The arrival of the era of artificial intelligence education provides a new platform for the development of higher education. The application of artificial intelligence education means enriches and expands the traditional education mode and connotation, and plays an active role in the supply of learning resources and the innovation of teaching mode. In the process of cultivating talents under the rule of law, artificial intelligence and information resources have given new vitality to traditional legal education. The integration of artificial intelligence in law case teaching and thematic discussion makes boring cases more vivid and vivid, enhances students' perceptual knowledge and practical consciousness, enhances the attractiveness of law class and promotes the teaching effect of law courses. High-quality talents under the rule of law are an important part of our country's higher education talent training objectives, an important guarantee of human resources under the rule of law to promote the overall strategy of ruling the country according to law, and an important driving factor for the smooth practice of the Belt and Road Initiative construction. Based on the background of the development of artificial intelligence technology, it is of great theoretical value and practical significance to explore the present situation of cultivating talents under the rule of law in China, analyze the existing problems, and seek the mode innovation of cultivating high-quality talents under the rule of law in the Belt and Road Initiative. Introduction In the information age, artificial intelligence provides opportunities and challenges for higher education. Especially, artificial intelligence technology is widely used in the field of talent training, which has a huge impact on the training of professionals in all disciplines of higher education. The arrival of the era of artificial intelligence education provides a broad space for the innovation and transformation of the training mode of higher education professionals. At present, artificial intelligence technology is highly valued all over the world. Although many countries have reached consensus on how to carry out artificial intelligence education, there is still no unified plan. [1] Artificial intelligence itself is an interdisciplinary subject, and at the same time, it has a lot of interdisciplinary research fields with other disciplines. [2] As far as its essence is concerned, artificial intelligence is the reproduction of the individual thinking of natural persons in human society, and on this basis, it realizes the simulation and optimization of the information process of human thinking. As far as the learning of professional knowledge in different disciplines is concerned, artificial intelligence can present the virtual experiment process more scientifically, conveniently and truly, reproduce objective events emotionally, and effectively improve the classroom presentation effect of professional knowledge. Intelligence and scene reproduction are the innate advantages of artificial intelligence. Through the effective operation of computer system and the effective construction of artificial intelligence tools and artificial intelligence platforms, fingerprint recognition and face recognition, even retina recognition, iris recognition and palmprint recognition, can be realized, and the intelligent monitoring of students' learning process can be effectively realized. [3] The advantages of artificial intelligence in the field of knowledge acquisition are applied to professional knowledge learning, which can greatly improve students' knowledge acquisition effect and improve the quality of talent cultivation in higher education. 2. Overview of the Training Background of High-quality Legal Talents in the Belt and Road Initiative In the construction of the Belt and Road Initiative, different countries, different languages and different cultures are intertwined and collided. Rules are the premise and foundation to ensure the orderly progress of the construction of the Belt and Road Initiative. Legal exchange and communication cooperation are the important guarantee to realize the interconnection of the country, society, economy and culture of the Belt and Road Initiative. An important aspect of the interconnection of the Belt and Road Initiative is to realize exchanges and cooperation at the legal level. However, countries along the the Belt and Road Initiative have complicated situations, different legal rules and legal environment, and different levels of legal development. Faced with this situation, the state urgently needs to cultivate high-quality foreign-related legal talents. [4] The Belt and Road Initiative high-quality rule-of-law talents are professional rule-of-law talents who are based on the actual needs of China's the Belt and Road Initiative and provide high-quality legal services for the smooth progress of the the Belt and Road Initiative. China has always attached importance to the cultivation of foreign-related legal talents, and has established a basic system for the cultivation of foreign-related legal talents. [5] In the new era, the cultivation of legal talents in China's higher education has experienced the transformation from the cultivation of outstanding legal talents to the cultivation of outstanding legal talents 2.0. The belt and road initiative rule of law talents are an important part of the development of outstanding rule of law talents in the new era of China, and they are professional rule of law talents who serve the development of China's foreign trade, economy and investment. The Belt and Road Initiative high-quality rule-of-law talents are high-end compound rule- of-law talents, who have legal professional ability, foreign language ability, interdisciplinary comprehensive ability, legal belief and patriotic feelings. [6] The Belt and Road Initiative countries have different levels of political, economic, social, legal and cultural development, and they need a large number of high-quality legal talents to provide high-quality foreign-related legal services for the construction of the Belt and Road Initiative. The Belt and Road Initiative involves many countries. High-quality rule-of-law talents in the Belt and Road Initiative not only need to be proficient in China's legal system, but also be familiar with the legal systems of the Belt and Road Initiative countries on the basis of mastering at least one foreign language. With China's economic and social development entering a new historical period and the in-depth practice of the Belt and Road Initiative, the traditional training mode of rule of law talents can no longer meet the practical needs of the development of the Belt and Road Initiative. The training and supply of rule of law talents in the Belt and Road Initiative must be transformed and upgraded, from general legal talents in the traditional sense to high-quality rule of law talents in the Belt and Road Initiative. [7] As China strides into a new era of all-round rise, it is self-evident that it is important to vigorously cultivate the Belt and Road Initiative high-quality legal talents. Analysis of the Training of Legal Talents in the Belt and Road Initiative from the Perspective of Artificial Intelligence Education The deepening empowerment of education by artificial intelligence makes people admire the infinite charm of "intelligence". [9] Putting the Belt and Road Initiative high-quality legal talents training in the background of artificial intelligence education is a positive response of China's high- quality legal talents training to the development of artificial intelligence in the information age. From the worldwide, China's informatization development level is not high as a whole, and the application level of artificial intelligence in the field of education is low. It is of great practical value for the innovation and reform of the training mode of high-quality rule-of-law talents in the Belt and Road Initiative to investigate the present situation of law education and rule-of-law talents training in China and analyze the problems existing in the training of rule-of-law talents in the Belt and Road Initiative. 3.1 The Incomplete Supply of Artificial Intelligence Educational Tools Hinders the Teaching Reform of the Rule of Law Personnel Training in the Belt and Road Initiative The effective supply and high-quality supply of artificial intelligence educational tools are the premise and foundation for the realization of artificial intelligence advantages. As far as China's current social informatization level and artificial intelligence development level are concerned, the supply of educational tools of artificial intelligence is especially insufficient compared with the actual demand of training high-quality legal talents in the Belt and Road Initiative. At present, the training of legal talents in higher education in China mainly focuses on the training goal of outstanding legal talents, and the level of teaching hardware facilities and teachers in local colleges and universities seriously restricts the possibility of realizing the training goal of high-quality legal talents in the Belt and Road Initiative. Law teachers seldom have professional legal foreign language ability and foreign-related practical application ability of rule of law. Judging from the existing supply level of college teachers and the supply ability of artificial intelligence teaching tools for rule of law in colleges and universities, except for the traditional high-level law colleges, it is very difficult for most local colleges and universities to realize the effective supply of artificial intelligence teaching tools for law majors. The lack of artificial education tools has seriously hindered the implementation of the teaching reform of cultivating high-quality legal talents in the Belt and Road Initiative. 3.2 The Construction of Artificial Intelligence Education Platform is not Perfect, Which Limits the Innovation of Training Mode of Rule of Law Talents in the Belt and Road Initiative Platform is the spatial form of educational resources accumulation, the realization of educational reform, and the foundation of practical innovation of teaching mode. In the process of innovation of teaching talents training mode in higher education, the construction of artificial intelligence education platform for law majors is an important form and resource carrier for the innovation of high-quality training mode of rule of law talents in the Belt and Road Initiative. As the law major belongs to the traditional humanities and social sciences major, it directly creates less social wealth and economic value. Therefore, it has a lower status in general colleges and universities. The investment of law departments and law majors is low, and the construction of teaching platforms and experimental facilities is unsatisfactory. The experimental teaching facilities of law majors in some local universities are only limited to the most basic laboratories such as mock trial classroom, while the high-quality virtual laboratory of law artificial intelligence is seriously lacking. Due to the lack of the most basic artificial intelligence education platform for law majors, teachers' professional teaching is still limited to traditional theoretical knowledge explanation and general classroom case analysis, which can't fundamentally improve students' classroom participation and learning enthusiasm, and limits the progress of teachers' innovation and reform of the Belt and Road Initiative training mode for high-quality legal talents. The sufficient supply of educational resources of artificial intelligence in law is the material basis to ensure the cultivation of high-quality legal talents in the Belt and Road Initiative. The creation and accumulation of digital resources requires a lot of capital investment and material guarantee, which is limited by the status of law majors in colleges and universities and the material output of legal talents. The tradition of colleges and universities unwilling to invest too much in liberal arts majors has existed for a long time, and many schools' artificial intelligence education resources for law majors are at a low level, such as the accumulation of a small amount of information teaching resources such as online course construction and micro- course construction for law majors, and the lack of real allocation of artificial intelligence education resources for law majors. The Belt and Road Initiative must rely on the latest digital resources and artificial intelligence platform to cultivate high-quality legal talents, which requires colleges and universities to invest more money in construction and complete the complete allocation of artificial intelligence education resources for law majors. Otherwise, the relevant teaching reform will not be carried out, the innovation of teaching mode will be impossible, and the goal of the Belt and Road Initiative to cultivate high-quality legal talents will not be realized. 3.4 Imperfect Evaluation System of Artificial Intelligence Education Affects the Evaluation of Training Quality of Legal Talents in the Belt and Road Initiative The evaluation system of artificial education is an important test standard to improve the quality of talents training in higher education. As a hot topic of talent training in higher education, the Belt and Road Initiative has attracted the attention of many colleges and universities. The actual results of these teaching reforms are debatable. Practice is the only criterion for testing truth. On the one hand, it is a good test whether these talents can realize social value and personal value after entering the relevant fields of the Belt and Road Initiative. On the other hand, building a high-quality evaluation system of artificial intelligence education is an important guarantee to test the quality of education and teaching reform and talent cultivation. Without a perfect evaluation system, the quality of legal personnel training cannot be measured, and the actual effect of teaching reform cannot be measured. The direction of the teaching reform of the Belt and Road Initiative talent training can't be positioned, and the final result is that the evaluation system of teaching reform is useless, and the effect of teaching reform can't be judged. 4. The Time Value and Practical Significance of the Integration of Artificial Intelligence Technology into the Cultivation of High-Quality Legal Talents in the Belt and Road Initiative The rule of law is an important human resource factor for social and economic development. In the process of building the Belt and Road Initiative in the new era, it is an important proposition of the times to strengthen and speed up the training of foreign-related legal talents. [10] The Belt and Road Initiative relies on the development of higher education to cultivate high-quality legal talents. The society has entered the "internet plus" era, and the educational accomplishment of artificial intelligence has become the key accomplishment of teachers in the era of artificial intelligence. Different from the previous work and practice of legal talents, in the process of training high-quality legal talents, in view of the needs of personalized guidance and rapid development of online learning in the learning process, the integration of artificial intelligence technology and legal professional knowledge education has become increasingly close and developed rapidly. They should not only have the ability to obtain practical case information through artificial intelligence technology, but also have the ability to solve transnational trade disputes through artificial intelligence. Artificial intelligence technology and the cultivation of legal talents are the product of the times. [15] Artificial intelligence education technology refers to the configuration of electronic information products and information network guarantee, including computers and computer information networks. The Belt and Road Initiative high-quality talent cultivation of rule of law is a talent cultivation that conforms to the development of the times and the needs of the society, and it must be a talent cultivation process based on the needs of the real information society. The teaching environment of the school, the teaching methods of teachers and the interaction between teachers and students must all be established in the context of artificial intelligence education in the information network era.
