P reparation of th e bibliography began in F ebruary 1989, in anticipation of the official dedi­ cation o f th e collection, which occurred on Sep­ te m b e r 17, 1989, in th e library. T heir conclusion, th at an in dependent state library is essential and that the p re sen t institution m ust undergo some fundam en­ tal changes in scope and role, resulted in a recom ­ m endation to increase resource sharing among W yoming libraries in o rd e r to fulfill the State Li­ brary’s long-range plan.
