A C R L Board Restructuring After many years of planning, the ACRL board took the first step toward reducing its size from thirty-one to thirteen members by accepting the recommendations of the Planning Committee for reshaping the board’s structure. The purpose of the proposed restructuring, which requires fur­ ther deliberation, is to strengthen the board by giving it a more workable size. A C R L Chapters The board voted to accept a recommendation of the Chapters Committee that ACRL should allot to its chapters the sum of $1.50 for each na­ tional personal member of ACRL living within the geographic area served by the chapter. The board directed that each chapter designated to receive ACRL funds should submit a budget re­ quest and stipulated that unspent funds from the budget allotment o f a chapter should revert to the ACRL general fund at the end of the ACRL fiscal year. A C R L National Conferences Acting upon the recommendation of the ACRL N ational C o n fe re n ce C o m m ittee, the board adopted a proposal that ACRL should sponsor a national conference every two years. When the Minnesota Chapter invited ACRL to hold its next conference in Minnesota, the board enthusiasti­ cally accepted. Looking to the long term, the board specified that national conferences should be held in the spring, the next (1981) meeting excepted. Bibliographic Instruction The chair of the Executive Council of the Bib­ liographic Instruction Section, Sheila M. Laidlaw, brought the board up to date on plans for the section s first preconference to be held at South­ ern Methodist University, June 2 1 -2 3 in Dallas. She estimated that the cost of the preconference to members would not exceed $75 for accommo­ dations, meals, and program from Thursday eve­ ning to Saturday lunch. C h o ice Louis A. Sasso, the editor of C h o ice, has re­ signed his position effective June 30, 1979. Presi­ dent Evan F Arber has appointed a search com­ mittee to select a new editor. C ollege & R esearch L ib ra r ies Richard Johnson, editor of C o lleg e & R esearch L i b r a r i e s , rep orted to the board that Eldon Tamblyn, chief cataloger at Portland State Uni­ versity Library, was willing to undertake the preparation of a cumulative index for C ollege & R esearch L ib ra ries for volumes 2 6 -4 0 (1965-79), Acting on the recommendation of the Publica­ tions Committee, the board voted to go ahead with the publication o f the index and to print 3,000 copies at an estimated cost of $3,500. C o lleg e & R esea rch L ib ra ries News The board expressed its thanks and gratitude to John V. Crowley who is completing his services as editor of C ollege &- R esearch L ib ra ries News. News issue (A) of College & Research Libraries, vol. 40, no. 2 66 In a resolution passed unanimously, the board recognized that Crowley had served the associa­ tion well and faithfully for two years as editor and had dem onstrated his devotion to the position and his professional skills in many ways. The board approved the transfer o f responsibil­ ity for publication of C &RL N ew s to ACRL head­ quarters office beginning with the March 1979 issue and at the same time reaffirmed the princi­ p le that ed itorial re sp o n sib ility for the N ew s would continue to rest with the editorial board while various alternative courses for the future of the N ew s are being explored and evaluated. Community and Junior College L ibraries In its re p o rt to th é b o a rd , the E x e c u tiv e Comm ittee o f the Community and Junior College Libraries Section announced that the section was surveying community colleges to determ ine an “opening day” collection of nonprint materials, and that it would hold a section program at Dal­ las on June 23 with the theme: “T he L ea rn in g in Learning Resources.” Continuing Education The Continuing Education Comm ittee reported that it had com pleted work on the C o n tin u in g E d u ca tio n Survey, a document now available in the ACRL office, which pulls together informa­ tion about existing needs assessment studies and continuing education resources. T he committee also informed the board that it would sponsor two events at the Ju n e ALA m eeting in D allas: a one-day preconference workshop on the subject, “ D o in g C o n tin u in g E d u c a tio n at th e L ocal L e v e l,” and a program m eetin g on the topic, “How to B e a More E ffective Colleague in an Academic Environm ent.” R are Books and Manuscripts Section Upon the recommendation of the Rare Books and Manuscripts Section, the board endorsed the final report of the National Study Commission on Records and Documents regarding the ownership of public papers. T he major recommendation of the commission was that the papers produced by federal officials in connection with their duties should be considered public property. University L ibrary Standards The board voted to ratify “Standards for Uni­ versity Lib raries,” a document produced jointly by the Association o f R esearch L ib ra rie s and ACRL. A draft of “Standards for University L i­ braries” appeared in the April 1978 issue of C o l­ le g e & R e se a rc h L ib r a r ie s . In August 1978 the Jo in t A RL-A C RL C om m ittee on University L i­ braries Standards revised this draft. On October 26, 1978, the ARL membership unanimously en­ dorsed the document as revised. ■■ T I T L E II-A F U N D S C U T IN C A R T E R B U D G E T The budget unveiled by the Carter administra­ tion in January contained no funding for the Col­ lege Library Resources Program (Higher Educa­ tion Act, T itle II-A). This cut, i f sustained by Congress, would mean $9.75 million less during fiscal year 1980 for the acquisitions budgets of the nation’s academic libraries. The loss of funds per academic library would amount to approximately $3,900. The Carter budget did recommend a $1 million increase in funding for the R esearch Lib raries Program (Higher Education Act, T itle II-C ). If Congress approves the increase, the total amount available for strengthening the nation s research libraries will rise from $5 million to $6 million. ■■ A C R L Nonprint Media Publication Series T h e A C R L N onprint M edia Publications Editorial Board invites submission of material for inclusion in the A C R L Nonprint Media Publications Series.
