Butler, assistant vice president for academ ic planning and developm ent at the State University of New York at Albany, has been a p p o in te d d ire c to r of university libraries and dean of the library fac­ ulty at the same institu­ tion, effective February 1. Butler has also served as associate for a c a ­ demic development and assistan t d ire c to r for planning and resources d e v e lo p m e n t in th e SUNY a t A lbany l i ­ braries; head of public services a t SUNY at Meredith A. ButlerBrockport; and bibliog­ rapher and head of the Humanities D epartm ent at Syracuse University. She earned her BA and MA degrees at Ohio State University, and her MLS from Syracuse Univer­ sity. Awarded the State University of New York Chancellor’s Award for Excellence in Librarian- ship in 1980, Butler is also active in ACRL, the L i­ brary Administration and Management Associa­ tion, the National W omen’s Studies Association, and the N ational Association of Women Deans, Administrators and Counselors. She has published on a variety of subjects including copyright, the im pact of technology on libraries, and electronic publishing, and has been a frequent speaker at state and natio n al meetings on such topics as women and leadership development, fundraising, planning, and the future of libraries. Ruth Moore Jackson, assistant director of li­ braries and chief adm inistrator of public services at the University of North Florida, Jacksonville, for the past four years, has been named dean of li­ braries at West Virginia U n iv ersity , M o rg a n ­ town. In her new role, Jackson will be responsi­ ble for development and management of the 2.5 million volumes and mi­ croform s contained in the Charles C. Wise, Jr. L ib ra r y a n d its n in e branches on three cam­ puses. She will also over­ see th e W est V irg in ia R uth Moore Jackson an d R egional H isto ry Collection which contains over 4.5 million m anu­ script items. Jackson received her b achelor’s degree from H am pton Institute, her MLS from Atlanta Univer­ sity, and her Ph.D . from Indiana University. Be­ fore joining the staff at UNF she held the positions of assistant education librarian, head reference li­ brarian, and associate professor and coordinator of the library science program at Virginia State Uni­ versity. She has sèrved as visiting lecturer and teaching fellow at Indiana University and as visit­ ing cataloger at Monroe County Public Library in Bloomington, Indiana. She is a member of ALA, ACRL, the Florida L ibrary Association, and the Southeastern Library Association, and has served on a variety of academic committees and university service organizations. Retirements Dorice Des Chene, of the Chemistry-Biology Library at the University of Cincinnati, Ohio, re­ tired at the end of August. Herb Linville, acting assistant university li­ brarian at the University of California, Santa Bar­ bara, retired recently after 35 years of service. William C. Lowe, assistant director for refer­ ence services at North Carolina State University, Raleigh, will retire in August. Lowe began his ca­ reer in 1953 as a physicist w ith the Xerox C orpora­ tion. In 1958 he became librarian at Xerox, then joined NCSU Libraries in 1966 to establish the Technical Information Center. In 1971 he was ap­ 166 / C &R L News pointed to his present position. Maria Szivos, extension librarian at Brandon University, Manitoba, retired August 31. Szivos began her 27-year career at Brandon as a cataloger; she later became head of technical services and as­ sistant director of library services, then served for over a year as acting director before becoming ex­ tension librarian. She was the first recipient of the Senate Award for Excellence in Community Ser­ vice in recognition of her pioneering work as librar­ ian for Inter-Universities North, a consortium of th e th re e M an ito b a universities w hich offers courses to residents in northern Manitoba. Nellie Waltner, assistant director for techni­ cal services and collection management at North Carolina State University, Raleigh, will retire in June. W altner began her career at NCSU Libraries as a support staff member in the Circulation D e­ partm ent from 1956-62, then left to attend the li­ brary science graduate program at the University of North Carolina, Chapel Hill. After receiving her MLS she rejoined the NCSU staff as cataloger. In 1971 she was appointed head of the Acquisitions D epartm ent and held th at post until 1984 when she was appointed to her present position. Her efforts on Triangle Research Libraries Network commit­ tees have been a vital part of the autom ation of the acquisitions and serials function. Mary Zimmerman, of the Catalog D epartm ent at the University of Cincinnati, Ohio, retired at the end of August. Deaths Laura Michel Bowman,chemistry librarian at the University of Houston Libraries, died October 3, 1988. A member of ALA and the Special Li­ braries Association, Bowman received her MLS from the University of Denver, then worked as technical librarian at the Exploration and Produc­ tion Technology Library of M arathon Oil Com­ pany in Littleton, Colorado. Among her accom­ plish m en ts a t UH w as h er le a d e rsh ip of an innovative project to create and test an Electronic Information Service Pilot Project, w ith funding from the Dreyfus Foundation, to support research in chemistry. Frank Chalton Francis former director and principal librarian of the Britiśh Museum, died September 15 at the age of 86. Born in Liverpool, Francis attended Liverpool and Cambridge Uni­ versities and began his career as a schoolmaster. In 1926 he joined the BM staff where he later became secretary (1946-47), keeper in the D epartm ent of Printed Books, and director (1959-68). He was made CB in 1958 and KCB in 1960. Francis’ main interest was in historical bibliography, in which he was active in w riting and editing. He lectured for many years at the School of Librarianship at Uni­ versity College London. His m any professional memberships included the London Group of the University and Research Section of the Library As­ sociation, the Circle of State Librarians, and UN­ ESCO, where he helped set up the International Advisory Com m ittee on Bibliography. He was president of all the main associations including the Library Association, the Bibliographical Society, ASLIB, the Museums Association, and IFLA. As an editor, Francis worked on the publication The Library for 18 years, and The Journal of D ocumen­ tation for 22 years. As a member of the BM staff he played a leading role in two very im portant pro­ grams: the founding of the British National Bibli­ ography, and the publication of GK III, the third edition of the General Catalogue o f Printed Books. Loretta Hill, a member of the Monographic Processing Services D epartm ent at Indiana Univer­ sity, Bloomington, died November 24 after a long illness. Hill began her career at IU in 1960 as a clerk typist in the O rder D epartm ent, then moved on to the Automated Processing D epartm ent, where she worked as a cataloger until 1986. Mary Elizabeth Miller Shaw, former librar­ ian at Goucher College, Towson, Maryland, died November 26. A graduate of the University of Ar- Should there be standards for hypertext? The ALA Library and Information Technol­ ogy Association (LITA) is exploring the ques­ tion of technical standards for hypertext appli­ cations. H ypertext systems enable a user to establish linkages between related ideas within a document as well as among different docu­ ments. Such associative links may then be used for retrieval of related ideas. These linkages might also be established between materials in text form to related concepts in graphic, video, and audio media. In an environment of rapid development of such systems, LITA is seeking input on the advisability of establishing hyper­ text standards. LITA’s Technical Standards for Library Au­ tom ation Committee is charged w ith encourag­ ing, supporting, and, as appropriate, working w ith relevant organizations to establish stan­ dards relating to library and information tech­ nologies and telecomm unications. The com­ m itte e seeks to ex p an d aw aren ess of an d broaden participation in the standards setting process. To this end, LITA is seeking input from a broad range of ALA members on the question of hypertext standards.
