To grasp a better understanding of the elements that constitutes hate speech in Nigeria it is expedient that hate speech as it is understood in other national and international legal frameworks are considered, thus; The Law Commission of India describes hate speech as: “Hate speech is an expression which is likely to cause distress or offend other individuals on the basis of their association with a particular group or incite hostility towards them.
