Analysis on Modernization Measures of Regional Governance 
Ability of Xi 'an Urban and Rural Integration

Abstract. With the development of urbanization, the urban scale of Xi'an continues to expand, and 
the surrounding counties and villages are administratively divided into the urban development 
planning of Xi'an. However, the traditional urban-rural dual economic situation has not changed, 
especially in the urban-rural junction area, the residents' income gap is large, the distribution of 
infrastructure and public facilities is obviously unbalanced, and the regional governance capacity is 
significantly different from the main urban area. Through the analysis of the problems in the regional 
governance of urban-rural integration in Xi'an, and with the help of advanced artificial intelligence 
technology, the measures to improve the regional governance capacity of urban-rural integration, 
such as changing the governance concept, enhancing the people's collaborative participation, 
accelerating the construction of professional personnel, and promoting the modernization of urban 
governance by accelerating the construction of digital intelligence technology infrastructure, are 
proposed to change the status quo of Xi'an's dual economy and realize real urban-rural integration, 
and build a modern pattern of urban governance in Xi'an metropolis.

1. Introduction 
The report of the 19th National Congress of the Communist Party of China clearly pointed out that 

to solve the "three rural" problems, the key to promoting urbanization and coordinated development 
of urban and rural areas is the integrated development of urban and rural areas. On February 22, 2022, 
the National Development and Reform Commission of the People's Republic of China approved the 
"Xi'an Metropolitan Circle Development Plan", which clearly stated that the implementation of the 
"Xi'an Metropolitan Circle Development Plan" must conform to the new urban development concept 
and must be complete , accuracy, we must give full play to the leading role of Xi'an in the 
development of Xi'an metropolitan area, radiate surrounding counties, and promote integrated 
development. The "Xi'an Metropolitan Circle Development Plan" proposes that by 2035, whether in 
terms of urban development quality, economic strength, urban innovation ability and cultural 
competitiveness, Xi'an will move to a higher level, basically realizing the same city in the circle and 
the whole region. Integration, under this new development pattern, the scale of the city and the 
population will expand rapidly. The integration and governance of Xi'an's urban and rural areas will 
be the key issues for the establishment and development of Xi'an Metropolis. 

2. Related Concepts 
Urban-rural regional integration is actually the same as the essential meaning of urban-rural 

integrated development, but the emphasis is slightly different. Urban-rural integration generally 
emphasizes the ultimate development goal, while urban-rural integration emphasizes that in the 
process of urban development, with the expansion of the main urban area, urban industrial 
development must be integrated with surrounding agriculture and rural areas to achieve urban and 
rural development. Integration [1-2]. 

The so-called modernization of urban-rural integration governance refers to the application of 
modern methods such as digital technology and artificial intelligence technology in the process of 
urban-rural integration regional governance, to realize the interconnection of surrounding counties 
and the infrastructure of the main urban area, to facilitate the communication between the government

and the public, and to promote public participation. The integrated development and governance of 
urban and rural areas will improve the governance level and efficiency of the integrated area, and 
make the process of urban governance in Xi'an from digital to intelligent, from intelligent to 
intelligent, and finally build a modern metropolis. 

3. Current situation analysis of the modernization of regional governance 
capacity in Xi 'an integrated urban-rural development 

3.1 Development Status 
Xi 'an is the whole northwest region only a new first-tier cities across the country. From the point 

of development planning, xi 'an city circle development scope expands unceasingly, area will present 
to the west, across the north, south, east extension and the optimal development pattern, this kind of 
development pattern can not only optimize xi 'an all domain (including Xixian New Area ) of 
economic development and urban development, It will also drive the integration process of Qindu 
District, Weicheng District, Xingping City, Sanyuan County, Jingyang County, Liquan County, Qian 
County, Wugong County, Yaozhou District of Tongchuan City, Linwei District, Huazhou District, 
Fuping County of Weinan City, and Yangling Agricultural high-tech Industry Demonstration Zone, 
covering an area of about 20,600 square kilometers. 

3.2 Current situation of governance capacity 
From the current development and construction situation of Xi 'an city, the expansion of urban 

area will lead to the increase of population in the area. Main development more mature, the 
modernization level of management is also a basic implementation, the overall treatment effect is 
good. But the new planning in county, township and village, most of these regions, economic and 
cultural integration problems, such as traffic, employment, health care and education social basic 
public services, urban management ability and the management system problem increasingly 
prominent in these areas. 
3.2.1 Inadequate infrastructure and supporting public service resources 

In order to realize urban-rural integration and Xixian integration, Xi 'an needs to further improve 
the existing governance system and enhance governance ability. Since the beginning of the 21st 
century, all parts of the country are accelerating the pace of building new smart cities, and the effect 
of urban governance has been significantly improved. However, there are some differences in the 
application of digital technology in the process of urban governance innovation due to different levels 
of economic development in different regions. Although Xi 'an has accelerated the construction of 
the city, there is a certain lag in the construction of the urban-rural interface department, such as the 
lack of digital management platform, no sound laws and regulations, poor network security, the 
government's policy and environmental support is not enough. From the current development 
situation, Xi 'an has basically realized the modernization of urban governance only in the main urban 
area, but the comprehensive interconnection between urban and rural areas still needs the overall 
planning of the government. 

Urban and rural infrastructure such as rural water, electricity, gas and roads, as well as basic public 
services, such as public health, education, commerce and cultural industries are the guarantees for 
rural revitalization. In the urban-rural integration area, although it is classified as the urban part, there 
is still a big gap between the infrastructure and supporting public service resources actually enjoyed 
and the main urban area, and the traditional dual economic structure has not been eliminated. In view 
of this situation, it is necessary to accelerate the connection of things and intelligence, improve the 
governance level of urban-rural integration areas, and gradually realize urban-rural integration.

3.2.2 Backward concept of urban and rural development and governance 
Agriculture is the foundation of the national economy and the development of other industries. 

Since the 18th National Congress of the Communist Party of China, China has been paying great 
attention to the issue of "three rural areas", but influenced by the traditional strategic thinking of 
industrial development, the phenomenon of "heavy city but light agriculture" and "heavy industry but 
light agriculture" still exist in some places. 

Government management to modern management concept understanding insufficiently, lack of 
overall planning of modern management consciousness, most of people think that modernization of 
urban and rural governance is a high and new technology in an industry, the application of a project, 
only need to increase the related technology research and development and application of a domain 
investment, or to devote a lot of money building digital platform. The differences in individual 
concepts lead to the slow development of integrated regional governance and digitalization between 
urban and rural areas. How to apply artificial intelligence and digital technology in the process of 
urban governance, drive the construction of Xi 'an metropolitan area, solve the existing problems in 
urban and rural governance in Xi 'an, and improve the effect of urban governance is the most 
important issue at present. 
3.2.3 Social groups have insufficient understanding of modernization, and the public's 
collaborative participation is low 

With the further development of urbanization, the integration of urban and rural areas is getting 
higher and higher. The surrounding districts and counties such as Huxian, Chang 'an District and 
Jingyang County have all entered the planning scope of Xi 'an metropolitan area, and urban and rural 
residents really enjoy the convenience brought by urbanization in some aspects. But at the same time, 
extensive urbanization also brings a lot of problems to urban governance. For example, with the rapid 
population expansion, people's education level and understanding level are quite different, and they 
do not have enough understanding of urban development. Most people believe that the modernization 
of urban and rural governance, the construction and promotion of data and intelligent platforms are 
the government's business, and have nothing to do with individuals. As in the promotion of the new 
platform technology using aspects, the main promotion relatively quickly, the urban and rural 
integration area people accept ability is generally poor, the integration of regional public participation 
and cooperation degree is not high phenomenon, many intelligent things die in popularization stage, 
it also brings certain obstacles to the promotion of urban and rural governance capabilities. 
3.2.4 Insufficient information technology support and lack of innovative technical talents 

With the development of e-government, government office efficiency and service efficiency have 
been significantly improved. However, urban governance involves a wide range of issues and requires 
the application of big data, artificial intelligence, cloud computing and other technologies in various 
fields and interconnectivity, which requires comprehensive system support. Technical personnel and 
managers are the key to the innovation and upgrading of urban management system. The quality, 
ability and work enthusiasm of relevant personnel have a direct impact on the modernization level of 
regional governance of urban-rural integration. At present, xi 'an, although through various 
preferential policies to attract talented people, but in the information technology and the lack of talents 
is still in the state of city governance, technology and innovation talents cannot quickly reach the 
designated position, existing management fail to meet the needs of the development of modern urban 
governance, these factors lead to the whole city management talent team construction is relatively 
slow. 

4. Measures to accelerate the modernization of urban and rural governance 
capacity 

Digital technology has become the leader of the new technological revolution and plays a powerful 
role in promoting economic and social development. Xi 'an should attach importance to and seize the

opportunity of technological revolution, make full use of modern technology to solve the problem of 
regional governance of urban-rural integration, and accelerate the process of Xi 'an's integrated 
development. 

4.1 Accelerate the construction of digital technology infrastructure and comprehensively 
promote the modernization of urban governance 

The construction of digital infrastructure is a prerequisite for realizing the modernization of urban 
and rural governance. To comprehensively promote urban-rural integrated governance, it is necessary 
to accelerate the construction of digital infrastructure supported by advanced network information 
technologies such as 5G, big data, cloud computing, artificial intelligence, Internet of things, mobile 
Internet, blockchain and spatial information technology. Accelerate the construction of the "city 
brain", realize the smooth connection between people, people and things, and things and things, 
improve the efficiency of urban and rural governance, and enhance the response speed and handling 
capacity of emergency situations in the main urban area and the surrounding new planned urban area. 

Xi 'an has made a lot of efforts to improve the overall governance level of the city, especially in 
solving the governance problem of the urban-rural integration area. We should make full use of the 
advantages of digital technology and actively promote the implementation of relevant plans. 1) 
Vigorously promote the Internet of Things in the urban-rural connection department, and use cloud 
computing and supercomputers to realize intelligent management of urban-rural integration. 2) Use 
the Internet to build a smart community service platform to provide community residents with one-
stop full-experience services of "eating, living, traveling, traveling and shopping" to facilitate people's 
life. 3) Use AI intelligent means to establish a "cloud on urban management" platform for urban and 
rural integration region, launch a smart road monitoring system, realize online and offline linkage, 
and solve the problem of urban and rural integration region travel. 4) In terms of environmental 
governance, intelligent chips will be applied to garbage bins, and a scenario-based management and 
service system for garbage classification will be developed to realize intelligent management. 

4.2 Change the governance concept 
Concept transformation is critical to urban and rural integration development, xi 'an on the basis 

of perfect infrastructure, should change as soon as possible behind urban governance concept, the 
administrative department to establish the idea of people-oriented, active application of digital 
technology and artificial intelligence technology innovation management means, the urban-rural 
integration area management changed from passive to active, realizes the multidimensional 
comprehensive treatment. 

1) In the process of urban development, change the traditional governance concept of urban-rural 
integration area, build a good scientific and cultural relationship, and remember to blindly worship 
information technology and artificial intelligence technology. 2) The subject of regional governance 
of urban-rural integration should also realize that the modernization of governance is not the 
application of advanced technologies in a single field or the modernization in a certain field, but the 
orderly promotion of comprehensive intelligence and wisdom in all fields. Efforts should be made to 
build a perfect governance structure and effective governance mode to achieve information 
integration and long-term governance. 3) Change the concept of "modernization is digitalization", 
modernization is not simple digitalization, but the deep integration of advanced smart technology and 
governance decisions, and create a diversified urban-rural integration governance pattern of co-
construction, co-governance and sharing. 

4.3 Enhance public collaborative participation 
Everyone is responsible for urban governance, and everyone has a stake in social development. Xi 

'an should establish an urban-rural integration governance network system with the government as 
the main body and the whole people participating in urban development and construction. 1) Adopt 
modern means to reform government departments and realize the reform goals of department

structure adjustment, process optimization, decision-making science and systematic efficiency. 2) In 
resource allocation, give full play to the supporting role of the government, accelerate the balanced 
allocation of urban and rural resources, save social resources, and reduce the governance cost of the 
integrated region. 3) Adopt active and effective measures to mobilize the whole society to improve 
the regional grid management and fine services of urban-rural integration, comprehensively promote 
the speed and quality of urban governance modernization, and achieve high-quality development of 
urban economy and society. 
4.4 Accelerate the construction of professional talent team 

With the integrated development of Xi 'an metropolis and the modernization of urban governance, 
the importance of talents is becoming more and more prominent. Xi 'an should always take human 
resources as the first resource, constantly innovate ideas, smooth channels, and constantly introduce 
various policies to promote urban development. 1) Xi 'an should continue to promote the construction 
of postdoctoral innovation base and establish a cooperation training mechanism between doctors and 
enterprises. At present, a total of 25 postdoctoral innovation bases have been approved and set up. 
Each base has applied for 25 patents, issued 1 national standard, and obtained 6 software Copyrights. 
The product transformation and market release of scientific research achievements have brought 
significant economic and social benefits to the development of the city. 2) Streamlining 
administration and delegating power in an orderly manner, delegating the right to review professional 
titles, assess skills, identify talents and interview for recruitment to market subjects and demand units 
in an orderly manner, delegating power and enabling talents in an all-round way, and deeply exploring 
talents. 3) Optimize personnel services, always put respect for and service for talents in the first place, 
and strive to promote all kinds of talents to gather in Xi 'an. 

5. Conclusion 
A lot of practice has proved that only the transformation of urban and rural integration concept, 

the innovation management idea and method, attaches great importance to the rural cultural role in 
promoting urban and rural integration development, make cloud computing, artificial intelligence 
technology and modern technology such as digital technology application more fully in the urban and 
rural integration regional governance, to promote urban development, the new pattern of open city 
high quality development.
