T he first N ijhoff Study G ra n t provided an op­ p o rtu n ity for L ynden to follow up on a proposal m ad e in 1977 a t a L IB E R (Ligue des B ibliothèques E uropéenes de Recherche) m eeting in Leiden. It was agreed a t th a t m eeting th a t LIB E R should try to publish natio n al indexes for academ ic books. It was suggested th a t indexes be pro d u ced from four co u n tries w h ich to g e th e r p ro d u c e th e p rin c ip a l p a rt of E u ro p e an publishing o u tp u t: G reat B rit­ ain, F ran ce, G erm any, an d th e N etherlands. It was also agreed th a t indexes conform to a sta n d a rd defined by LIB E R w hich included th e use of th e UNESCO classification for subject headings and to ta l n u m b e r of publications p er subject heading. A lthough G re at B ritain continued to produce its A cadem ic Book Price Index (C entre for L ib rary an d In fo rm atio n M anagem ent), no other country h ad produced one by 1986. T herefore, th e L ynden study m ay assist in th e renew al of th e earlier effort by identifying th e organizations w hich can p ro ­ duce price d a ta an d th e individuals w ho have both th e expertise an d interest in th e p ro d u ctio n of such indexes. Chapters The Board approved th e “B udgetary Guidelines for ACRL Funds for C h ap ters” developed by the Budget and F inance C om m ittee. These guidelines will ap p ear in a fu tu re issue of C hapter Topics. Choice T he Board approved th e recom m endation of the editor and publisher of Choice to select th e H .W . W ilso n C o m p a n y as th e v e n d o r to a u to m a te Choice reviews through th e W ilson electronic p u b ­ lishing system. Choice plans to develop specifica­ tions and m odifications to the W ilson system this spring so th a t its Septem ber 1987 issue could be a u ­ tom ated. Benefits to be derived from autom ation will include: the control of escalating personnel costs; increasing th e timeliness of reviews; and cre­ ating a searchable d atabase of reviews th a t will be­ come a source of revenue for Choice. Choice is also exploring a proposal by the R.R. Bowker C om pany to join in a project to publish a database of reviews on CD-ROM . College & Research Libraries The Board approved th e K .G . Saur A w ard for Best College & Research Libraries Article and a u ­ thorized th e submission of th e aw ard proposal to the ALA Awards C om m ittee. Discussion groups T he Board approved th e petition for th e estab­ lishm ent of a C a n ad ia n Studies Discussion G roup. Fiscal policy T he Board approved tw o revisions to ACRL fis­ cal policy: th a t th e ACRL Executive D irector has the right to reim burse chapters, sections, and com­ mittees w ith in certain lim itations; and th a t only single copies of A C R L sta n d ard s w ill be given aw ay at no charge— a charge for m ultiple copies of standards will be determ ined by ACRL staff. Higher education The B oard authorized th e College Libraries Sec­ tion to m ake av ailab le, by d ra w in g on existing sources, relevant d a ta on lib rary costs as a com po­ nent of higher education, specifically as a response to Secretary of E ducation W illiam B ennett’s recent rem arks on th e cost of higher education. T he Sec­ tion will w rite a d ra ft press release and letter to Sec­ reta ry B ennett, w hich then will be forw arded to ACRL H ead q u arters for action. Historically black institutions T he Board approved subm itting a “Proposal for a Planning Project to Assist Staff in L ibraries of H istorically Black Colleges and Universities” for funding to th e Mellon F oundation, th e Council on L ib rary Resources, an d other potential fo u n d a­ tions. Hugh Atkinson resolution T he Board adopted a m em orial resolution on the late H ugh C. Atkinson. T he resolution is reprinted in this issue on p. 131. The Board also approved a recom m endation to appoint up to tw o m em bers to serve on a joint task force w ith other interested ALA divisions to: 1) ex­ plore alternatives for com m em orating th e w ork of H ugh Atkinson; 2) explore financial possibilities w ith vendors and other potential supporters of such a project; and 3) m ake specific recom m endations to each divisional bo ard at A nnual Conference in San Francisco. International relations The Board approved the establishm ent of a Task Force on In tern atio n al Relations w ith the follow ­ ing charge: to p rep are guidelines for the prom otion of exchanges of librarians betw een the U.S. and other countries; to prom ote the exchange of profes­ sional inform ation, ideas, and literatu re betw een the U.S. and other countries; and to assist lib ra ri­ ans of other countries in th e use of lib rary and b ib ­ liographic techniques. Legislation Committee T he B oard accepted th e recom m endation of the Planning C om m ittee th a t the com position of the ACRL Legislation C om m ittee be m odified to spec­ ify a t least one m em ber from each type of library and th a t type–of–lib rary sections be encouraged to appoint liaisons to th e Legislation C om m ittee. T he Board also endorsed a resolution p rep ared by the Legislation C om m ittee on H igher E d u ca­ tion Act T itle II th a t encourages th e appropriation of $30 m illion in support of HEA program s in FY 1988. A resolution of th e R are Books and M anu­ scripts Section th a t was endorsed by th e Legislation C om m ittee was also approved by the B oard, u rg ­ ing Congress to reject both the request for recission of FY 1987 fu n d s for T itle I I –C a n d th e z e ro ­ budgeting for this program in FY 1988. Library access T he Board endorsed th e report by the ACRL Task Force on L ib rary Access, “Responses to Free­ dom and E quality o f Access,” and tran sm it it to the ALA Special C om m ittee on Freedom and E quality of Access to Inform ation. T he Task Force’s report 130 / C&RL News reviews the recom m endations of th e Lacy C om ­ mission, annotates them briefly to express th e in ter­ ests of academ ic libraries, and provides suggestions for revisions in the text w here appropriate. Model Statement T he Board approved th e ACRL “Model State­ m ent of C rite ria and Procedures for A ppointm ent, Prom otion in Academic R ank, an d T enure for Col­ lege an d University L ib ra ria n s,” as revised by the ACRL Standards and A ccreditation C om m ittee, and th a t th e previous version be rescinded. Section newsletter policy T he B oard ap p ro v ed a revised version of th e ACRL Policy on Section Newsletters an d directed ACRL staff to send th e revised policy to the sections for com m ent.
