the young generation, the moral and spiritual development of young men and women. to raise their professional level, to help them realize their intellectual and creative potential. Since 2017, the day of the establishment of the Youth Union of Uzbekistan - June 30 - has been widely celebrated as "Youth Day" in our country. The state programs "Youth is our future", approved by the decree of the President of the Republic of Uzbekistan on June 27, 2018, was the next step towards realizing the full potential of our country's youth and ensuring their effective socialization into our society. The state program aims to help and support the implementation of business initiatives, startups, ideas and projects of young people, to train unemployed young people in the specialties and business skills that are in high demand in the labor market, and also to ensure their employment by increasing the socio-economic activity of young people in general. In order to finance the activities of the state program, the "Youth - our future" fund was established under the Youth Union of Uzbekistan. The funds of the fund will be used to: American Journal of Science and Learning for Development Volume 1, No 2| Dec - 2022 Published by inter-publishing.com | All rights reserved. © 2022 Journal Homepage: http://inter-publishing.com/index.php/AJSLD Page 216  providing preferential loans and property leasing at an annual rate of 7 percent through commercial banks for the implementation of business initiatives, startups, ideas and projects of young people;  Providing guarantees in the amount of no more than 50% of the loan volume for loans received within the framework of the state program;  Participation in business projects implemented within the framework of the state program in the amount of not more than 50% of their value, then realization of the share of the Fund for 5 years;  purchase of up to 20 poultry and baby rabbits, 5 small and 2 large cattle for households of unemployed young people with relevant skills, feed them and assist in their subsequent sale, paying back their value in the agreed terms;  organization of retraining and upgrading of skills of young people, training for professions in high demand in the labor market, as well as teaching them business skills. As part of the state program, from July 1, 2018, the construction of "Young entrepreneurs" co- working centers and "Yoshlar mehnat guzari" complexes began in the regions under the terms of public-private partnership. For information, the "Yoshlar mehnat guzari" complex is a complex of buildings built in districts where the labor force is too large for the organization of commercial, household and small production areas. "Young Entrepreneurs" co-working center - renting buildings, office equipment and consumables to young entrepreneurs on preferential terms, providing them with the Internet, as well as providing other support for the implementation of business initiatives, aspirations, ideas and projects of young people, including the development of business plans, a specialized center for providing consulting, legal, accounting and other services, organizing forums, master classes and seminars. In order to further expand the activities of the "Youth - Our Future" fund, in 2019, it was set the task of allocating more than 2 trillion soums for the fund and thereby creating more than 50,000 new jobs. In the conditions of globalization, along with new opportunities for the development of our society, non-traditional threats are emerging, so there is a strong need to improve the promotion of national spirituality and the national idea at the level of modern requirements. In this process, the issue of youth appears as an important factor that ensures the connection between today and the future in our country and preserves the national identity. The President put forward a proposal to establish new cultural and recreational parks on the basis of public-private partnership, to turn them into modern youth centers that serve to promote a healthy lifestyle among the young generation and improve reading culture. It was emphasized that it is impossible to implement any reforms in our country without a national idea, without realizing the national identity, without patriotism. The head of our state took the initiative to establish the "History of Uzbekistan" television channel, paying special attention to the issue of instilling in the minds of young people the priceless heritage of our great scholars and writers, the courage of our indomitable commanders and figures, and strengthening their feelings of national pride and pride. After all, it is difficult to imagine the future without historical memory. The national idea built on the basis of objective history serves as a source of unlimited power for comprehensive reforms in our country. List of References: 1.
