T h e su b c o m m itte e was ch arg ed to d e s c rib e th e chan g in g e n v iro n m e n t of resea rch an d p o stseco n d ary ed u catio n ; to identify th e issues an d p ro b le m s re la tin g to inform ation a n d lib ra ry se rv ice in this e n v iro n m e n t; to d e ­ te rm in e th e role for an association such as ACR L in re sp o n d in g to th e s e issues a n d p ro b lem s; and to d isreg ard all financial aspects o r th e c o n s titu ­ tionality of its suggestions. T h e su b c o m m ittee saw as its purpose: to facilitate th e p lan n in g process by p ro v id in g a focal p o in t th ro u g h th e d e lin eatio n o f goals a n d objectives; to p ro v id e a fram ew ork th ro u g h w hich each section can d e v e lo p its own goals; to su g g e st w ays to c o o rd in a te policy a n d th e m an ag em en t o f ACRL; to d ev elo p a m eans of reco g n iz in g a n d re la tin g to e m e rg in g tre n d s in o u r society; a n d to plan for co n tin u in g evaluation o f all A C R L activities. T h e final re p o rt o f th e s u b c o m m itte e , w hich was su b m itte d to th e ACR L Board at th e M id ­ w in te r M e e tin g in January 1978, was re fe rre d to th e ACR L P lan n in g C o m m itte e for re v ie w and study. In c lu d e d in th e re p o rt was a re c o m m e n d a ­ tion to sim plify a n d re d u c e in size th e Board of D irecto rs as follows: T h e policy-m aking body o f th e Association will b e a new Board o f D ire c to rs e le c te d by th e M e m ­ b e rsh ip . T h e Board will consist o f eig h t m em b ers e le c te d at large a n d th e th re e officers o f th e As­ sociation. T h e Board of D ire c to rs will e le c t from its m e m b e rs an E x ecu tiv e B oard to tak e action w h en n ecessary b e tw e e n m eetin g s o f th e Board. Divisional rep re sen tatio n on th e ALA C ouncil was a p p ro v ed by that body at th e 1978 M idw inter M eeting. T he council re p re se n ta tiv e is, therefore, a new position on th e Board of D irectors. U n d e r th e plan pro p o sed by th e S u b co m m itte e on Goals, P riorities, and S tru c tu res, it w ould b e po ssib le to e le c t an E x ecu tiv e C o m m itte e th at did not include any o f th e e le c te d officers. Be­ cause th e ele c te d officers a re ch arg ed w ith the responsibility for p lanning and guiding th e d irec­ tion o f ACRL w ith board approval, it is essential that th ey b e m em b ers of th e E xecutive C o m m it­ tee. T h e ch air o f th e B udget a n d F inance C om ­ m itte e sh o u ld b e in c lu d e d on t h e E x e c u tiv e C o m m ittee b ecause many actions have financial im plications. T h e p resen c e o f this person would increase th e efficiency o f th e E xecutive C o m m it­ tee.
