In particular, it is about the projects aimed at increasing the competitiveness and attractiveness of this transport corridor. TRASEСA (part: Transport Corridor Europe-Caucasus-Asia) is an international transport program that includes 12 member states of the European Union and Eastern Europe, the Caucasus and Central Asia. The members of this conference adopted the Brussels Declaration aimed at the implementation of the "TRACEСA" interregional technical assistance program, financed by the European Union and aimed at developing a transport corridor from Europe, crossing the Black Sea, the Caucasus, the Caspian Sea and reaching the countries of Central Asia. accepted. At the Brussels conference held in May 1993, a number of problems and shortcomings in the regional trade and transport system were identified, which were turned into project proposals under the TRACEСA program. In the first 15 minutes, the Euro was allocated for the implementation of projects aimed at improving and developing trade and transport in the region. These projects were necessary to diversify the traditional centralized trade and transport flows and open trade routes to the West. It is agreed that TRACEСA and BSEC will work closely to develop and improve work in this regard. Several countries (Bulgaria, Romania and Ukraine) have expressed their intention to join the use. Cooperation between Georgia, Azerbaijan, Turkmenistan and Uzbekistan, Serekhs, joined to establish a common strategy in this transport. The ministers signed an agreement on the development of specific research works established by the conference. TRACEСA-International Conference on the Restoration of the Great Silk Road (September 1998) Aliyev and Georgia Shevardnadze are planning to hold the Caucasus conference together in 1998. On September 8, 1998, the "TRACEKA - Restoration of the Great Silk Road" international conference on transport cooperation was held in Baku (Republic of Azerbaijan). The conference was attended by the presidents of Azerbaijan, Bulgaria, Georgia, Kyrgyzstan, Moldova, Romania, Turkey, Ukraine and Uzbekistan, heads of government transport ministries and organizations from 32 countries, the European Commission and experts from 12 organizations. As an important result of the conference, it can be said that the "International Transport Direct Asia Transport Main Multi-Agreement for the Development of the Europe-Caucasus Corridor" (MLA) and international railway transport, international trade the annexes on procedures of sea navigation, international transport, customs and technical documents were signed. On March 10, 2000, Georgian President Eduard Shevardnadze opened the first conference of the TRACEСA Intergovernmental Commission in Tbilisi. It was attended by the heads of government of Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkey, Ukraine and Uzbekistan, the Prime Minister of Armenia, Ministers of Transport and Deputy Prime Ministers, and representatives of the European Commission. Representatives of Mongolia and Turkmenistan were invited to the conference as members of the TRACEСA program, but have not yet signed the main agreement. The Conference adopted the Rules of Procedure of the future Intergovernmental Commission and the Regulations on the Permanent Secretariat and elected its Secretary General Mr. Zviad Kvachantiradze and Deputy Secretary General Ikram Nazarov. On February 21, 2001, the official opening of the office of the Permanent Secretariat of TRACEСA IGC took place in Baku. The President of the Republic of Azerbaijan Heydar Aliyev, the Minister of Foreign Affairs and the representative of the Swedish Presidency in the European Union Anna Lind, the Commissioner for Foreign Relations Christopher Patten, the Secretary General/High Representative of the CFSP Xavier Solana participated in the official ceremony. Heads of diplomatic missions accredited in the Republic of Azerbaijan and representatives of international financial institutions were also invited to the opening ceremony. Under the chairmanship of the Minister of Transport and Communications of Georgia, Merab Adeishvili, the IGC adopted the final resolutions of the National Secretaries Group, which provide for special conditions for the transportation of humanitarian goods and reconstruction materials to Afghanistan, and the Action Strategy, which identified priority projects. On April 12, 2002, a special seminar on the transportation of humanitarian aid and reconstruction materials to Afghanistan via the Europe-Caucasus-Asia international transport corridor was held in Frankfurt, Germany. The meeting was held with the organizational support of the German company Dornier Consulting GmbH (Daimler Chrysler Group company) with the participation of large transport forwarding companies under the auspices of PS IGC TRACEСA. At the meeting, a presentation of all initiatives taken by PS IGC TRACEСA over the past two months to create more favorable conditions for the transportation of humanitarian goods and construction materials to Afghanistan took place. A declaration on cooperation was signed as a result of the meeting. According to the document, all participants of the meeting supported PS IGC TRACECA initiatives, in particular, simplification of administrative procedures, cancellation of all taxes and fees, other charges for transit transportation (reduction of freight rates), licenses etc. The participants of the meeting took into account the proposal of the UN World Food Program to send two test batches through the TRACECA corridor, which will allow to check its competitiveness and reliability compared to other corridors. The seminar was attended by representatives of the European Commission, BMT WFP and the following transport companies: Willi BETZ (Germany), PANALPINA Relief Services (Switzerland), CALBERSON GE (France), M&M (Germany), TRANSRAIL (Switzerland), FERROVIASPED (Germany), KUEHNE & NAGEL (Germany), BALTHASAR PAPP (Germany), MURPHY Shipping (UK), P & O Nedlloyd (Germany), FARELL Lines (Georgia). On April 24-25, 2002, the second annual conference of IGC TRACECA was held in Tashkent, the capital of Uzbekistan. Members of the TRACEKA IGC at the event - high-ranking officials of the main multilateral agreement parties: Ministers of Transport of Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkey, Ukraine and Uzbekistan, Deputy Ministers and National Secretaries of TRACEСA participated. Turkmenistan was also invited to all plenary sessions of the Conference as a participant of the European Union "TRASEСA" Europe- Caucasus-Asia transport corridor program. The delegation of the European Commission invited to the conference as co-chairman of the TRACEСA IGC was led by the director of Directorate "A" of the European Aid Cooperation Bureau Per Brix Knudsen, who delivered a congratulatory speech on his behalf. European Commission. The opening ceremony was attended by many guests, representatives of diplomatic missions accredited in Uzbekistan and other international organizations. IGC TRACEСA members made a number of decisions by consensus that should be implemented over the next year. In particular, the resolutions related to the "Declaration on Cooperation" signed by the heads of major transport and forwarding companies in Frankfurt (Germany) on April 12, 2002 in Main and supporting the intention of the UN World Food Program to develop humanitarian cargo transportation to Afghanistan. This action was aimed at improving the implementation of all previously mentioned special and most favorable conditions for humanitarian goods and reconstruction materials transported to Afghanistan through the territories of TRASECA member states. In accordance with the Law of the Parliament, the chairmanship of the IGC for the next term was transferred to the Republic of Uzbekistan. The conference also made some organizational decisions regarding the election of the General Secretary of PS IGC TRACEСA. At the invitation of Uzbekistan, TRACEСA IGC IGC members, Mr. Abdurashid Tagirov, candidate of technical sciences, who previously worked in official positions in the transport sector of the Republic of Uzbekistan, was elected as the General Secretary of PS IGC TRACEСA. In order to ensure the consistency of the Permanent Secretariat's activities and long-term administrative work, the IGC decided to appoint a new Executive Secretary of the Permanent Secretariat. Mr. Zviad Kvatchantiradze, Ambassador Extraordinary and Plenipotentiary, formerly Secretary General of TRACEСA PS IGC, was elected as Executive Secretary of the Permanent Secretariat for a 3-year term. IGC TRACEСA adopted a final resolution and communique on all discussed issues. On December 6, 2019, Baku marked the 20th anniversary of the signing of the main multilateral agreement on international transport for the development of the Europe-Caucasus-Asia corridor and the fourteenth annual meeting of the TRAСECA Intergovernmental Commission (IGC). An international conference was held. At the 14th meeting of the IGC TRACEСA, the Republic of Azerbaijan accepted the chairmanship of the IGC TRACEСA. At the meeting, official representatives of the governments of the participants of the "Main Multilateral Agreement on International Transport for the Development of the Europe-Caucasus-Asia Corridor" (MLA), Permanent Representatives (National Secretaries) of the Permanent Secretariat, (PS) MLA Representatives of TRAСEСA IGC, observer states in the Intergovernmental Commission, international organizations and financial institutions in the member states took part. The participants of the meeting decided to monitor the implementation of measures within the framework of the Strategy of Regional Actions on Maritime Security, taking into account the increasing demands of international organizations and in order to achieve solid results. TRACEСA has five working groups: maritime transport, aviation, road and rail, transport safety and transport infrastructure.
